Proactively detect and notify authorities of cases that have gone or come from localities with positive cases of Covid-19, people entering illegally, violating the regulations on pandemic prevention and control.
Each agency or unit proactively develops plan for Covid-19 pandemic prevention and control, strengthens the inspection, urge and rectify the implementation of anti-pandemic measures at organizations, units and residential areas, high-risk areas such as supermarkets, markets, schools, hospitals, businesses, factories. Apply information technology in direction, administration, learning, electronic declaration, disease control; guide and encourage people to increase the use of online public services.
Pause and postpone conferences and events, gathering unnecessary crowds, and conduct online conferences to maintain normal operations in the new situation.
The Health Sector is assigned to coordinate with units and localities in implementing and drastically directing the pandemic control work under direction of the Central, the Prime Minister and the Ministry of Health in the spirit of four-spot motto; proactively calculate and forecast the situation to ensure adequate supply of drugs, means, materials, equipment, and funding for these pandemic prevention and control activities in the area, with the motto health and life of people is first.
The Provincial Military Command was assigned to assume to coordinate with the Department of Health and related units to continue closely managing the isolation of people entering, ensuring concentrated isolation for 14 days and enough time according medical monitoring after concentrated isolation (self-isolation at home) according to regulations; absolutely not to spread the disease in the quarantine area and from the quarantine area to the community; and activate concentrated medical quarantine zones in previously selected areas for use when necessary.
The provincial police continue to preside over and coordinate with relevant units to strengthen inspection, detection and handling of illegal entries in the area; assign tasks to the police force at the commune level to advise the party committees and local authorities to launch an extensive mass movement at the grassroots level, mobilizing each citizen, each family, residential group, residential area actively detects and reports cases of illegal entry to handle according to regulations.
Vietnam Fatherland Front Committee of the province, mass organizations strengthen coordination and propaganda for people to actively participate in response to pandemic prevention and control measures; promptly report the authorities the suspected cases going to and coming from localities having Covid-19 positive cases, who entered illegally to escape isolation; at the same time, to actively and effectively supervise units and organizations in implementation of this task.
The Department of Culture, Sports and Tourism presides over and coordinates with the Provincial Police Department and units and localities to manage, strictly control and stop tourism, sports, festivals and other activities with an unnecessary concentration of people according to the assigned scope, responsibility and authority in order to detect and promptly handle the risk of infection, especially through travel; proactively coordinate with the Department of Health to develop an additional plan to use a number of establishments (hotels) as a quarantine area with fee to meet the demand in new situation.
The sectors of Health, Industry and Trade, Education and Training, Labor, Invalids and Social Affairs, Culture, Sports and Tourism, etc. must actively grasp the situation of pandemic development in the province and direction of the Central to advise and propose provincial leaders to promptly direct relevant contents, especially ensuring the supply of essential consumer goods, stabilizing prices of commodity (especially during the Tan Suu Lunar New Year 2021), other goods related to pandemic prevention and control; learning of students, business activities, tourism activities, etc. appropriately and effectively; promptly detect and strictly handle cases of taking advantage of the pandemic situation to violate law provisions.
The Transport sector shall assume to coordinate with the units and localities in directing passenger transportation units to strictly implement pandemic prevention and control according to regulations. Minimize (if necessary, stop completely) travel to pandemic areas, except for special cases due to official duties and cases of providing necessary food, necessities, shuttle bus for workers, experts of enterprises, transporting raw materials for production.
The Department of Education and Training proactively coordinates with relevant units and localities to base themselves on the instructions of the ministries and central branches and the Covid-19 pandemic situation to direct and guide the education and training facilities, vocational training institutions in the province strictly comply with safety conditions for pupils, students, teachers at educational institutions and handle suspect Covid-19 cases at school in accordance with instructions of the competent authority.
