POSITION AND FUNCTIONS
1.
The Office of the Provincial People's Committee (hereinafter referred
to as the Office) is an agency of the Provincial People's Committee
(hereinafter referred to as the People's Committee). The Office is under
the direction and management of the Provincial People's Committee in
terms of organization, staffing and work of Provincial People's
Committee and under the direction, guidance and examination of
professional skills of the Government Office.
2. The Office acts as a professional agency which counsels and supports the Provincial People's Committee in:
a) Work programs and plans of the Provincial People's Committee and Chairman of the Provincial People's Committee.
b)
Organizing, managing and publishing official information on activities
of the People's Committee and the Chairman of the Provincial People's
Committee.
c) linking to the Portal,
connecting the electronic administrative information system for
direction and administration of the Provincial People's Committee and
Chairman of the Provincial People's Committee.
d) Managing the Official Gazette.
đ)
Serving activities of the Provincial People's Committee, assisting the
Chairman of the Provincial People's Committee and Vice Chairman of the
People's Committee in performing tasks and powers within their
authority.
e) Managing archives and internal governance work of the Office.
TASKS AND POWERS
1. Submitting to the Provincial People's Committee for issuing:
a) Working regulations of the Provincial People's Committee;
b)
The document stipulating the functions, tasks, powers and
organizational structure of the Office of the Provincial People's
Committee;
c) Documents specifying the
functions, tasks and powers of the Offices of the People's Councils and
the People's Committees of districts, towns and cities (hereinafter
collectively referred to as the Offices of the People's Councils -
People's Committees at district level) ;
d)
Documents specifying conditions and standards for titles of Heads and
Deputy Heads of the units under the Office of the Provincial People's
Committee; Chief of Office, Deputy Chief of Office of the People's
Councils - People's Committees at district level.
2. Submitting to Chairman of Provincial People's Committee for issuing:
a) Decisions for establishment, merger, separation and dissolution of the units under the Office;
b) Other documents as assigned by the Chairman of the Provincial People's Committee.
3. Advising, developing and organizing the implementation of the work programs and plans of the Provincial People's Committee:
a)
Summarizing proposals of departments, department- equivalent agencies,
agencies under the Provincial People's Committee (hereinafter referred
collectively to as departments), district-level People's Committees,
related agencies and organizations;
b)
Proposing to the Chairman of the Provincial People's Committee to put
into the work program and plan the issues that should be focused to be
directed, executed or assigned to the related agencies for study,
formulation of schemes, projects and draft documents;
c)
Developing and submitting to the Provincial People's Committee and the
Chairman of the Provincial People's Committee for promulgation or
approval of working programs and plans;
d)
Monitoring and urging departments, district-level people's committees,
related agencies and organizations to implement the work program and
plan to ensure the progress and quality;
đ)
Periodically or irregularly reporting implementation results; proposing
solutions to effectively implement the work program and plan;
e)
Timely reporting and adjusting the work program and plan to meet the
requirements of management, direction and execution of the Provincial
People's Committee and the Chairman of the Provincial People's
Committee.
4. Serving the activities of the Provincial People's Committee:
a)
Presiding and coordinating with related agencies to prepare programs
and contents for the meetings of the Provincial People's Committee;
b) Implementing the summary and reporting regime;
c)
Monitoring, urging and evaluating the results of the implementation of
the Working Regulations of the Provincial People's Committee;
d) Organizing the reception of citizens, resolution of citizens' complaints and denunciations in accordance with law.
5. Advising and assisting the Chairman of the Provincial People's Committee in performing the following tasks and powers:
a) Convening and presiding meetings;
b)
Monitoring, urging, directing and inspecting the work for the
departments; People's Council and district-level People's Committee;
c) Performing tasks before the Provincial People's Council; contacting, reporting and answering voters' petitions;
d) Directing and applying necessary measures to solve the work in sudden and urgent cases;
đ) Improving working practices; maintaining the disciplines of the State administrative apparatus in the locality.
6.
