BECAMEX IDC and related units have completed the project feasibility study report and submitted it to the competent authority for approval of component project 2 Investment in the construction of Ring Road 4 Ho Chi Minh City, the section from Thu Bien bridge to Saigon River (phase 1) according to the provisions of the Law on Investment in the form of public-private partnership (PPP).

At the same time, they have also approved component projects in February and March 2024; site clearance, handover of at least 50% in the second quarter of 2024, 70% of the site in the third quarter of 2024, and completed all site clearance work in 2024; implement the project, striving to start the project in the early third quarter of 2024; focus on basic construction completed in 2026 and put into operation from the fourth quarter of 2026.

The plan and progress of Component Project 1: The investor proposes to organize the preparation of site clearance boundary design documents on the construction scope of Component Project 2 and submit them to the Department of Transport for appraisal and submission to the PPC for approval.

The Transportation Works Construction Investment Project Management Authority would follow the approved site clearance design dossier (demarcation design) and site clearance milestones of component projects in each phase (depending on the technical complexity of each route section) to carry out compensation, support, and resettlement work at the project preparation stage and prepare a feasibility study report for Project Component 1 according to regulations.

Based on the approved site clearance design dossier (demarcation design), localities would determine resettlement needs, review land funds and resettlement house funds to determine resettlement location and form; and prepare and submit for appraisal and approval of feasibility study report. The Transportation Works Construction Investment Project Management Authority would build a detailed implementation plan for component project 1, site clearance of Ring Road 4 Ho Chi Minh City, the section from Thu Bien Bridge to Saigon River, ensuring the overall progress of the entire project according to approved policies. The Authority would strive to start paying compensation and site clearance in the second quarter of 2024.

The plan and progress of Component Project 2: Prepare, submit for appraisal and approval of feasibility and organization study report, and attract interest; select investors according to the PPP method. The construction commencement is expected on July 10, 2024; and the construction implementation is organized from the third quarter of 2024 - the fourth quarter of 2026.

The construction process focuses on directing and urging contractors and investors to speed up construction progress and coordinate closely to remove difficulties and obstacles during the construction process to ensure basic completion of the Project in November 2026 and put into use from December 2026.
