At the meeting, leaders of the Departments and Branches reported on the process of the key projects: Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, upgrading and expanding National Highway 13, Ring Road 3 and My Phuoc - Tan Van Road.
According to the report, until February 2024, the BOT upgraded and expanded the National Highway 13 projects has constructed 13 kilometers of sewers and drainage ditches from Tu Do Street to Le Hong Phong Street. 120m of the drainage ditch on the left side of the line in front of Thuan An Lotte supermarket (Lai Thieu ward) from Ong Bo Bridge to Huu Nghi intersection has been constructed. 40-meter-long box culvert connected to the Binh Hoa canal outlet has also been completely constructed. Regarding the site clearance progress from Tu Do intersection to Le Hong Phong crossroads (4,9 kilometers), 100% of the section through Thu Dau Mot City, about 750 km long, has been handed over; 84% (103/123 households and organizations) of the section through Thuan An City, about 4,5 kilometers long has been handed over. Moreover, 56% (55/99 households, and organizations) of the section from Ong Bo Bridge to Huu Nghi intersection (2,9 kilometers) has been handed over. 26% (82/313 households and organizations) of the section from Vinh Phu welcome gate to Ong Bo Bridge (4,9 kilometers) has been handed over. It was expected that the site clearance work of the project would be complete in the first quarter of 2024. Regarding the relocation of the electricity network, the progress of investor selection is currently being implemented. The relocation is expected to be completed in the first quarter of 2024 and have 100% site handover in the second quarter of 2024. It is expected that the project will be completed in 2024.

The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway project had the investment policy approved by the PPC on December 12, 2023, according to the public-private partnership (PPP) method with a total investment of about 17.408 billion VND. At the same time, the PPC approved the Resolution committing local budget capital, adjusting, and supplementing the project investment policy on January 31st, 2024. It assigned the Transportation Works Construction Investment Project Management Authority to be the investor of Project 1 for site clearance. Regarding the progress, the component projects are expected to be approved in the second quarter of 2024; expected site clearance and handover of at least 50% of the site in the third quarter of 2024, 70% in the second quarter of 2025, and complete all site clearance work in 2025. It is also expected to implement the project and start construction in the third quarter of 2024; the construction needs to be focused on and completed in 2027; and put into operation in the fourth quarter of 2027. The start date for the project is set to be September 2nd, 2024.
The representative of Thuan An City reports on the progress of the implementation of local projects.
The Ho Chi Minh City Ring Road 4 project, the section from Thu Bien Bridge to Sai Gon River (Stage 1) is divided into 2 component projects: No. 1 component project – Site clearance and No. 2 component project – Construction investment in the form of PPP. On November 6th, 2023, The PPC issued Decision No. 2865/QD-UBND to arrange a capital plan for the project of 7.500 billion VND. Currently, the project is being implemented for approval of the installation design document (boundary design) for site clearance to prepare, submit for appraisal, and approval of the project feasibility study report. It is expected the component projects will be approved in March 2024. Regarding the site clearance, it would have a handover of at least 50% of the site in the second quarter of 2024, 70% in the third quarter of 2024 and the entire work would be completed within 2024. The project is going to start in the second quarter of 2024; basic construction will be focused in 2026 and the project will be put into operation in the fourth quarter of 2026.

Speaking at the meeting, Mr. Vo Van Minh - Chairman of the PPC requested departments, branches, and localities to focus on coordinating and implementing steps following the plan and content agreed at the meeting. It is necessary to avoid affecting the overall progress of the entire project based on compliance with legal regulations. For localities that the expressways pass through, it is required to establish a local Project Steering Committee to coordinate in directing and implementing the project.
