Accordingly, in 2024, implementing the theme "Digital economic development with 04 pillars: information and technology industry, digitalization of economic sectors, digital administration, digital databases – An important driving force for fast and sustainable socio-economic development" of the National Committee on Digital Transformation, Binh Duong province focuses on improving the quality of digital transformation in areas serving people and enterprises.

Implementing digital transformation in a direction that brings real, sustainable results, prioritizing resources to achieve important targets under national programs and strategies on developing digital government, digital economy, and digital society, Resolution of the Provincial Party Committee and Plan of the PPC on digital transformation for the 2021 – 2025 period, orientation to 2030. The digital transformation plan must have clear people, clear tasks, clear time, and clear responsibilities associated with appropriate resource allocation; objectives, targets, and tasks must be quantifiable, easy to implement, easy to evaluate, easy to check and monitor; strengthen rules, discipline, inspection, urging, and strict criticism of individuals and units that are slow and do not follow the plan.

At the same time, building and perfecting digital infrastructure, digital platforms, software, and information technology applications to create, develop, connect, and share digital data to create a premise for developing digital government, digital economy, and digital society based on the results of Project 06, associated with administrative reform and smart city development to improve the effectiveness and efficiency of government operations and service quality for people and enterprises; striving to bring Binh Duong into the TOP 10 provinces and cities in terms of digital transformation index.

Specifically, for the development of digital government, enhancing digital transformation and applying information technology within state agencies to ensure 100% of qualified administrative documents and work documents are processed online; digitization, interconnection of the entire database process, professional software to support processing of the entire process on the network environment, civil servants and public employees working entirely online through national and local digital platforms; promoting digital transformation to serve people and enterprises by reviewing and cutting down the process of providing over 80% of eligible online public services, including 65% providing full online public services; 100% of people and enterprises using online public services are identified and authenticated seamlessly and unified across all systems of government levels from province to locality; 100% of administrative procedures qualified by law are provided in the form of full online public services; over 50% of people and enterprises perform online public services remotely from home without having to go to State agencies; 100% issue results of electronic administrative procedures, etc.

For digital data development, striving to have 100% of the province's State agencies participate in open data and provide open data to serve the development of digital government, digital economy, and digital society; 100% of departments, committees, branches, and localities issue a list of databases under their management and have specific plans and roadmaps to build and deploy the databases in the list; 100% of departments, committees branches and localities issue open data plans, including open data lists, open data publication plans of State agencies under their management scope and the minimum level required to be achieved in each stage of the plan; forming a shared data warehouse connected to the national database and providing open data of provincial State agencies to serve the development of digital government, serving the development of Digital Government, serving the people and socio-economic development, etc.
