Tran Thanh Liem, Vice-Secretary of
provincial Party Committee cum Chairman of provincial People’s Committee
presided over the session. Attending the session were Nguyen Thi Kim
Oanh, Permanent Member of provincial People’s Council; members of
provincial People’s Committee, representatives of sectors, departments,
the People’s Committees at all levels in the province.
The objective of the program on the
local urban development in the 2016-2020 period is to further develop
Binh Duong into a green, clean and beautiful industrial city; one of the
country’s top localities in the cause of industrialization,
modernization and international integration; a political, socio-economic
and cultural hub with the important traffic route of the southern key
economic zone; a centrally-controlled city by 2020. Under the program,
the province will also bend on construction of the new urban area
belonging to the 4,196-hectare industrial-service-urban complex in
association with upgrading TDM city, towns of Thuan An, Di An, Ben Cat,
Tan Uyen and satellite urban areas in the northern region.
Particularly, the province will submit
documents recognizing it as a centrally-controlled city to the Prime
Minister for approval. The province will also define areas for urban
development in each five-year period, which is the foundation for the
implementation of the Prime Minister’s Decree No.11/2013/ND-CP on
management over urban development investment and the Joint Circular
No.20/2013/TTLT/BXD-BNV guiding some contents of the Prime Minister’s
Decree No.11/2013 dated Jan.14, 2013 on urban development investment. In
addition, the province will specify a list of investment projects in
order in line with the local overall plan on socio-economic development
approved by the Government.

For the breakthrough program on urban
development, the province will focus on enhancing the quality of
sustainable and reasonable urban development; boost the shift of
economic structure towards the growth of trade-services in association
with urbanization process, hi-tech based agricultural, fishery and
forestry development; well solve social issues, improving
locals’spiritual and material lives; building up a civilized, prosperous
and beautiful city under the central control by 2020.
Accordingly, key works that need to be
done in the 2016-2020 period include those of hastening the progress of
the construction of the Tan Van-My Phuoc expressway from Bau Bang to
Dau Tieng, which is connected with Ho Chi Minh highway; hastening the
progress of the construction of clinics; fulfilling and putting a
1,500-bed hospital into use; focusing on building wastewater treatment
plants in Thuan An and Di An…
The province will also carry out some
pilot projects, including those of carrying out free wifi service in
some areas of TDM city; making investment in means of transport to
assure the quality of waste treatment and collection services; attaching
special importance to urban design…

Concluding the session, Mr.Liem
basically agreed with the above draft programs and entrusted provincial
Department of Construction with a task of collecting contributive ideas
from sectors, departments, the People’s Committees at all levels in the
province to perfect these programs and then submit them to provincial
People’s Committee for approval.
He also added that the Resolution of the 10th
provincial Party congress has defined a target of developing Binh Duong
into a civilized, prosperous and beautiful city under the central
control by 2020. Hence, sectors, departments and localities in the
province need to strive and join hands in building new urban areas and
upgrading existing ones towards civilized, beautiful and clean
development, improving the quality of locals’life. They also need to
sort out infrastructure works in terms of traffic, healthcare and
education and call for enterprises investing in them under the form of
land fund payment in accordance with the Prime Minister’s Decision
No.23/2015/QD-TTg dated June 26, 2015.