Receiving, processing and submitting to the Provincial People's
Committee and the Chairman of the Provincial People's Committee to
handle documents and records submitted by agencies, organizations and
individuals:
a) For schemes, projects and draft documents submitted by agencies:
- Checking the documents, drafting order and procedures, presentation forms and techniques of the draft documents;

Summarizing the contents, stating the decision-making authority, the
consistence in the direction and execution of the Provincial People's
Committee, the Chairman of the Provincial People's Committee on related
issues, proposing one of the solutions: Promulgating and approving them;
submitting them to the meeting of the provincial People's Committee;
receiving comments from the members of the Provincial People's
Committee; informing the ideas of the Chairman of the Provincial
People's Committee to request the agency to complete them, collect
comments from other agencies, organizations, and individuals or perform
other responsibilities according to the regulations and working
regulations of the Provincial People's Committee;
During
handling process, if the proposal, project or draft document contains
different opinions, presiding over meetings with related agencies and
organizations for discussion before submission;
b)
For draft reports, speeches: Collaborating with related agencies to
edit and complete contents under the direction of the Chairman of the
Provincial People's Committee;
c) For
other documents: Proposing to the Chairman of the Provincial People's
Committee to assign related agencies to implement; organize necessary
conditions for the Provincial People's Committee and Chairman of the
Provincial People's Committee to solve in accordance with law and
contents of received documents.
7.
Releasing, managing, monitoring, urging, checking the situation, results
of the implementation of documents of the Provincial People's
Committee, the Chairman of the Provincial People's Committee:
a)
Managing, using seals, issuing documents of the Provincial People's
Committee and the Chairman of the Provincial People's Committee;
b)
Monitoring, urging and inspecting the situation and results of the
implementation of documents of the Provincial People's Committee and the
Chairman of the Provincial People's Committee; periodically reviewing
and reporting to the Chairman of the Provincial People's Committee to
ensure uniformity in direction and execution;
c)
Reviewing to find out problems related to the authority, records,
order, procedures and office skills in the process of direction and
execution of the Provincial People's Committee, Chairman of the
Provincial People's Committee; promptly reporting to the Provincial
People's Committee for amendments and supplements; annually, summarizing
and reporting to the Government Office;
d) Archiving documents and records of the Provincial People's Committee and the Chairman of the Provincial People's Committee.
8. Implementation of the information regime:
a)
Organizing the management and updating of information to serve the
direction and execution of the Provincial People's Committee and the
Chairman of the Provincial People's Committee;
b)
Implementing the informing and reporting regime on the operation of the
web portal and connecting the electronic administrative information
system for direction and execution of the Provincial People's Committee
and the Chairman of the Provincial People's Committee;
c) Publishing and issuing the Provincial Official Gazette;
d) Establishing, managing and maintaining the network operation of the Provincial People's Committee.
9. Ensuring the material and technical conditions:
a)
Ensuring the material and technical conditions for the activities of
the Provincial People's Committee and the Chairman of the Provincial
People's Committee;
b) Serving
business trips, working visits and receptions of the Provincial People's
Committee and the Chairman of the Provincial People's Committee.
10. Guidance on office skills
Presiding
and coordinating with the Office of the Provincial People's Council to
summarize and provide guidance on office skills for the Offices of
Departments, Offices of the People's Councils – the People's Committees
at the district level, civil servants in charge of Office – Statistics
in the communes, wards and towns.
11. Performing the internal management tasks:
a)
Organizing the implementation of documents, planning and plans
promulgated or approved by the competent agencies related to the
operation of the Office;
b) Receiving
and processing documents submitted to the Office by agencies,
organizations and individuals; issuing and managing documents according
to regulations;
c) Implementing
international cooperation in accordance with law and the assignment or
authorization of the Provincial People's Committee, the Chairman of the
Provincial People's Committee;
d) Studying and applying results of scientific research and administrative reform to serve assigned tasks;
đ)
Managing the organizational structure, staffing, structure of civil
servant ranks, job positions, staff structure according to the standards
of professional titles and the number of people working in non-business
units under the Office;
e)
Implementing the regime of salary and other regimes, policies on
remuneration, commendation, disciplines, training and fostering in
professional skills for civil servants, public employees and workers
under the Office's management;
g)
Guiding and inspecting the implementation of the mechanism of autonomy
and self-responsibility to the affiliated public non-business units;
managing and taking responsibility for the assigned finance and
properties as prescribed;
h)
Performing other tasks and powers assigned by the Provincial People's
Committee, the Chairman of the People's Committee or as prescribed by
law.
