Briefly reporting on the contents for consultation, Architect Le Hoang Phuong, Director of the Ha Noi Center for Architecture and Planning, VIUP, said that the planning goal is to build and develop Binh Duong along with other provinces and cities in the Southeast region into an important growth driving region of Viet Nam, promoting and spreading development to localities in the region. It is also to turn Binh Duong into one of the dynamic and comprehensive developed centers, a modern service industry center, and a sustainable urban development model following the green growth model, adapting to climate change as well as a strong region in terms of defense - security and international economic cooperation and competition. At the same time, it will help Binh Duong to overcome the middle-income trap and become a high-income province by 2030. The average economic growth rate will about 10%/year; GRDP per capita is about 15.800 USD; the economic structure includes industry - construction accounts for 64%, service industry accounts for 28%, agriculture, forestry and fishery industry accounts for 1-2% and product tax minus product subsidies accounts for 6%; and the urbanization rate will reach 88-90%.

Overview of the conference

By 2050, Binh Duong will be a modern urban, industrial and service area on the regional and international scale. It will be one of the driving forces promoting Viet Nam's economic development with the main growth driver being industry, services, innovation, solid economic base, high competitiveness. Furthermore, the citizens' income levels of Binh Duong will be comparable to those of developed countries, and its economy will develop inclusively and harmoniously among regions.

The Plan presented 06 breakthroughs for the 2021-2030 for Binh Duong to maintain the growth and implement the development scenarios, i.e., completing transport infrastructure connecting the region; synchronously deploying smart urban areas; building an Innovation Region; establishing resettlement policies and plans; building a cross-border e-commerce strategy; and building a large-scale industrial - urban - service complex. There were also 05 integrated strategies: cooperation for regional development; innovating the development ecosystem; social and human development; green development; and organization of development space. In particular, the development structure of Binh Duong Innovation Region includes 01 development axis; 02 ecological corridors; 03 linked belts; 04 motivation centers; 05 development zones.

The Plan also proposed 36 Action Programs, of which 08 Programs are classified as "special priority", which means they are of particular importance and need to focus resources and implement early. In particular, they include improving the quality of human resources; transforming industrial development models; developing TOD-oriented urban and promoting travel mode transformation; developing green space network; developing freight transport and logistics networks; developing Bau Bang complex; developing smart urban areas, innovation, international integration; rearranging urban space in the South.

Regarding urban development, the target of the Plan, the whole province has about 17 urban areas: 05 cities (Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen), Bau Bang town, Dau Tieng district (Dau Tieng town, Long Hoa urban area, Thanh Tuyen urban area, Minh Hoa urban area), Bac Tan Uyen district (Tan Binh town, Tan Thanh town, Binh My urban area, Tan Lap urban area), Phu Giao district (Phuoc Vinh town, An Binh urban area, Tam Lap urban area). By 2030, the urbanization rate will reach about 88%, the urban population will be about 3.58 million people (the entire province's population is about 4.06 million people). Moreover, the Plan will develop urban areas according to class I urban criteria, meeting the conditions for establishing districts under centrally run cities in the future.

According to Architect Le Hoang Phuong, Binh Duong's strategic, integrated and breakthrough actions continue to be the basic driving force for Binh Duong to promote its advantages, overcome challenges, and cooperate with localities in the Southeast region, becoming a national model of urbanized and industrialize development, an attractive and prestigious destination for domestic and international investors, businesses, experts, and workers.

Promote existing potential and advantages

Commenting on the Planning report, the delegates focused on transport and urban development, workforce training, industrial model transformation, green space development, etc.

According to Ms. Nguyen Kim Loan - Chairwoman of the Provincial Labor Confederation, the province's development strategy must include planning solutions for entertainment facilities for workers; pay attention to green environment strategies and green growth policies. In addition, motivation development space and motivation areas need to pay attention to settlement space for workers, especially social housing planning when relocating enterprises from the South to the North.

As feedback on the content of industrial model transformation, Mr. Nguyen Ngoc Viet - Vice Chairman of the Viet Nam - Cambodia Friendship Association in Binh Duong province said that the province needs to focus on factors affecting Binh Duong's investment environment, especially the training of high-quality labor resources to serve industrial development, meeting the 4.0 Industrial Revolution.

Regarding the development of construction materials in the province, Mr. Vo Minh Duc, representative of Binh Duong Mineral Industry Association, said that Binh Duong has a prime location in terms of river ports, roads, land and human resources, including mineral resources. However, regional integration in construction material exploitation has not received adequate attention. He recommended that in planning, attention should be paid to the development of common construction materials to serve the construction of projects in the province.

Mr. Nguyen Xuan Phuc - Member of Binh Duong Association of Architects highly appreciated the construction of Binh Duong Provincial Planning. However, according to him, the province needs to reevaluate the development of the provincial transportation system. Binh Duong is different from other localities as it has two rivers, Dong Nai and Sai Gon rivers, which are very convenient for waterway transportation development. He said that the province needs to make the most of this advantage to exploit future development. At the same time, it is necessary to re-evaluate the effectiveness of industrial parks and clean energy; pay attention to the structure of urban space. He also proposed paying attention to overhead planning and enhancing greening of urban areas.

Agreeing with the green development of Binh Duong, the representative of the Renewable Energy Association commented that the province should concretize the energy development program and focus on green development. To ensure the development of green energy, contributing to helping enterprises compete in export value, in addition to the solutions in the planning, other solutions are needed. Green, ecological and long-term sustainable development is identified as a key task associated with socio-economic fields with circular economic solutions, net zero, ecological green space development, green infrastructure, using renewable energy, handling environmental issues, thereby creating a unique feature in Binh Duong's development.

Through comments from the delegates, Mr. Vo Van Minh requested the consulting unit to synthesize opinions and consider adding them to the Planning. He emphasized that Binh Duong Provincial Planning for the 2021-2030 period, with a vision to 2050, plays a key role in the future development of Binh Duong. Planning issues of social housing, green space development, and innovation region will be of great interest to the province in the coming time. Therefore, the delegates' comments are remarkably close to the province's development orientation. The Provincial Planning Steering Committee will continue to collect comments from subjects to synthesize and add to the Planning accordingly, achieving quality and efficiency.​
