The Center has been equipped with high-tech services to enable easier access to modern, friendly, and effective public administration.
Modern and friendly working environment
The Administrative Center has 2 zones of A and B covering 4,000 square meters, allocated with 7 functional sections to service administrative procedures of the public and enterprises including the one-stop-shop (OSS) section with 48 stalls allocated for 20 departments to process 100% of administrative procedures for the public and enterprises. In 2015, the Administrative Center received and processed 136,167 documents, 95% of which have been timely processed. Particularly, 6,934 documents have been processed and returned within the day. The service of returning processed documents through the post has been accounted for over 48% of total documents to dramatically reduce time and cost for the public and enterprises.
The Administrative Center officially operates on February 10, 2015 to manage and implement IT application projects with synchronized contents of hardware and software connecting provincial administration to districts’ and towns’. Accordingly, the provincial OSS software has been widely used at departments, sectors, and agencies to update and display information on screen system on floor 16 of provincial People’s Committee and the Administrative Center where provincial leaders can monitor the reception and procession of paper work for the public. The public and enterprises can also follow up the process by relevant departments, sectors and agencies.
Robert Ng, the General Director of Sakata Inx Vietnam Co. Ltd. said: “Binh Duong Province has invested to modern Administrative Center where services and facilities are well established. I hope that the provincial website will offer more languages to support us.”
Nguyen Thi Huyen of Representative Office of the Corporate Specialists, said: “We are comfortable at the Administrative Center where the modern and friendly working environment is working, especially the IT application to resolve administrative procedures at the soonest.”

Trust and agreements to be established among the public and enterprises
As reported, in 2015, provincial leaders have paid special attention to administrative reforms, aiming to an administration of transparency and effectiveness. The Administrative Center has offered more convenient administrative procedures, satisfying the public and enterprises regarding the services of provincial State’s administrative agency, contributing to the improvement of investment environment and competitiveness. This is the prominent achievement in administrative reforming orientation of the province from 2010 to 2015. The achievements have created trust and agreement of the public and enterprise community in and outside of the nation.
In 2016, the Administrative Center will enjoy the completion of provincial OSS software connecting the provincial, district, and communal agencies through professional software. Public services of rates 3 and 4 will be offered on provincial website of public services. Information dissemination measures and cooperation with the post for reception and return of administrative procedures documents at the postal offices or at the doors of the public and enterprises to save time and costs for the public and enterprises will be combined.
Besides, Administrative Center will implement services and facilities servicing the implementation of administrative procedures as well as books, documents, and information about Binh Duong Province including the results of provincial OSS.
The Administrative Center will promote the reception of contributive and reflecting ideas and proposals of the public and enterprises and the satisfaction level of the public and enterprises by various forms to refine and enhance processing quality of administrative procedure resolution.
