The meeting focused on assessing the socio-economic development, defense, and security situation in the first quarter of 2024. Accordingly, right from the beginning of the year, the PPC has drastically directed the effective implementation of the 2024 socio-economic development plan. Most economic indicators have been growing and investment capital for the development of the whole society has increased quite well.
Industrial production activities have flourished, enterprises can proactively source raw materials, sign many orders, and boost production. The index of industrial production in the first quarter of 2024 is estimated to increase by 3.87% compared to the same period in 2023 (it increased by 3.27% in the first quarter of 2023). The province is urgently completing legal procedures to promptly progress investment in industrial parks: phase 2 of VSIP III, expanded Rach Bap, Tan Binh, and expanded Dat Cuoc. At the same time, it has researched investing in a specialized mechanical industrial park (about 800 hectares), which will attract the automotive mechanical industry and create a premise for developing high-tech industry, automation, Science and Technology Industrial Park, etc.
Overview of the Meeting
Commercial activities are stable, and goods for Tet are diverse and abundant, meeting the people's consumption needs. Total retail sales of goods and service revenue are estimated to reach 81,177 billion VND, an increase of 12.5% over the same period in 2023 (it increased by 11.5% in the first quarter of 2023). The average consumer price index increased by 2.53% over the same period.
Import and export activities of goods have shown positive signs. There is an increase in the number of new orders in the wood processing, machinery and equipment, footwear, textile and garment industries, etc. Specifically, export turnover reached 7 billion 994 million USD, an increase of 16.2% over the same period (it decreased by 23.0% in the first quarter of 2023). Import turnover reached 5 billion 404 million USD, an increase of 6.3% over the same period in 2023 (it decreased by 14.3% in the first quarter of 2023).
Total investment capital for the development of the entire society is estimated to be 31,426 billion VND, an increase of 5.9% over the same period in 2023 (it increased by 7.1% in the first quarter of 2023).
The total disbursement value of the public investment plan in 2024 is 1,471 billion VND, reaching 6.7% of the plan assigned by the Provincial People's Council (the same period reached 2.9%) and reaching 10.6% of the plan assigned by the Prime Minister.
By March 15, 2024, the province attracted 14,063 billion VND of domestic business registration capital (up 30.4% over the same period). Accumulated up to now, the whole province currently has 67,299 enterprises with a total investment capital of 741,000 billion VND. Foreign investment attracted 158.3 million USD (equivalent to 36% over the same period), including 31 new projects (123.2 million USD, an increase of 3.8 times over the same period); accumulated to date, the whole province has 4,255 projects with a total investment capital of 40 billion 541 million USD.
Socio-cultural fields are paid attention to. Binh Duong has effectively deployed administrative reform, digital transformation, Project 06, and smart cities. People and enterprises gradually access and use full online public services. The province has well completed the handover of troops.

Speaking to conclude the meeting, the Chairman of the PPC Vo Van Minh acknowledged the efforts of departments and localities in implementing the 2024 socio-economic development plan right from the first months of the year. The Chairman of the PPC noted that relevant branches should focus and urge the early completion of important content to create a basis for implementing socio-economic development such as 5-year land use plan (2021 - 2025); a Project to develop land funds, create revenue from land to serve socio-economic development; Project for developing social housing and worker housing for the 2021-2025 period, orientation to 2030 and Provincial housing development plan for the 2021-2025 period (adjusted); Provincial planning, etc.
It is necessary to promote the disbursement of public investment capital as committed, for each key project, a specific progress plan must be made to closely follow each milestone. He requested departments to remove difficulties for enterprises, turn dialogue to remove difficulties for enterprises into a regular event, and guide qualified enterprises to operate the petroleum business to ensure a stable supply of petroleum to the market.
