PORTAL – On the morning of January 24, at the Binh Duong Provincial Administration Center, Provincial Party Secretary Nguyen Van Loi chaired a conference summarizing the activities of the Steering Committee for Administrative Reform, Digital Transformation, Project 06 and Smart City in 2023; and deploying key mission directions in 2024.

The conference was attended by Mr. Vo Van Minh – Chairman of the Provincial People's Committee (PPC), and leaders of the departments and localities. The conference was carried out online in districts, towns, and cities.

Many positive changes

According to the report, in 2023, the reform of administrative procedures associated with digital transformation has achieved many outstanding results, especially the transformation of online public services level 3 and 4 into online public qualified to perform the entire process or part of the process; online information provision services and qualified online public services do not accept paper documents in the province.

 

Overview of the conference.

The digital transformation work has achieved many results, laying the foundation for building a digital Government and forming a digital economy and society. Technical infrastructure serving the application of information technology and digital transformation at administrative agencies at all levels is invested in and upgraded synchronously, meeting information security requirements, ensuring technical conditions, and providing applications to serve people and businesses.

The results achieved by Project 06 in 2023 are quite clear and comprehensive in all fields. They are shown in completed tasks that are specifically quantified through targets, achievement rates, and the assurance of proposed progress. For example, issue Citizen Identification, activate VNeID account and electronic identification, provide 25/25 essential public services and 6/6 public services according to Decision No. 422/QD-TTg of the Prime Minister; 177/177 (100%) health insurance-based medical examination and treatment facilities perform health insurance card information look-up using Chip-based citizen ID cards, 31 facilities are qualified to do driving license health check-up. The province is also completing the ecosystem to connect, exploit, supplement, and enrich 100% of population data from the Departments of Justice, Social Insurance, Taxation, Veterans Association, Farmers Association, Elderly Association, and Red Cross.

 

The reform of administrative procedures associated with digital transformation in Binh Duong province has achieved many outstanding results.

As the results of Administrative Reform according to the Set of Indicators 776 in 2023, Binh Duong province achieved 80.21/100 points, ranked 8/63 provinces and cities nationwide, ranked Very Good, an increase of 22.36 points and an increase of 5 ranking compared to 2022, meeting the goal of entering the TOP 10 of Viet Nam.

At the district level, 08/09 localities are achieving from 80 points to under 90 points, classified as Very Good, and 01/09 localities achieving from 70 to under 80 points, classified as Good. Thus, 100% of district-level units in Binh Duong province are graded Good or better, exceeding the target of 100% of district-level People's Committees being graded Average or better (of which, 50 % of district-level People's Committees ranked Good or better).

Put efforts to breakthrough in 2024

At the conference, delegates shared useful experiences, analyzed to clarify limitations, and proposed solutions for the future. Mr. Nguyen Truong Thi – Deputy Director of the Industry and Trade Department said that there is a shortage of resources for state agencies' digital transformation and a difficulty in its funding. Although it has been given attention and priority, it still does not meet the practical requirements. Personnel performing related tasks mainly undertake many works, and each agency or unit is usually only assigned 01 person to work in information technology. On the other hand, the infrastructure connecting the databases is not synchronized and sometimes lost connection. The National Service Portal is occasionally overloaded and does not meet the needs of organizations, and individuals. From the perspective of the Industry and Trade Department, Mr. Nguyen Truong Chi said that some new fields still lack legal documents for implementation (such as supporting businesses in implementing digital transformation in the field of e-commerce). Moreover, some small and medium-sized enterprises are not interested and do not have enough resources to carry out digital transformation.

 

Mr. Huynh Pham Tuan Anh – Deputy Director of the Construction Department shares the provision of online public services in construction licensing.

To further promote the industry's digital transformation, leaders of the Department of Industry and Trade proposed the following solutions: Promote electronic payment, create conditions for the e-commerce market, digitize, and build a database of industry fields; Test and effectively deploy smart urban services associated with the e-Government system based on the platform system located at the province's Intelligent Operation Center (IOC). The Department also promotes the widespread application of e-commerce among businesses and consumers and develops domestic consumption and export markets, paying special attention to international markets. Cooperate with large-scale and reputable domestic and international organizations and digital businesses to organize training for industry associations, businesses, etc. Applying digital technology in production and business activities, focusing on skills conversion, providing open online courses, etc.

Regarding the provision of interconnected online public services in construction licensing, Mr. Huynh Pham Tuan Anh - Deputy Director of the Department of Construction said that the Department will continue to review and configure the construction licensing process of some units to get opinions on the granting of technical infrastructure licenses such as Fire prevention and fighting, telecommunications. At the same time, the Department will coordinate with the Department of Information and Communications and VNPT to research sending text messages to units to get their comments on construction licensing when documents are submitted and to notify them about the due for comments. The Department will also research the configuration of the entire process and connection for appraisal procedures and complete construction licensing and construction appraisal software to deploy throughout the province.

Sharing some experiences in applying information technology in industry management, Mr. Pham Van Bong - Director of the Department of Agriculture and Rural Development said that in 2023, the Department resolved more than 34,000 administrative procedures for people and businesses (accounting for about 1/3 of the entire province's administrative procedures). 97% of those administrative procedures were resolved before the deadline. Moreover, the Department of Agriculture and Rural Development has digitized the results of resolving administrative procedures reaching a rate of 100%. The Department has implemented the application of water usage payment through banks to limit the use of cash. To date, 10,541 households have applied non-cash payment for water usage. It organized a Workshop on digital transformation solutions in the agricultural sector for farms, cooperatives, organizations, and individuals engaged in agricultural production in the province. It coordinated with Binh Duong's Mobifone to train on digital conversion of traceability solutions and production management using BlockChain technology for 73 people in Bach Dang commune; surveyed and selected 03 households to participate in the mTrace product traceability system (Authentication code), bringing more than 140 OCOP products to the electronic trading floor. The Department also deployed software and information technology applications to serve professional work such as OCOP product classification and evaluation profile management software, FaceFarm production management software, Flycam application in forest management and protection, deploying and building a database for the Agriculture and Rural Development sector.

Speaking at the conference, Provincial Party Secretary Nguyen Van Loi praised the achievements in administrative reform, digital transformation, Project 06, and smart city in 2023.

In 2024, the Secretary emphasized the need to further improve awareness and responsibility of the entire political system on digital transformation, administrative reform, e-government construction, and smart urban construction. First and foremost, leaders need to have an innovative mindset in management and organization.

Building e-government, digital government, and smart cities has no limit, requiring constant innovation, reform, and creativity. The Steering committees at all levels and departments must build specific work designs for their departments based on the central and provincial targets, taking people and businesses as the center to serve. They need to coordinate with the Provincial People's Council to strengthen inspection, supervision, and public inspection of departments, branches, and localities on administrative reform work, etc.
