Accordingly, it is forecasted that in 2024, advantages and challenges will coexist, and improving the business environment has been identified as a key priority by the PPC. At the same time, departments and branches are requested to promptly resolve difficulties and problems of people and businesses. In particular, it is necessary to focus on thoroughly understanding, strictly complying with, and implementing synchronously, drastically, effectively, and practically the Resolutions and Conclusions of the Party, the Resolutions of the National Assembly, the Government, and the direction of the Prime Minister. It is also crucial to ensure freedom of business for people and businesses following the provisions of the 2013 Constitution; create a favorable business environment for investment, business activities, and the development of new and creative business ideas; and reform in the direction of reducing the number of procedures, time, costs, and risks for businesses.
At the same time, the PPC will improve the quality of policy development; and carry out a comprehensive impact assessment based on scientific and practical evidence before proposing to promulgate new or amend or supplement regulations affecting people and businesses. It will promote decentralization and decentralization of power along with resource allocation and strengthening supervision and inspection; improve the quality of implementing legal documents, resolutely reduce administrative costly procedures for people and businesses; resolve administrative procedures on time and not impose additional requirements or conditions on businesses. The PPC will also establish a clear mechanism to protect officials when handling investment and business procedures in case of inconsistencies or differences in regulations between legal documents.
Besides, it will maintain and replicate good and advanced policy experiences in State management of production and business activities of enterprises. It will timely create and improve institutions and policies in the business environment to flexibly adapt to new development trends such as innovation, digital transformation, green transformation, etc.
Departments, branches, and People's Committees of districts, towns, and cities must continue to review, reduce, and simplify administrative procedures, reduce compliance costs, link administrative reform with building e-government, towards digital transformation, and improve the quality of online public service provision for people and businesses.
They must proactively and urgently remove barriers to investment and business activities due to overlap, contradiction, and unreasonableness within the scope of authority. Moreover, they need to regularly propose and recommend amendments to legal regulations that are inconsistent with reality.
