According to the report, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway (section through Binh Duong province) has a total investment of about 17,408.39 billion VND. The project implementation period is from 2023 to 2027. The PPC has directed the Department of Planning and Investment to lead and coordinate with relevant committees and branches to issue project implementation plans. The investor will be assigned to promptly complete the project feasibility study report, in accordance with regulations, with the goal of beginning construction on September 2, 2024.

Overview of the meeting

The Ring Road 4 project (phase 1) is divided into 2 component projects. Specifically, for the Component 1 Project of site clearance, the Provincial People's Committee has currently approved the cost estimate for project investment preparation and approved the site clearance stake installation documents for the Thu Bien - Dat Cuoc section. The Provincial Transportation Works Construction Investment Project Management Authority is implementing site clearance stake installation in the field. Becamex IDC Corp is preparing design documents for site clearance boundaries on the construction scope of the Component 2 Project. For the Component 2 Project of construction and installation, Becamex IDC Corp has basically completed the technical research report documents and has been verifying the documents before submitting them for appraisal. According to the direction of the Provincial Party Committee's Standing Committee, the construction/ groundbreaking of Ring Road 4 (Thu Bien - Dat Cuoc section) will start on April 30, 2024.

Ring Road 3 (phase 1) section through Binh Duong province is divided into 2 component projects, i.e., Component 5 Project (construction and installation) and Component 6 Project (site clearance), in the form of public investment implemented by the Provincial Transportation Works Construction Investment Project Management Authority with a total investment of 19,280 billion VND. Specifically, Component 5 Project is divided into 04 construction and installation packages, and so far the disbursement has reached 63.83%. Regarding site clearance, the total land area for project implementation is about 129 hectares and the total land recovery area is about 105.78 hectares out of 129 hectares (reaching 82%).

Speaking at the meeting, Mr. Vo Van Minh emphasized that these are key transportation projects connecting the region, which are extremely important for the socio-economic development of the region in general and Binh Duong province in particular. Therefore, all levels, branches, and localities need to put effort and determine to implement it.

Regarding the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, localities with key projects passing through need to coordinate closely with departments and branches in implementation. The province assigned the Department of Planning and Investment to develop detailed plans for key projects, it must "assign specific tasks to specific staff ", and shorten duration without skipping stages. The target is to start construction on the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway by September 2024. In addition, departments, branches, and localities need to soon complete steps to implement compensation and site clearance to soon start construction of Ring Road 4 under the direction of the Provincial Party Committee's Standing Committee. For Ring Road 3, it is necessary to continue to accelerate compensation and site clearance, remove difficulties and problems of the contractors, and ensure the project is implemented on schedule.
