Currently, the Department of Science and Technology is developing a plan to support the development of entrepreneurship ecosystem in the province and is expected to submit to the PPC by the end of July 2017.
In the coming time, to promote the scientific research and technological development of businesses, it is necessary to continue researching and promulgating program on supporting enterprises in renewing technologies and products, raising quality productivity in the spirit of the Law on Support of SMEs, which has just been approved by the National Assembly; Program to improve entrepreneurship ecosystem to promote innovative entrepreneurship activities.
Regarding on the solutions to establish infrastructure for business incubators, creative spaces, enhancing entrepreneurial spirit and creativity, currently, the Department of Science and Technology is conducting surveys of laboratories in schools in the province , to capture information, build proposals to open Fablab, Techlab, and Maker space.

The PPC has also approved policy of organizing training courses About start-up innovation for cadres and civil servants of departments, units assigned tasks in the innovation support plan (the training course is scheduled to be held in July 2017).
The Department of Education and Training is researching and instructing educational institutions to include start-up content in the training program; at the same time, in collaboration with the Department of Labor, Invalids and Social Affairs and Ho Chi Minh Communist Youth Union of Binh Duong province, to research and advise the PPC to develop a project to support start-up students.
In the coming time, will continue research and establish a Center to support innovation and entrepreneurship and submit it to the PPC for approval.
Support the development of SMEs
Delegate Doan Ngoc Nhu Tam (Thu Dau Mot City Delegation) asked the Department of Planning and Investment oriented to advise the PPC which supported policy are specific characteristics of the province, to strongly encourage the development of SMEs in the province.
Mr. Truc said, according to statistics, in the first 6 months of 2017, an additional of 2.783 enterprises registered in the province, up 18,6% over the same period in 2016, ranking second in the Southern Key Economic Zone. Until now, there are 28.318 registered enterprises, reaching 71% of target according to the provincial socio-economic development plan for the 2016-2020 period and 57% of target was assigned by the Prime Minister. With the current business registration situation, it is expected that, the province will complete assigned targets in time.
To further encourage and support business development in the coming time, the Department of Planning and Investment has advised the PPC to implement solutions:
First, continue to strictly implement Resolution No.19/2016/NQ-CP dated April 28th 2016 about tasks and solutions, mainly improving business investment environment, enhancing national competitiveness in 2016-2017, orientation to 2020 and Resolution 35/NQ-CP dated May 16th 2016 on business support and development to 2020 by the Government. Particularly, focus on 04 main tasks: strictly enforce business freedom in accordance with the law, increase access to resources, develop infrastructure and support innovative start-up businesses.
Second, continue to implement procedures for market entry according to the mechanism of communication, electronic communication between business registration agency, investment registries, tax authorities, banks, insurance companies, etc., towards the development and perfection of e-government, to shorten maximum time and cost of entering the market, cost of implementing administrative procedures of the business.
Third, soon develop supporting SMEs projects, transition from individual business households, solving difficulties and problems in transformation process.
Fourth, review, amend regulations on credit guarantee for SMEs; research to add additional functions and tasks of the Investment and Development Fund, research into the establishment of a fund for start-up support, venture capital fund, etc. to increase capital for start-up enterprises.
Fifth, continue to maintain and promote direction and guidance about professional knowledge and skills of local officials and civil servants to ensure the consistent implementation of provisions of law. Continue to promote training and improving the level and capacity for cadres and civil servants, to better meet the requirements of work, improve quality of public administrative services.
Mr. Truc said, the implementation of above tasks will help create favorable conditions for enterprises to enter and invest in market and operate effectively.
Rectify incorrect licensing situation with approved plans

Answering questions of delegate Trung, Mr. Truc said, currently, the price of land lease and the cost of using infrastructure in industrial zones and clusters are high, therefore, SMEs and micro enterprises find it difficult to select locations for industrial production or relocate to industrial zones and industrial clusters according to the province's guidelines. The province has promulgated mechanisms and policies to support enterprises invest in infrastructure in industrial parks and industrial clusters to encourage and create conditions for SMEs and micro enterprises to have opportunity to choose locations for production and relocation to industrial parks and industrial clusters.
The Department of Planning and Investment has advised the PPC to submit decisions on plan or approval of industrial production projects outside industrial parks and industrial clusters on the basis of conformity with land use planning and urban development planning and ensure environmental factors such as distance to isolate, complete wastewater treatment system, have a positive impact on local economic and social development.
However, with the rapid industrialization, some areas in the province are experiencing spontaneous population spots around industrial factories, to provide services to factories, provide housing for factory workers, creating actual situation of factories mixed with residential areas, especially in Tan Uyen town and Ben Cat town.
Besides, there is still overlap between land use planning and construction planning, making it difficult to manage.
In recent years, the Department of Planning and Investment has advised the PPC to promulgate regulations on coordination among functional agencies in Binh Duong province in state management of enterprises after registration of establishment. In the coming time, will promote coordination among state management agencies, Department of Planning and Investment will resolutely handle cases of violation on environmental law of enterprises when receiving request of the district People's Committee, Department of Natural Resources and Environment.
To rearrange investment industry accordance with planning of economic development - society of the province, especially Binh Duong is targeted to become urban type I before 2020; to gradually reduce and proceed to abolish the operation of enterprises operating in residential areas and central cities of districts, towns and cities, Department of Planning and Investment is coordinating the sectors draft Decision replaces Decision No.49/2011/QD-UBND dated November 21st 2011regarding to regulation on industrial production in Binh Duong province and will advise the PPC in the coming time. Decided to modify some contents such as: Supplement Tan Uyen town and Ben Cat town to areas that limited to arrange investment for projects on building new warehouse for lease for the purpose of industrial production; do not extend uptime for projects that rent factories for industrial production in the area of Thu Dau Mot City, Thuan An Town, Di An, Tan Uyen, Ben Cat.
Continuing to mobilize businesses having industrial production projects outside industrial parks and industrial clusters in areas of Di An Town, Thuan An Town, Thu Dau Mot City to converting and transforming industrial activities into industrial zones and industrial clusters.
