Binh Duong bound for sustainable, modern and inclusive agriculture-rural development

​BEGIC - Binh Duong over the past time attached special importance to
restructuring the local agriculture in association with new rural
construction towards a target for sustainable, modern and inclusive
agriculture-rural development.
 
With provincial Party Committee’s policy of investment on 3 agricultural, farmer and rural development fields, the local agricultural sector reached a robust evolution, obviously reshaping new-style rural communes.
 Joining hands in new rural construction
In response to the national emulation movement of joining hands in new rural construction implemented from 2011 to 2020, Binh Duong has a total of 60 selected for new rural construction.
The whole province has so far had 11 communes meeting criteria of new rural construction and will strive to get 19 communes, 2 districts and towns recognized as new-style rural ones by the end of 2015 or 100% of the set plan.
The national target program on new rural construction has created a strong pervasion among rural areas of the province right after being implemented. Together with the State’s investment, the program over the past time received enthusiastic response from mass organizations and people from all strata.
Noticeably, locals actively upgraded their houses, gardens; made irrigation systems for production; donated land for making rural roads…Provincial Farmers’ Association over the past 5 years mobilized members to make more than 1,110 km of rural roads; build and upgrade 1,173 bridges, ditches; donate more than 10,000 square meters together with more than 45,000 working days…
The province also paid attention to improving the quality of criteria of the national target program on new rural construction.
Over the past five years, the rural image of Tan Uyen town changed very positively. There were 58 rural roads upgraded and built with total length of 83.6km and total expense of VND55bln. The local irrigation system was also improved to facilitate production…So far, the town has had 2 communes meeting criteria of new rural construction; 4 communes awaiting recognition as new-style rural ones. The targets of the town in the 2016-2020 period are to build rural socio-economic infrastructure in a synchronous way; fulfill new rural construction towards the improvement of living standards of residents in the rural region. The town will also strive to develop Vinh Tan, Tan Vinh Hiep, Phu Chanh and Hoi Nghia communes into wards by 2020 while maintaining and enhancing the quality of new rural criteria of 2 Bach Dang and Thanh Hoi communes towards green urban development.

Agricultural restructuring in association with new rural construction
According to provincial Department of Agriculture and Rural Development, agricultural restructuring in association with new rural construction is the target closely linked with socio-economic development, bringing locals a better life. Besides, the restructuring also aims to increase productivity and output, improve farmers’ income, thereby narrowing the income gap between rural and urban people. This is also one of criteria set forth during the new rural construction process.
Defining that the target of new rural construction is to enhance the spiritual and material lives of rural people, Binh Duong has put focus on instruction of promoting production, shifting the local agricultural structure towards hi-tech, urban agricultural development in association with processing industry. The province is now home to 925.52 hectares of faming land with new sci-tech application and 103.34 hectares of land for urban agricultural production. In addition, the province has developed 4 hi-tech agricultural parks with 989.7 hectares in total, contributing to promoting the local hi-tech agricultural production.
Over the past time, Binh Duong attached special importance to putting farmers in the central position with a major role during the agricultural restructuring process in association with new rural construction. They enjoyed capital sources plus sci-tech transfer, facilitating their production. Meanwhile, localities with large farming land also concentrated on promoting specialized cultivation areas and concentrated animal husbandry ones. There was also a perfect investment for in-field traffic system in areas specialized in rice and short-day crops cultivation with irrigation system ensured. As a result, the average rice yield reached 6-8 tons per hectare, vegetables and crops at 2-2.5 tons per 1,000 square meters per crop.
2015 was the final year of the phase 1 of the national target program on new rural construction. The province’s 19 communes registering for new rural construction in 2015 basically fulfilled criteria of the program. The result came from the integral efforts by the State and people. In the next five years, Binh Duong will further implement the program to complete the set targets.

 
After five-year implementation of the new rural construction program, Binh Duong has so far had a total of 11 communes recognized as new-style rural ones and the remaining communes have fulfilled 11 criteria and above. In 2015, the province will strive to reach additional 19 communes meeting criteria of the program or 100% of the set plan and 2 districts, towns recognized as new rural ones. There will be 85.5% of rural roads covered by asphalt or concrete; 99.91% of rural people in use of national power grid. The average income of people reaches VND52.5mln per capita per year. The rate of poor households reduces to 0.5%...
The province will also strive to shift the local economic structure in order to achieve the production value of around VND80mln-VND100mln per hectare per year till 2020. Hi-tech agriculture production will reach the average value of VND150mln-VND200mln per hectare per year. Till 2020, the average income of rural people will be VND58mln per capita per year. There will be also 100% of communes meeting criteria of the new rural construction program.
