The meeting was conducted live and online from the bridgehead of the Government Headquarters to 46 provinces and centrally run cities with key national transport works and projects.
The meeting was attended by Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee, and leaders of ministries, branches, representatives of project management boards, State economic corporations, investors, consulting units, and construction contractors.

Currently, the whole country has 34 large projects, 86 important key national component transport projects in 46 provinces and centrally run cities, including 05 railway projects, and 02 airport projects. The remaining are road projects, mainly highways and ring roads in Ha Noi and Ho Chi Minh City.
In the spirit of "discussing action, not discussing backward", at the meeting, ministries, branches, and localities reported and discussed implementation results; shortcomings, limitations, difficulties, and problems; and proposed solutions to promote project implementation in the coming time.
Which focuses on investment procedures; the provision and exploitation of common materials to serve projects according to promulgated mechanisms and policies; the decentralization and authorization going hand in hand with resource allocation, improving enforcement capacity, strengthening supervision and inspection, and having tools to intervene, handle and reward promptly; progress of site handover and relocation of technical infrastructure works; changing forest use purposes, etc.
Ring Road 3 section passing through Binh Duong province at the Binh Goi bridge location
Binh Duong is implementing many key national transport projects such as Ring Road 3, Ring Road 4, Ho Chi Minh City - Chon Thanh Expressway, etc. In particular, the Ho Chi Minh City's Ring Road 3 project, a section passing through Binh Duong province, is being urgently carried out for site clearance and construction. The project has a total investment capital of 19,280 billion VND. The total land area of the project is about 129 hectares. Up to now, 113 hectares have been recovered, reaching 88%. Construction and installation disbursed nearly 778 billion VND.
Binh Duong provincial leaders survey and urge the Ring Road 3 project schedule
Through field surveys and inspections, on March 12, Provincial Party Secretary Nguyen Van Loi and Chairman of the PPC Vo Van Minh chaired a meeting to listen to proposals from contractors constructing the Ring Road 3 project to promptly remove problems and promote project progress. Provincial leaders require branches, levels, and construction units to strive to complete the project 3 months ahead of the schedule assigned by the Prime Minister (June 2026).
The PPC also issued a plan to implement the Ring Road 4 project and urged units to closely follow the schedule as planned. Regarding the Ho Chi Minh City - Chon Thanh expressway project, the province is completing the project feasibility study report.

Concluding the meeting, Prime Minister Pham Minh Chinh stated that, after 09 meetings of the Steering Committee, ministries, branches and localities, investors, consulting contractors, construction contractors, and people in places where the project is located have been proactive and well-coordinated in implementing the proposed solutions and tasks with the spirit of "just discussing action, not discussing backward". Investors, contractors, and workers continue to make efforts to organize construction with the determination to "overcome the sun and win the rain", "eat and sleep quickly", construct with "3 shifts, 4 crews", and "work through Tet and holidays" to speed up construction progress, achieving very encouraging results with the spirit of joining hands to build a modern and synchronous transport infrastructure system.

First of all, implementing the goals set out in the Resolution of the 13th Congress, the people are happy and excited, contributing to the disbursement of public investment capital, promoting economic growth in current conditions, opening up new development space for localities with projects and the whole country along the North-South and East-West axis" - the Prime Minister emphasized.
The Prime Minister requested that ministries, localities, and related entities strive to achieve "6 plus points": Promoting more responsibility in performing public duties; ensuring faster and more timely construction progress; The better quality of projects and works; Techniques, fine arts, and technology must be better and more appropriate; Localities must handle issues related to site clearance, raw materials, logistics roads, technical works, etc. for projects faster and more effectively; doing a better job of handling the environment, stabilizing life, and ensuring social security for people affected by projects.
