At the meeting, opinions on the 2024 Land Use Plans of 09 districts, towns, and cities were given and considered.
The 2024 land use plan of districts, towns, and cities includes land recovery plans and land use change plans. The land recovery plan includes the following indicators: area of all types of land allocated in 2024; land recovery plan; land recovery area in 2024; list of works and land recovery projects in 2024; list of works and land recovery projects to be eliminated in 2024.
The plan to change land use purpose in 2024 includes the area of land use change purpose and a list of works and projects to change land use purpose in 2024.
The locations of land recovery areas and land use change purposes are determined according to the 2024 Land Use Plan Map and General Explanatory Report. Moreover, they must be consistent with the Land Use Planning Map up to 2030.
The PPC approves the 2024 Land Use Plan of 09 districts, towns, and cities
Ms. Nguyen Thi Bich Thuy - Deputy Director of the Department of Natural Resources and Environment said that the total land use area in 2024 in 09 districts, towns, and cities in the province is 5,691 hectares. Of which, 5,612 hectares of agricultural land need to be recovered and more than 79 hectares of non-agricultural land need to be recovered. There are about 405 projects implemented in the form of land acquisition with a total area of 5,691 hectares.
Regarding changing land use purposes, in 2024, there will be about 10,149 hectares of agricultural land converted to non-agricultural land. Those lands are mainly in Tan Uyen city, Ben Cat town, and Bac Tan Uyen district, which will be used for key works and projects such as Ring Road 4, An Tay port, new urban areas, etc. A total of 508 projects includes 4,029 hectares of changed land use purposes and about 1,199 hectares of changed purposes of households and individuals.
After reviewing, the delegates believed that the content of the land use plans was basically complete and appropriate, so they agreed to approve the 2024 Land Use Plans of the 9 districts, towns, and cities above.
Adding 09 Ben Cat urban development areas
Another important content that was also considered and commented on at the Meeting was the Department of Construction's Proposal on considering and adding the List of urban development areas to the Ben Cat urban development program.
Mr. Vo Hoang Ngan - Director of the Department of Construction presents the Proposal for adding the List of urban development areas to the Ben Cat urban development program.
Mr. Vo Hoang Ngan - Director of the Department of Construction said that to ensure uniformity in implementing investment attraction for urban development investment projects in Ben Cat town, the Department of Construction proposed that the PPC add a list of 09 urban development areas (according to the Master Plan of Ben Cat Town Adjustment to 2040) to Decision No. 1553/QD-UBND dated June 15, 2017, of the PPC.
Specifically, 03 urban development areas along Ring Road 4 include An Dien, An Tay (Port - Logistic - Service urban area); Hoa Loi (high-rise mixed-use area); Tan Dinh, Hoa Loi (urban, commercial, service area). In addition, new urban development areas include My Phuoc (high-rise mixed-use residential area), Chanh Phu Hoa (residential area developed according to traffic hubs), and Phu An, An Dien (high-rise mixed-use residential area). Urban renovation areas include My Phuoc (low-rise mixed-use residential area) and Tan Dinh (high-rise mixed-use residential area).
Other contents are still implemented according to the Ben Cat Urban Development Program approved in Decision No. 1553/QD-UBND of the PPC. Ben Cat Town would continue to take the next steps in investment and urban development according to regulations.
Commenting on this content, leaders of the Department of Natural Resources and Environment said that the Provincial Party Committee and People's Committee had directed the planning and proposed urban development areas, industrial parks, services, urban areas, and logistics zones connected to key traffic routes (including Ring Road 4) as a basis for implementing land recovery plans along both sides of the route to create motivation and space for development, promoting the effectiveness of investment in infrastructure connecting regions and areas.
According to the review, among the 09 urban development areas expected to be added to the Ben Cat Urban Development Program, there are 03 urban development areas along Ring Road 4. This is consistent with the province's policy and is also consistent with the plan to exploit the land fund and create revenue from land to serve the socio-economic development of Binh Duong province.
In addition, to meet the need for teaching and learning facilities for elementary school students, the meeting approved the investment policy for the An Son Primary School project in An Dien commune, Ben Cat town with a total investment of more than 127 billion VND. It is expected to be implemented in 2024 and completed in 2027.
Director of the Department of Finance Ha Van Ut presents the content of implementing Resolution No. 18/2023/NQ-HDND of the Provincial People's Council.
Also at the meeting, the leaders of the PPC, departments, and branches discussed and gave opinions on the following contents: Draft to extend the implementation time of Decision No. 38/2022/QD-UBND of the PPC dated December 6, 2022, on promulgating rural clean water prices in 2023 in the province; Official dispatch implementing Resolution No. 18/2023/NQ-HDND of the Provincial People's Council on amending and supplementing a number of articles of regulations on decentralization of authority for public asset management, procurement of goods and services, and repair Public assets of agencies, organizations, and units; Propose the development of a set of indicators to assess competitiveness at department, branch and local levels in the province; Authorizing the assignment of orders or bidding to provide public services using the State budget of public service units under the Department of Information and Communications; Draft Decision of the PPC on abolishing Decision No. 27/2017/QD-UBND on regulations for considering and allowing the use of travel cards of APEC businessmen in Binh Duong province.

Concluding the meeting, the Chairman of the PPC Vo Van Minh agreed with the contents presented in the meeting. For the Land Use Plan of 09 districts, towns, and cities, the District People's Committee is responsible for publicly announcing the Land Use Plan in accordance with the provisions of land law. They need to carry out land recovery, land allocation, land lease, and change of land use purpose following the approved land use plan. At the same time, they must organize regular inspections of the implementation of the Land Use Plan.
For the remaining contents, the Chairman of the PPC requested departments, and branches to receive comments and soon complete the contents to submit to the PPC for promulgation.
