The Provincial People's Committee requested to continue to strictly comply with instructions of the Provincial People's Committee in Official Dispatch No. 427 / UBND-VX dated January 29, 2021 on implementation of Directive No. 05 / CT-TTg dated January 28, 2021 of the Prime Minister on some urgent measures to prevent and fight against Covid-19 pandemic in the province effectively, consistent with the Covid-19 pandemic situation which tends to spread in the community.
All levels and branches must promote propaganda information (rich in content, diverse in forms) on pandemic prevention and control to each organization and individual (go to each hamlet, com into each house), especially calling for people to well implement the 5K message, including: "face masks - disinfection - distance - no gathering - medical declaration" of the Ministry of Health; at the same time, determine not to organize conferences and events that gather crowds of people, regularly propagate and mobilize people to limit organizing events with many people such as weddings, festivals, traveling in localities with Covid-19 outbreaks.
All levels and sectors from province to grassroots levels must continue strengthening to inspect and supervise the observance of regulations on Covid-19 pandemic prevention and control, regularly urge and remind their subordinates to implement and strictly handle cases of non-compliance and violations in order to strictly control disease development to avoid complicated situations, minimize the risk of cross-contamination on a large scale in the community in pandemic areas (such as Phu Giao district, Thu Dau Mot city). The head of party committee, the authorities of the units and localities must uphold the sense of responsibility, must not neglect, be not subjective and take full responsibility in performance of the assigned tasks; must ensure the work of social security and security and order in the area in charge, especially during Lunar New Year.
It is agreed that students in preschools, primary schools, junior high schools, high schools, continuing education and affiliated educational institutions in the province are allowed to be absent from school from February 1, 2021 to the end of February 16, 2021 as proposed by the Department of Education and Training. It is suggested that universities and vocational education institutions in the province base on the direction of the ministries and branches and the actual situation of the Covid-19 pandemic in the locality to consider for allowing students to be absent in order to ensure effective pandemic prevention and control.
For Thu Dau Mot city, from 00:00 AM on February 1, 2021: Immediately blockade the inn, specific facilities and locations where Covid -19-positive patients have lived, resided and had close contact with, etc. Implement social distancing of entire Phu Hoa ward in accordance with Directive 16 / CT-TTg dated March 31, 2020 of the Prime Minister. For other wards in Thu Dau Mot city, social distancing must be implemented in accordance with Directive No. 15 / CT-TTg dated March 27, 2020 of the Prime Minister. Accordingly, the heads of authorities at all levels stop meeting, gathering over 20 people; stop all religious rituals; strictly handle agencies, units and localities where the concentration of over 20 people occurs; it is forbidden to gather more than 10 people outside of offices, schools or hospitals; it is required to make a minimum distance of 02m between people and people at public places;
Service establishments, workshops and manufacturing plants being allowed to operate must ensure safe distances, wear face masks and perform disinfection, germ killing according to the recommendations of Ministry of Health on Covid-19 pandemic prevention and control. Close unnecessary services: Massage, gym, yoga, bar, tourism and sightseeing facilities, entertainment, cinema, pub, restaurant, etc.; temporarily close beauty, cosmetology, and physiotherapy facilities in the area. People are not allowed to visit or bring food or drink to the concentrated quarantine areas for people who are isolated; Advise people not to leave their homes and travel when unnecessary.
The Department of Labor, Invalids and Social Affairs was assigned to assume the prime responsibility for, and coordinate with the provincial Confederation of Labor, the Management Board of the provincial industrial zones and related branches to propagate and mobilize the workers working in the province limit to come back their hometown during the upcoming Lunar New Year, especially to the localities and provinces with Covid-19 positive cases. At the same time, coordinate with the Department of Finance in studying proposal and advising the Provincial People's Committee on support regime for these subjects in the upcoming Tan Suu New Year.
The Department of Health was assigned to assume the prime responsibility for, and coordinate with the Department of Finance and related units, based on current regulations and local practical situation on pandemic prevention and control to advise the Provincial People's Committee on funding timely and appropriately the regime support for people participating in Covid-19 pandemic prevention and control in Phu Giao district, Thu Dau Mot city.
Department of Health must actively coordinate with relevant sectors to maintain a team that responds quickly, promptly detects, localizes, quarantines, stops, and traces all subjects (F2, F3, etc.) related to positive cases in Phu Giao province, Thu Dau Mot city effectively without missing any subject; organize 100% on duty to ensure timely handle situation of disease outbreak. At the same time, review facilities with chemicals, bio-products, drugs, etc. to actively and effectively serve the pandemic prevention and control.
The Provincial Steering Committee for Covid-19 Prevention and Control was assigned to allocate members of the Steering Committee to focus on inspection, supervision and implementation of pandemic response in localities in the province, especially in Phu Giao district and Thu Dau Mot city.
