Overview of the meeting
As reported by Binh Duong province, as of December 31, 2023, compared to the same period in December 2022, the whole province had 1,061,394 people participating in compulsory SI, an increase of 2.1%; 18,066 people participating in voluntary SI, an increase of 66.58%; 1,042,627 people participating in UI, an increase of 2.18%; 2,550,880 people participating in HI, an increase of 4.17%, the coverage rate reached 92.09%, exceeding 0.9% compared to the target assigned by the Prime Minister; 432,049/437,614 students participating in HI, reaching a rate of 98.73% of the total number of students must participate in HI.
Total revenue as of December 31, 2023, is 26,757.6 billion VND, reaching 100.08% of the yearly plan assigned by Viet Nam SI, an increase of 3.79% (976 billion VND) compared to 2022.
During the year, about 1,307,213 turns of people received SI and UI benefits promptly and according to regulations. Paying HI medical examination and treatment costs for 4,985,905 people, with a total cost of 1,970.12 billion VND, an increase of 12% in number of turns and 17% increase in costs compared to 2022; the estimated utilization rate of HI medical examination and treatment expenditure in 2023 is 105.9% (1,970.12 billion VND/1,860.43 billion VND).
In addition, the provincial SI branch has coordinated with relevant branches to advise the PPC and Provincial People's Council to promulgate policies to support voluntary SI and HI payments for farmers, the poor, near-poor, ethnic minorities, and socially disadvantaged groups in the province for the 2023-2025 period.
At the conference, districts, towns, and cities contributed many ideas to improve the effectiveness of implementing SI, HI, and UI policies in the province. In particular, clearly stating and analyzing the limitations and difficulties in the implementation process, as well as recommending and proposing appropriate and effective solutions.

Vice Chairman of the PPC Nguyen Loc Ha said that in the past time, Binh Duong has always paid special attention and taken care of the welfare of people in the area. Since the COVID-19 pandemic, especially in 2023, enterprises have encountered difficulties in production and business, leading to population fluctuations, significantly affecting the good implementation of the targets set out when mobilizing people to participate in various types of insurance. In the near future, the province will direct the organization to review the population; in particular, each locality must better organize collection services so as not to affect the interests of insurance participants.

Speaking at the meeting, Mr. Tran Dinh Lieu - Deputy General Director of Viet Nam SI highly appreciated the results that Binh Duong Provincial SI has achieved over the past years. However, to achieve better results, with the universal HI coverage rate reaching 100% in the coming time, the province needs to set development targets for each level, assign tasks to each member, and further improve the operating apparatus at all levels.

He noted to districts, towns, and cities: "Any stage that is difficult to operate must be promptly proposed to the province to thoroughly resolve and avoid congestion. In addition, it is necessary to ensure absolute benefits for insurance participants, not to lack medicine or medical supplies in medical examination and treatment for people, and not to let people feel frustrated. Along with that, actively calling for all resources to join hands to contribute and support insurance for the poor and those in particularly difficult circumstances."
