The Provincial Innovation Index (PII) includes 52 indicators. The Index aims to provide a set of tools with a scientific and practical basis for leaders at all levels to make decisions, develop and implement policies, as well as provide useful reference information about the investment environment and resource conditions for local production and business activities.
PII is built closely to the structure of the Global Innovation Index (GII) published annually by the World Intellectual Property Organization (WIPO) and used by the Government in management and administration since 2017. The data are collected from statistical reports and official management reports of central and local agencies; data from other indexes (Administrative reform; Provincial competitiveness; Digital transformation; Provincial governance and public administration performance).

According to analysis and evaluation results (after being evaluated by independent international experts), Binh Duong achieved 48.64 points, ranked 8th out of 63 provinces and cities. Ha Noi is the locality with the highest score, reaching 62.86 points, and Cao Bang is the locality with the lowest score, reaching 22.18 points. Among the top 10 localities, there are 5 centrally run cities: Ha Noi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, and 5 localities with developed industries: Bac Ninh, Ba Ria-Vung Tau, Binh Duong, Quang Ninh and Thai Nguyen.
Binh Duong is highly rated in the following pillars: Infrastructure (Binh Duong is in the group of 3 leading localities including Quang Ninh, Da Nang and Binh Duong); Enterprise development level (Binh Duong is in the group of 03 leading localities including Long An, Bac Ninh and Binh Duong); Infrastructure (Binh Duong ranked third after Quang Ninh and Da Nang); Market development level (Binh Duong ranked fourth after Ha Noi, Ho Chi Minh City, Da Nang, Ba Ria - Vung Tau); Enterprise development level (Binh Duong ranked third after Long An and Bac Ninh).
Direct comparison between localities is only relative and is not the main purpose of the Index, because each locality has different conditions, characteristics, and development orientations. The PII only provides the scientific basis and evidence of strengths, weaknesses, potential factors, and necessary conditions for socio-economic development based on science, technology, and innovation of each locality.
