After 2 years of implementing Project 06, Binh Duong has achieved many positive results. By May 22, 2023, the entire province has issued citizen identity cards (ID cards) to 100% of eligible people. It was one of the first 19 localities nationwide to complete the task. By mid-August 2023, the province had also completed the task of activating electronic identity (eID) accounts according to the Government's target of assigning more than 1.2 million accounts. To date, more than 1.6 million eID accounts have been activated, reaching a rate of 133%. The province is currently ranked 5th nationwide. 43,550 digital signatures have been issued in Binh Duong. Regarding serving digital citizen development, to date, more than 250,000 health records have been created.
Overview of the conference.
For 25 essential public services under Project 06, Binh Duong has completed providing 25/25 administrative procedures on the National Public Service Portal. Up to now, the whole province has 100% of health insurance medical examination and treatment facilities that look up health insurance card information using chip-based citizen ID cards; 100% of educational institutions coordinate with banks, credit institutions, and payment intermediaries to collect tuition, enrollment fees, and other revenues using non-cash payment methods.
The province is making non-cash payments to 31,605/45,048 people with meritorious services (reaching 70%); deploying 60% of non-cash payments at Provincial Hospitals, District Medical Centers, and private hospitals in the province. The resulting payment rate reached 40.6%.

The province's Intelligent Operation Center (IOC) system has connected data of ministries and branches (Ministry of Health, Ministry of Finance, and Ministry of Industry and Trade) through the information and operating center of the Government. The system connects data of 18/19 departments, branches, and 4/6 vertical sectors of the province (State Treasury, Department of Statistics, State Bank, Customs Department). It also forms 15 groups of operating indicators with frequencies of days, weeks, and months and 12 groups of statistical indicators with frequencies of months or more.
Regarding digital transformation, Mr. Le Tuan Anh - Director of the Department of Information and Communications said that in 2023, Binh Duong province completed two major tasks assigned by the Central Government: Issued a list of shared databases and a list of data-sharing services of State agencies in the province; and issued the Open Data Directory of Binh Duong province with 206 open data sets, connected to 18/19 databases/National Information Systems shared by the Government, Ministries and branches through the integrated platform axis, sharing national data. The province completed the information system for handling provincial administrative procedures and was ranked 02/63 localities in terms of satisfaction of people and businesses with the quality of online public service provision, ranked 8/63 localities in the results of administrative reform according to the Set of Indicators 766. For 2 consecutive years (2021, 2022), Binh Duong province's Information Technology Application Ranking Index ranked high among 63 provinces and cities.

The are 8,705 digital technology enterprises in Binh Duong. Digital society activities focus on supporting people in digital transformation. Community digital technology groups continue to be consolidated with 586 groups and 3,400 members. Information and communication infrastructure continues to be invested and developed synchronously, meeting the socio-economic development needs of the province. Mobile information waves have covered 100% of the area; 3G and 4G mobile information infrastructure has covered urban areas and industrial parks, with nearly 3,666 mobile transceiver stations, meeting the need for service provision with increasingly high quality.
Technical infrastructure serving IT applications and digital transformation at administrative agencies at all levels is invested in and upgraded synchronously, meeting the requirements of ensuring information security, ensuring technical conditions, and providing applications to serve people and businesses...
Effective typical models
At the conference, departments, branches, and localities shared experiences, good practices, and typical models in the process of implementing Project 06 and the digital transformation task, bringing practical utilities to people and businesses, creating a premise for Binh Duong to aim to build e-Government, digital government, and digital society.
The model "Pilot implementation of traffic penalty solutions and social order and safety in Thu Dau Mot City" was implemented in a short period but has brought positive results. According to Colonel Tu Hai Tho - Deputy Director of Thu Dau Mot City Public Security, the model deployed from December 1, 2023, to January 21, 2024, has detected and sent penalty notices to 239 cases with a fine of over 570 million VND. Since implementing the model, people's awareness of obeying the law when commuting has increased, they follow the signal lights well, go in the right lane, at the right speed, and avoid accidents and traffic jams.

In the coming time, Thu Dau Mot City will continue to allocate funds to purchase and repair technical and professional vehicles and equipment to serve model number 13, regularly check the road transportation signaling system, and promptly supplement and install appropriate traffic signs, ensuring safe circulation for people and vehicles. In particular, focus on the Pham Ngoc Thach route and the road leading to the center of the New City (Hung Vuong Street), regularly check the infrastructure of the model route to promptly fix and repair to avoid serious damage. Continue to maintain operations and develop the model of routes and black spots with potential traffic accidents in Thu Dau Mot City.
The Community Digital Technology Group model was established in localities to bring digital platforms, digital technology, and digital skills to people. This is considered the most effective way to raise awareness of digital transformation in citizens. Recently, Phu Giao district has consolidated 70 community digital technology groups in 70 neighborhoods and hamlets, with 355 members. Mr. Doan Van Dong - Chairman of the Phu Giao District People's Committee said that the members of the Group were carefully selected by the locality. They are the core force of the neighborhoods and hamlets in the area who possess IT skills to bring digital platforms and digital technology to each family and each person in the fastest and most effective way. Members of the Community Digital Technology Group are trained, and provided with information on guidelines, policies, and laws related to digital transformation, instructions for installing and using digital platforms, digital technology, and digital skills.

Members of the Group are responsible for propagating the Party and State's guidelines and policies on digital transformation to the people. They would directly support and guide people to use smart technology applications, e-commerce, and public administrative services and participate in implementing digital transformation in each area of life. They would go to each household, instruct each person to use online public services, and personal digital signatures, install the electronic health book app, look up health insurance; and support people to create online payment accounts for water bills, tuition, etc.
To enhance the role of the local Community Digital Technology Group, the Phu Giao District People's Committee directs each commune and town to select 01 or 02 hamlets to establish a reception point to propagate, guide, and support people in using technology, bringing digital technology into every corner of life. There, people will receive support in submitting public service applications online, installing personal digital signatures, and non-cash payment solutions such as installing e-wallets, opening bank accounts, and transferring money, etc. When people need to use or install telecommunications services, they can also contact these points for advice. It can be said that people would have access to technology in a simple, natural way, based on their needs, which creates practical value.

Speaking at the conference, the Chairman of the PPC Vo Van Minh praised the collectives and individuals who have contributed to the effective implementation of Project 06 and the province's digital transformation work recently. He requested departments and localities to continue focusing on developing digital infrastructure; digitization of industries and fields associated with the implementation of Project 06; building a digital data warehouse; and prioritizing data exploitation and reuse. At the same time, it is necessary to effectively exploit digital data to serve administrative reform, create convenience for people, and contribute to socio-economic development.
Regarding Project 06, the Chairman of the PPC requested them to coordinate with the Ministry of Public Security to deploy "16 typical models" according to the signed Plan and deploy additional "19 models" to ensure efficiency and practicality for people and businesses. Departments and localities must also coordinate with the Ministry of Public Security to pilot solutions to pay policy payments and support social security beneficiaries through the VNeID application in the province...
