To ensure security and order in the province at the end of the year, minimizing work stoppages and disputes, at the same time, to ensure close coordination between provincial levels and branches in participating in handling and resolving labor disputes occurring at enterprises, the Chairman of the PPC requests the Department of Labor, War Invalids and Social Affairs (DOLISA), the Provincial Industrial Zones Authority, the Provincial Police and People's Committees of districts, towns and cities, according to their assigned functions and tasks, urgently coordinate to deploy monitoring and firmly grasp the situation of conflicts between enterprises and workers, promptly detect and effectively prevent collective labor disputes – strikes cases occurring and stop to prolonged and widespread disputes to occur. At the same time, strengthens monitoring and grasping of the labor and employment situation, coordination and timely resolution of labor disputes that arise.
Instructing employers to coordinate and discuss with grassroots trade unions to review labor contracts, collective labor agreements, salary payment regulations, and bonus regulations to implement salary and bonus regimes, as well as other regimes and policies for workers according to regulations and agreed content and promptly notify workers in the enterprise publicly. Moreover, promptly grasp the thoughts and aspirations of workers, taking measures to care, support and take care of workers' lives, especially during the upcoming 2024 Lunar New Year. Not allowing late notification or notification but incorrect or incomplete payment, etc. leading to frustrated workers and disputes.
Assigning the Provincial Industrial Zones Authority to preside over and coordinate with relevant agencies, units and district-level Working Groups to resolve labor disputes arising at enterprises in industrial zones; promptly synthesize and report to the PPC (through the DOLISA) on the situation of labor disputes at enterprises in industrial zones.
It is recommended that the Provincial Confederation of Labor proactively coordinate with the DOLISA, the Provincial Industrial Zones Authority and enterprises to advocate and explain to workers the legal provisions related to the dispute content. At the same time, propagating and mobilizing trade union members and workers to enjoy Spring, celebrate the Lunar New Year Festival economically and safely, comply with legal regulations and return to work on time. In addition, effectively organizing practical material and spiritual care activities for trade union members and workers; ensuring trade union members and workers celebrate Tet happily and safely.
