At the Binh Duong bridge point, in attendance were Mr. Nguyen Loc Ha - Member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee (PPC) and leaders of departments, committees and branches.
PDP VIII was approved by the Prime Minister on May 15, 2023, with many important contents, determining a large list and capacity scale of power source and grid projects, as well as a strong energy restructuring content. The goal of PDP VIII is to firmly ensure national energy security, meet the requirements of socio-economic development, the industrialization and modernization of Viet Nam; strongly develop renewable energy sources, in line with the world's trend of green transformation, emission reduction, and science - technology development, reaching the net zero emissions goal by 2050.
PDP VIII determines the list of projects, schemes, and capacity scale according to the type of power source, land use needs, and marine surface solutions to be implemented from now to 2030. The capacity of renewable energy sources at the provincial and regional levels is consistent with the power source structure by 2030, including 21.880 MW of onshore wind power (onshore and near-shore wind power); 6.000 MW of offshore wind power; increasing 2,600 MW of self-produced and self-consumed rooftop solar power; 2,270 MW of biomass electricity, electricity produced from waste; and 29,346 MW of small hydropower.
For flexible power sources, it is expected to develop 300 MW by 2030, prioritizing development in areas with potential shortages of spare capacity and taking advantage of existing power grid infrastructure.
For electricity sources from renewable energy for export and new energy production, the locations with potential for exporting electricity abroad are the Central and Southern regions. Export scale of 5.000 – 10.000 MW by 2030 when there are feasible projects.
The list of power grid projects is also specifically determined with the total land use demand for power sources and transmission grids nationwide in the 2021-2030 period of about 90.3 thousand hectares. For offshore wind power, the total demand for marine surface area in the 2021-2030 period is about 111.6 thousand hectares.
All investment capital for power source and transmission grid investment projects uses capital sources other than public investment capital. Specifically, the investment capital of the 2021-2025 period is more than 57 billion USD, and the 2026-2030 period is 77.6 billion USD.

At the conference, based on the agreed contents in the draft Plan for implementing PDP VIII, localities discussed the capacity structure and reasonable allocation of power sources, especially the potential for developing renewable energy power sources between zones, regions and localities. At the same time, delegates also discussed and proposed priority mechanisms and appropriate solutions to organize implementation to ensure project progress.
Speaking at the conference, Deputy Prime Minister Mr. Tran Hong Ha highly appreciated the contributions of Ministries, branches and localities to PDP VIII. Mr. Tran Hong Ha emphasized the importance of PDP VIII, and requested ministries, branches and localities to set public criteria, prioritize green energy including solar power and wind power, biomass electric energy and put environmental factors first. PDP VIII must focus on putting national and ethnic interests first, minimizing emissions, and reducing investment, especially transmission lines and transformer stations to have good electricity prices. At the same time, Ministries and branches are required to receive opinions and suggestions from localities to complete a comprehensive, methodical, and highly feasible plan, striving to ensure power security for the country by 2025.
