Closely follow the progress of Ring Road 3
Ho Chi Minh City Ring Road 3 project, a section through Binh Duong province, includes Component Project 5 (construction) and Component Project 6 (compensation for site clearance). Particularly, Component Project 5 is divided into 4 construction packages, i.e., the Construction of the Tan Van intersection; the Construction of the Binh Chuan intersection; the Construction of the section from Binh Chuan to Saigon River; and the Construction of the Binh Goi bridge. Currently, the bidding packages are being implemented, construction progress is about 10% of the contract volume; disbursement reached 25.67%.
The total land area of the project is about 129 hectares, so far 114.5 hectares have been recovered, reaching 88.8%. Disbursement of site clearance compensation reached 77% (6,471 billion VND/8,403 billion VND).

Reporting on the investment in several road sections and intersections of Ring Road 3, Mr. Nguyen Anh Minh - Director of the Department of Transport said that Binh Duong has submitted a written request to the Ministry of Transport to report to competent authorities to study the complete investment plan for the Ring Road 3 project, section through Binh Duong province, including Investing in the construction of Tan Van intersection including 08 lanes, branches, and emergency stopping strips; Investing in the construction of extending emergency parking strips on both sides with the cross-section changing from 19.75 meters to 24.75 meters to ensure continuous emergency stopping lanes for the section from Binh Chuan to Saigon River; investing in a parallel bridge to Binh Goi bridge to serve people's livelihood.

The Department of Transport is coordinating to complete the investment plan for the 15.3-kilometer section of Ring Road 3 coinciding with My Phuoc - Tan Van Road to advise the PPC on the first plan of phase 1, clearing land on one side and building a 4-lane elevated highway bridge. Binh Duong PPC will continue to consider and unify the plan and coordinate with the Ho Chi Minh City People's Committee and relevant ministries and branches to synthesize and report to the Prime Minister.
Presenting some current difficulties when implementing the Ring Road 3 project, Mr. Tran Hung Viet - Director of the Transportation Works Construction Investment Project Management Authority said that although the current site clearance rate for the Ring Road 3 project is quite high, in Thuan An City there are still some households that have not handed over the site, so the construction unit has not been able to access the site to carry out construction. He wanted the locality to coordinate closely and speed up the handover of the site to ensure project construction progress.
Besides the issue of clean ground, Mr. Tran Hung Viet said, the lack of sand sources for the foundation is also a common difficulty currently facing localities in the region when implementing the Ring Road 3 project. The Authority is actively coordinating with Ho Chi Minh City to find sand sources for construction.

Regarding implementing the Ring Road 3 project passing through Thuan An City, Mr. Nguyen Thanh Uy - Vice Chairman of the City People's Committee said that site clearance to serve the construction of the Ring Road 3 project in Thuan An City has reached over 80%. Currently facing problems with compensation land prices for some households at the intersection of Binh Chuan, Cach Mang Thang Tam and Binh Goi Bridge, Thuan An City is focusing on speeding up progress, calculating resettlement arrangements to be completed in July 2024.
Starting construction of 2 key transport projects in 2024
The meeting also listened to the report on the implementation of the Ho Chi Minh City Ring Road 4 project passing through Binh Duong province. The project is invested in the public-private partnership (PPP) method, build-operate-transfer (BOT) contract type; divided into 02 component projects: Site clearance and Construction.

To date, the PPC has approved the documents on staking to clear the site for the 12.5-kilometer-long Thu Bien - Dat Cuoc section and approved the documents on staking to clear the ground for several road sections from Dat Cuoc - Saigon River (about 4.6 kilometers). The Department of Transport is evaluating boundary documents for the remaining sections. Site clearance will continue to be carried out in parallel and approved with the construction project.
For construction, the Provincial Transportation Works Construction Investment Project Management Authority is implementing a cost setting for investor selection in the form of open bidding throughout the country.
According to the plan, Binh Duong will start construction on the Ring Road 4 project in the third quarter of 2024 (expected in July 2024). To prepare for project commencement, Mr. Nguyen Van Thuan - Vice Chairman of Bac Tan Uyen District People's Committee said that the district has prepared a clean land fund for the commencement of the Ring Road 4 project. At the same time, with a high sense of responsibility, the district actively coordinates with the Provincial Land Fund Development Center in land price appraisal and calculating compensation and site clearance plans for project implementation.
Representatives of Becamex IDC Corp and DeoCa Group shared about adding several intersections and road sections such as the An Tay port section to effectively exploit Ring Road 4 to serve the socio-economic development of Binh Duong province.

Ho Chi Minh City - Chon Thanh Expressway is more than 45 kilometers long, passing through Thuan An, Tan Uyen, Bac Tan Uyen, Phu Giao, and Bau Bang in Binh Duong province, with a total investment of over 17,408 billion VND, PPP investment method, and BOT contract type. The province has assigned the Provincial Transportation Works Construction Investment Project Management Authority to perform the task of project investor. Currently, the Department of Transport is evaluating the design documents for staking and site clearance. The project will be carried out in parallel with the process of preparing and appraising construction documents to ensure the set schedule.
Departments and branches are coordinating to implement the next steps of the project such as Completing site clearance landmarking documents, feasibility study report documents, investor selection, signing BOT contracts, etc. to deploy the construction of the Ho Chi Minh City - Chon Thanh expressway project on September 02, 2024.

Concluding the meeting, the Chairman of the PPC Vo Van Minh assessed that the implementation of key transport projects is being done well by Binh Duong province.
The Chairman of the PPC requested localities to focus on compensation and site clearance. The Provincial Transportation Works Construction Investment Project Management Authority must coordinate with the People's Committee of Thuan An City to determine the implementation volume, and resettlement needs, and handle "bottlenecks" to have construction sites for Ring Road 3 construction packages, especially the Construction package for the section from Binh Chuan to Saigon River.
Thuan An City should accelerate the implementation progress of Binh Duc Resettlement Area and An Thanh Resettlement Area. In May 2024, the city should complete the 1/500 planning project of resettlement areas to ensure the resettlement of the Ring Road 3 project.
For the Ring Road 4 project, departments, and branches must research and discuss with construction units about intersections to effectively exploit the road to serve the province's socio-economic development. Departments, branches, and localities should continue to coordinate in selecting price consultants. Each locality has to monitor each component project's progress closely. They should complete the Ring Road 4 feasibility study report in May 2024. At the same time, they have to urgently complete and approve the feasibility study report of the Ho Chi Minh City - Chon Thanh Expressway Project.
