The conference was chaired by Mr. Tran Quoc Vuong - Member of the Politburo, Standing Secretariat; Mr. Nguyen Van Binh - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Economics Committee.
At the Binh Duong bridge point, attending were Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
After 5 years of implementing the Directive no. 40-CT/TW, it can be affirmed that this is the right policy of the Party and the State, meeting people's aspirations and increasingly coming to life, strengthening people's confidence, contributing the target of rapid and sustainable poverty reduction; building new-style rural areas; ensuring social security; stabilizing politics and national security; narrowing the gap between rich and poor across regions of the country. Social policy credit provided through the Vietnam Bank for Social Policies has promoted the strength of the entire political system; leadership, direction, inspection and supervision have been strengthened. The scale of credit growth is constantly expanding, the number of people enjoying preferential credit policies is increasing, and credit quality is improved. Policy credit capital is invested to 100% of communes and wards across the country; in particular, giving priority to lending to communes in ethnic minority areas, extremely difficult and remote areas.

Policy capital also contributed to help over 2.1 million households overcome the poverty line; attract and create jobs for over 1.3 million employees; help more than 24,000 employees of policy families to borrow capital to work abroad for a definite time. Nearly 346 thousand pupils and students in difficult circumstances are entitled to study loans; building over 7.3 million works to supply clean water and rural sanitation, nearly 142 thousand houses for poor households and policy households, etc. Total local entrusted capital via Vietnam Bank for Social Policies as of June 30, 2020 reached VND 19,505 billion, total outstanding debts for social policy credit programs reached VND 219,565 billion, with over 6.5 million poor households and other policy beneficiaries having outstanding debts. Loan sales since the implementation of Directive no. 40-CT/TW have reached VND 336,944 billion to more than 12 million poor households and other policy beneficiaries allowed to borrow capital.
Speaking at the conference, Head of the Central Economics Committee Nguyen Van Binh emphasized that the Party's persistent and consistent perspective is that economic development must go hand in hand with the implementation of social progress and justice. From the Party's proper guidelines and policies towards policy beneficiaries during the economic development, the hunger eradication and poverty reduction in our country has achieved remarkable results in recent years. The rate of poor households in multi-dimensional standards is reduced to less than 3% by 2020. Vietnam has soon fulfilled the United Nations Millennium Development Goals, becoming a model for developing countries on hunger eradication and poverty reduction. The Head of the Central Economics Committee suggested agencies and levels to identify the right context and new requirements for policy credit in the coming time to propose the completion of the model, mechanism, orientation, tasks and solutions stated in Directive 40-CT/TW.
