Reporting to the provincial leaders, Mr. Nguyen Thanh Tam - Deputy Secretary of the City Party Committee, Chairman of the Thuan An City People's Committee said that right from the first days of 2024, the Executive Committee of the Party Committee of Thuan An City has directed and implemented timely and effective implementation in all sectors and fields; focused on implementing solutions to ensure socio-economic development right from the beginning of the year according to the proposed Resolution. They well-organized activities to celebrate the New Year 2024, the 94th founding anniversary of the Communist Party of Vietnam, the Lunar New Year of the Dragon in 2024, and Tet care activities for people from all walks of life.
In the first 2 months of the year, the city's budget revenue was nearly 1,700 billion VND, reaching 20.98% of the provincial estimate and Resolution approved by the People's Council. They have implemented disbursement of public investment capital until February 27, 2024, reaching 1.41% of the plan.
In addition, the city also focuses on taking care of people with meritorious services, policy beneficiaries, and social protection beneficiaries on the occasion of the Lunar New Year of the Dragon with a total budget of more than 23 billion VND.
Overview of the meeting
Regarding administrative reform and digital transformation, the total number of administrative procedure files received during the reporting period at the Public Administration Center is 1,485 dossiers (online: 1,304 dossiers, reaching 87.81%; in person: 180 dossiers, reaching 12.19%). Regarding the implementation of the administrative reform according to the Set of Indicators 766, Thuan An City currently scores 89.57 points, ranking 2nd in the province. The City People's Committee continues to make efforts to implement solutions to maintain the ranking in the coming time.
The city has issued 13,133 personal digital signatures and 8,862 digital signatures for enterprises to carry out administrative procedures and electronic transactions. To date, 6/10 localities have organized efforts to implement non-cash payments (including Lai Thieu, An Phu, An Thanh, Binh Nham, Binh Chuan, and Binh Hoa wards). The Project to deploy the City Intelligent Operation Center is under construction to be submitted for approval.
Thuan An has completed the plan to select and call citizens to join the army in 2024 with 249/249 troops assigned (200 Military service, 49 Police service). Establishing 12 new teams of self-managed shock workers for security and order at enterprises, bringing the current total number of self-managed shock workers for security and order to 278 teams.

Do good site clearance - a key step in completing the project on schedule
Thuan An is a locality with many key traffic projects being implemented such as Ring Road No.3; BOT upgrading and expanding National Highway 13; renovating and upgrading roads along the Saigon River, etc. In particular, compensation, site clearance, and land recovery are important and key stages in the process of implementing projects. At the meeting, leaders of departments, branches, and Thuan An City raised several difficulties and obstacles that need coordination to remove and resolve the compensation and site clearance work, ensuring the progress of key projects in the area.
Mr. Tran Hung Viet – Director of the Transportation Works Construction Investment Project Management Authority said that currently the progress of the Ring Road No.3 project is being implemented quite well. However, in Thuan An City, there are still some households that have not handed over the premises at the Binh Chuan intersection. Therefore, it is recommended that the People's Committee of Thuan An City continue to direct 100% completion of site work in the second quarter of 2024 and relocate technical infrastructure to serve construction.
Ring Road No.3 project at Binh Goi Bridge location (Thuan An City)
Speaking at the meeting, Mr. Nguyen Thanh Tam - Chairman of Thuan An City People's Committee said that currently, Thuan An City is approving payments for the remaining cases of the Ring Road No.3 project, paying and mobilizing for handing over the entire project site. "The An Thanh Resettlement Area construction project aims to meet the resettlement needs of the Ring Road No.3 project as well as key projects in Thuan An City. Therefore, to speed up the progress of handing over the site, it is recommended that the PPC allow support for temporary residence costs for households while waiting for infrastructure completion and resettlement arrangements for households wishing to resettle on-site" – Chairman of Thuan An City People's Committee shared.
For the BOT project to upgrade and expand National Highway 13, leaders of Thuan An City proposed to the PPC and the Department of Planning and Investment to guide on on adjusting and supplementing the process and scope of land recovery to carry out site clearance, ensuring stability of production and business activities and people's lives.
Thuan An City also proposed the Department of Industry and Trade work with the Southern Power Company on relocating the power grid for land clearance compensation projects on National Highway 13, thereby, having a strict legal basis for the City People's Committee to approve and conduct bidding to construct the power grid relocation package in the first quarter of 2024.

At the meeting, departments and Thuan An City also discussed several issues to resolve problems related to extending the land use period of enterprises; building the Central Political-Administrative Center of Thuan An City; and Project to renovate and upgrade the road along the Saigon River (section from Binh Nham canal to An Son port and section from Gia Long street to Vinh Phu 40 street), etc.
Speaking at the meeting, Mr. Nguyen Van Loi praised the results that the Party Committee, government, and people of Thuan An City have strived to achieve in 2023 and the first 2 months of 2024. Among them, outstanding work is budget collection, disbursement of public investment capital, administrative reform, taking care of Tet for the people, organizing military troop assignments, developing party members and supplementing, planning officials, strongly directing the activities of the Fatherland Front and mass organizations to the grassroots, etc.
The Provincial Party Secretary emphasized that 2024 is forecast to be very difficult, so the city needs to continue making more efforts to overcome difficulties and complete assigned tasks.

Regarding some key tasks, Mr. Nguyen Van Loi requested Thuan An City to be more drastic in compensation and site clearance for projects upgrading and expanding National Highway 13, Ring Road No.3, and several public investment projects in the area. Project management boards must appoint focal points to coordinate with localities, construction units must closely follow, and if any difficulties or problems arise, they must promptly report and propose recommendations to resolve them. Departments, branches, and localities must work together to discuss solutions together to overcome difficulties, without shifting responsibilities; promote authorization and decentralization, etc.
At the same time, it is necessary to organize well the resettlement of households with complete land clearance when implementing projects with the motto of ensuring people's lives are equal to or better than their old places of residence, and properly and fully implement policies to support people's lives and livelihoods.
Provincial Party Secretary Nguyen Van Loi requested the city to coordinate with functional branches to continue to remove difficulties and create favorable conditions for enterprises' production and people's lives, contributing to promoting socio-economic development.
