According to assessments, in the context of the world economy, there are still many uncertainties, with direct negative impacts on global growth, many enterprises have to stop operating, dissolve, and go bankrupt, affecting economic development, employment, and income of workers, but with the focused leadership and drastic direction of the Provincial Standing Party Committee, the direction and administration of the PPC, and the efforts of all levels and branches, enterprises and people of all walks of life have achieved the highest level of tasks set out in the quarter. In particular, having focused on directing and preparing good conditions to serve the people to celebrate a joyful, healthy, safe, and economical Tet with the spirit of "not leaving anyone without Tet".
Under the direction of the PPC Chairman Vo Van Minh, delegates discussed specific results in each department, branch, locality, and directions and solutions to deploy tasks in the coming time.
Providing information about the progress of Binh Duong Provincial Planning for the 2021-2030 period, with a vision to 2050, Mr. Lai Xuan Dat - Deputy Director of the Department of Planning and Investment said that the Provincial Planning has nearly reached the end of the journey. On March 11, 2024, the Central Appraisal Council highly appreciated the Provincial Planning and unanimously approved the Provincial Planning documents with corrections, supplements, and completion. In general, the Council assessed that Provincial Planning basically meets the requirements according to the provisions of the law on planning and the law on environmental protection.

According to leaders of the Department of Planning and Investment, relevant agencies and units will continue to carry out the work that needs to be done in the coming time for the Prime Minister to approve the Planning. It is expected to complete the work in June 2024 and organize the announcement of the Planning.
Determining the disbursement of public investment capital is one of the key political tasks in 2024. Right from the beginning of the year, all levels and branches have participated fiercely, implementing many solutions to promote capital disbursement. Notably, in the first quarter of 2024, the Provincial Party Committee and People's Committee organized 02 large conferences on public investment to promote the implementation of projects in the province.
The province's total public investment capital in 2024 is 22,000 billion VND, of which the additional capital mobilized by the province increased compared to the amount of capital assigned by the Central Government of 8,071 billion VND. Disbursement in the first quarter of 2024 is 1,542 billion VND, reaching 7% of the province's capital plan assigned (the same period reached 5%) and 11.1% of the Central Government's capital plan assigned.
Regarding the implementation of site clearance for key projects in the area, Mr. Nguyen Thanh Tam - Chairman of Thuan An City People's Committee said that the city is focusing aggressively on site clearance for construction projects: Ring Road No.3, upgrading and expanding National Highway 13. It is expected that in mid-May 2024, the power grid will be relocated on National Highway 13; At the end of May, site clearance for the section from Ong Bo bridge to Vinh Phu will be completed. There are still some problems with compensation for some enterprises and the implementation of the An Thanh Resettlement Area. To speed up the disbursement of public investment capital and soon complete the assigned capital plan, Mr. Lai Xuan Dat - Deputy Director of the Department of Planning and Investment said that the province will continue to synchronously and drastically implement the solutions to ensure capital for investment in 2024 and 2025. Timely supplementing capital from the Project on exploiting the land fund, creating revenue from land to serve the province's socio-economic development in the 2024-2025 period, and orientation to 2030 to balance and arrange for key projects. Implementing reductions in regular expenditure estimates for investment, initially cutting 5% of expenditure estimates for 2024 at the request of the Prime Minister.
At the same time, continue to review, reduce, and postpone the progress of non-urgent projects to transfer capital to key projects. Preparing all the best conditions in terms of procedures, premises, materials, labor, etc. to improve readiness and feasibility to implement the project as soon as possible, not to delay it at the end of the year.

Create breakthroughs in policy institutions, infrastructure, and human resources
According to assessments, in 2024, the world and regional situation is forecast to remain complicated and unpredictable. Therefore, it is required that all levels and branches must focus on directing and urging the organization to well implement the Resolution of the 13th Party Congress, resolutions, conclusions, and directives of the Central Committee and the Provincial Party Committee to complete the targets and tasks in 2024, towards the 12th Provincial Party Congress.
Speaking at the conference, Provincial Party Secretary Nguyen Van Loi emphasized key tasks in the coming time. The Secretary requested branches and levels to continue focusing on implementing 3 strategic breakthroughs in socio-economic development.
Firstly, institutions and policies, especially groups of policies affecting the economy such as policies to relocate production and business establishments and enterprises from the South to industrial zones and clusters in northern localities, building criteria for developing ecological and high-tech industries.
Second, infrastructure, promoting the improvement of inter-regional and intra-regional transport infrastructure and education, health care, science, and technology infrastructure.
Third, human resources: Having policies to attract human resources; socializing; Strengthening cooperation of triple helix model in human resource training. The Secretary requested that these three breakthroughs be implemented drastically, with real changes in the second quarter and the following months of 2024.
The PPC and the Department of Planning and Investment received opinions from the Central Appraisal Council and quickly completed the Provincial Planning for the 2021-2030 period, with a vision to 2050, and submitted it to the Prime Minister for approval.

The Index of industrial production is estimated to increase by 3.87% over the same period in 2023 (the first quarter of 2023 increased by 3.27%). Total retail sales of goods and service revenue are estimated to reach 81,177 billion VND, an increase of 12.52% over the same period in 2023 (the first quarter of 2023 increased by 11.5%).
Import and export activities of goods showed positive signs, new orders increased in the wood processing, machinery and equipment, footwear, and textile industries. Export turnover reached 7 billion 994 million USD, an increase of 16.2% over the same period (the first quarter of 2023 decreased by 23.0%). Import turnover reached 5 billion 404 million USD, an increase of 6.3% over the same period (in the first quarter of 2023, decreased by 14.3%).
The estimated budget revenue is 18,825 billion VND, reaching 29% of the estimate assigned by the Prime Minister and 26% of the estimate of the Provincial People's Council, equal to 99% of the same period.
Attracting 158.3 million USD of foreign investment capital in the fields of processing industry, manufacturing, real estate business, and construction, equal to 36% over the same period and 14,063 billion VND of registered domestic business capital (up 30.4% over the same period). Accumulated to date, the whole province has 67,299 domestically invested enterprises with a total capital of 741,000 billion VND and 4,255 projects with a total capital of 40 billion 541 million USD.
Total social development investment capital is estimated at 31,426 billion VND, up 5.9% over the same period (in the first quarter of 2023, increased by 7.1%).
Political security is maintained, and social order and safety are stable. Completing the work of handing over troops in 2024, ensuring the quantity and quality assigned.
The Provincial Standing Party Committee has focused on directing and strengthening the staff; reviewing, adjusting, and supplementing planning for key leadership positions of the province in the current and upcoming tenure.
