According to the report, the Tax branch has fully completed its tax work tasks for 2023. Total budget revenue in 2023 managed by tax authorities reached 51,139.6 billion VND, reaching 113% of the yearly estimate assigned by the Ministry of Finance, equal to 108% over the same period. Total revenue minus land use fees, lottery, dividends, and retained profits is 44,871.7 billion VND, reaching 109% of the yearly estimate assigned by the Ministry of Finance, equal to 111% over the same period.
Overview of the conference
The estimated total debt as of December 31, 2023, is 3,620 billion VND, accounting for 7.06% of the State budget revenue in 2023 (3,620 billion VND/51,307 billion VND), guaranteed following the debt ratio assigned by the General Department of Taxation < 8%.
Regarding tax refund, as of December 31, 2023, the Tax Department has refunded value-added tax (VAT) with a total tax refund amount of 23,971 billion VND, equal to 95% of the 2023 VAT refund estimate approved by the National Assembly (2023 estimate is 25,200 billion VND), equal to 83% compared to the same period in 2022. Environmental protection tax reduction until December 20, 2023, is 125.1 billion VND.
Reduction of registration fees for domestically manufactured and assembled automobiles, trailers, or semi-trailers pulled by automobiles and vehicles similar to automobiles, by December 31, 2023, is estimated to reduce state budget revenue by 128 billion VND.
In 2024, the Tax branch will focus resources, drastically and synchronously deploy solutions for revenue management, tax debt recovery, and prevent budget loss. It will strive to complete the state budget collection task in 2024 assigned by the Ministry of Finance, the General Department of Taxation, and the Provincial People's Council. It will also implement inspection and examination according to the approved plan, focusing on conducting inspection and examination of industries, fields, and enterprises with high tax risks to prevent, stop, and promptly handle violations and sanction administrative violations. Moreover, it will strengthen tax refund management to speed up the processing of VAT refund applications and strictly control VAT refund expenditures. It will continue to promote propaganda, diversify forms of propaganda and support for taxpayers, organize dialogues, and promptly commend the achievements of organizations and individuals who consciously comply with tax payment obligations, contributing large amounts of revenue to the state budget, continuing to implement the "Lucky Invoice" program to create a spillover effect, encourage and create a habit for consumers to get invoices when buying goods and services, contributing to creating transparency in production and business activities, preventing fraud and tax loss.
Speaking at the conference, Mr. Mai Hung Dung - Permanent Vice Chairman of the PPC praised the efforts of the Provincial Department of Taxation in 2023 and the organizations and individuals who have fulfilled tax payments. Mr. Mai Hung Dung hoped that in 2024, the Tax branch would continue to achieve more success, excellently complete assigned tasks, and contribute to local development.
