Overview of the meeting
The meeting reviewed and commented on the following contents: Report on the socio-economic situation, defense and security in February 2024 in Binh Duong province; list of public service units converted into joint stock companies in the province; extra-budgetary additions in 2024 to the Department of Justice and Department of Construction; policy to continue using salary reform resources assigned in 2024 to implement increased salaries; adjusting the content in Decision No. 3784/QD-UBND dated December 29, 2022 on reorganizing the Enterprise Support Center into the Provincial Investment Promotion and Enterprise Support Center; locally adjusting the general planning of Thu Dau Mot city (at the old City Party Committee - People's Committee area of Thu Dau Mot city); authorizing the district People's Committee to decide on the policy of recovering the remaining area that is not eligible for continued use in special cases specified in Decision No. 10/2023/QD-UBND dated April 13, 2023 of the PPC; proposing to adjust the time to approve the Resolution to adjust and supplement Resolution No. 20/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council on the Price List of land types for the 2020-2024 period in the province; reporting on implementing documents of the PPC related to mineral management and exploitation.
At the same time, the meeting approved draft Decisions on Authorization to approve employment positions, approval to adjust employment positions and structure of public employees according to professional titles for public service units in the field of Education - Training and Health sector; approved job positions, and approving adjustments to job positions of officials, civil servants, support and service contracts for communes in the province; assigned to adjust the number of contracts to perform support and service work according to Decree No. 111/2022/ND-CP in 2024 in Decision No. 3734/QD-UBND dated December 29, 2023, of the PPC; adjusting and supplementing civil servant payrolls and the number of people working in public service units in 2024 in Decision No. 3735/QD-UBND dated December 29, 2023, of the PPC; draft Plan for organizing the Horasis China Meeting 2024.
Some contents were also considered: the policy of adjusting the operating term of some projects in Dong An 1 Industrial Park (phase 2); the investment policy of Bac An Tay Urban Area Project; and adjusting the investment policy of An Son Inland Waterway Port Warehouse Project. The policy and supplementing funding for the preparation of the General Construction Planning (scale 1/5000) of the Mechanical Industrial Park (Bac Tan Uyen 1 Industrial Park) was approved. The investment policy for the project to expand the monitoring system, database sharing, and environmental management to serve the smart city development in the province was adjusted.
Leaders of departments and branches comment at the meeting
According to the report, in February 2024, the PPC directed the drastic implementation of the 2024 socio-economic development plan, Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP dated January 05, 2024, of the Government; ensuring social security, taking good care of and serving the people to celebrate Tet joyfully, safely, economically and civilized.
The Index of Industrial Production (IIP) in February 2024 is estimated to decrease by 23.99% compared to the previous month; accumulated for 2 months, IIP increased by 3.33% over the same period since it coincided with the Lunar New Year holiday.
Total retail sales of goods and consumer service revenue achieved high growth, estimated at 28,469 billion VND, up 1% over the previous month; accumulated 02 months reached 56,654 billion VND, up 15.7% over the same period. The average consumer price index in February increased by 0.72% compared to the previous month; accumulated 2 months increased by 2.48% over the same period.
Export turnover is estimated at 2 billion 284 million USD, down 25.2% compared to the previous month; accumulated 2 months reached 5 billion 341 million USD, up 28.1% over the same period; some export products increased such as wood, textiles, leather shoes, and coffee. Import turnover is estimated at 1 billion 516 million USD, down 25.3% over the previous month; accumulated 02 months reached 3 billion 547 million USD, up 13.1% over the same period; some imported products increased, such as plastic materials, fabrics, wood, iron, and steel.
By February 29, 2024, domestic investment attracted 5,395 billion VND of registered business capital; accumulated in the first 2 months of the year, attracted 11,904 billion VND of registered business capital (up 47.5% over the same period). Foreign investment attracted 60.7 million USD (reaching 18% over the same period); accumulated 2 months attracted 144 million USD (reaching 42% over the same period).
The total disbursement value of public investment capital is 1,146 billion VND, reaching 5.2% of the plan assigned by the Provincial People's Council (the same period reached 2.9% of the plan) and reaching 8.2% of the plan assigned by the Prime Minister.
Ensuring the progress of key works and projects in the province
New budget revenue is estimated at 3,860 billion VND; accumulated revenue in 2 months is estimated to reach 13,170 billion VND, up 14% over the same period, reaching 18% of the Provincial People's Council's estimate.
The province has promptly deployed Tet support for policy beneficiaries, workers, officials, civil servants, public employees, and armed forces, with a total expenditure from the State budget of 276.7 billion VND and extra-budget mobilization sources of more than 400 billion VND. After the Tet holiday, the situation of enterprises operating and workers returning to work is basically stable (over 94%).
The political security situation, social order, and safety are guaranteed safe before, during, and after Tet.
Chairman of the PPC Vo Van Minh concludes the meeting
Concluding the meeting, Chairman of the PPC Vo Van Minh requested departments, committees, branches, and localities to continue to review and overcome existing limitations, determine and act drastically right from the first month and first quarter of the year, striving for better results in 2024 than in 2023. In particular, it is necessary to pay attention to planning and speed up key projects. For the remaining contents, based on comments at the meeting, the Chairman of the PPC basically agreed and requested departments and branches to urgently complete the contents to submit to the PPC for promulgation.
