​​​PORTAL - These are solutions to improve the investment environment and create favorable conditions for enterprises under the direction of Provincial Party Secretary Nguyen Van Loi at the Dialogue with Korean enterprises held on the morning of November 17.

Attending were Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC); Mr. Shin Choong IL - Consul General of Korea in Ho Chi Minh City; Mr. Kim Jin Woo - Chairman of the Korean Business Association in Binh Duong and more than 100 Korean enterprises operating in Binh Duong province.

Korea invests in 769 projects worth more than 3.3 billion USD in Binh Duong

Speaking at the conference, Provincial Party Secretary Nguyen Van Loi affirmed that the spirit of the dialogue is to share frankly and sincerely issues to help solve difficulties and problems of enterprises. The Secretary emphasized that Binh Duong's investment environment must be more open and attractive in terms of policies and legal mechanisms; at the same time, the management and provision of services for enterprises must be smart, industrial infrastructure and transportation infrastructure must be smooth to meet production and business requirements and reduce enterprise costs. The Secretary requested relevant departments and branches to respond directly, go straight to the problem, provide solutions and legal information for enterprises.

The conference listened to leaders of the Department of Planning and Investment general information about the province's socio-economic situation and investment attraction. According to statistics, by the end of October 2023, Korea ranked first in foreign direct investment (FDI) in Viet Nam with 84.1 billion USD, an increase of 4.2 times compared to 2019; ranked 2nd among countries providing ODA aid with a total capital of 4.2 billion USD and ranked 3rd in trade scale with a total import-export turnover of more than 86 billion USD. There are currently more than 170,000 Koreans studying, working and living in Viet Nam.

Binh Duong alone is always one of the leading provinces and cities in the country in attracting FDI. The entire province currently has 4,192 investment projects from 65 countries and territories with a total registered capital of more than 40 billion USD. Among them, Korea ranks second in the number of projects with 769 projects, total investment capital of 3.3 billion USD.

Mr. Shin Choong IL - Consul General of Korea in Ho Chi Minh City highly appreciated the socio-economic development of Binh Duong. Korean enterprises believed that Binh Duong has a lot of development potential, a good investment environment along with actively reforming administrative procedures, always creating favorable conditions for enterprises to operate. The dialogue between enterprises and provincial leaders and departments, branches is concrete evidence of the province's progressiveness and companionship for enterprises. From there, it helps the two sides understand each other better, remove difficulties and problems to develop together.

Be progressive in solving enterprise problems

In the frank-sharing and progressive spirit, the conference recorded feedback from enterprises related to electricity supply, work permit issuance, taxes, customs, social insurance, etc.

Regarding the work permit issuance, Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs said, on September 18, 2023, the Government issued Decree No. 70/2023/ND-CP amending and supplementing a number of articles of Decree No. 152/2020/ND-CP dated December 30, 2020 of the Government regulating foreign workers working in Viet Nam and recruiting and managing Vietnamese workers working for foreign organizations and individuals in Viet Nam. Accordingly, documents proving that experts and technical workers are required include: Diploma or certificate or certification; confirmation from an agency, organization or enterprise abroad regarding the number of years of experience of experts and technical workers or the work permit has been issued or confirmed that it is not subject to the issued work permit. If the work permit has been issued in accordance with the law, the employer can submit proof of work experience if the same job position or job title as the job position intended to employ the foreign worker has been approved for employment.

From September 18, 2023, in the case of "Foreigner married to a Vietnamese person and living in Vietnamese territory", the employer must submit a request for confirmation that they are not subject to a work permit according to the provisions of Clause 3, Article 8 of Decree No. 152/2020/ND-CP.

Mr. Nguyen Van Cong - Director of Binh Duong Tax Department said that to accompany and remove difficulties for enterprises, the Tax Department has accelerated the tax refund process for enterprises that fully meet tax refund conditions according to the provisions of law, ensuring timely implementation according to current law, in 2023, over 15,000 billion VND in value added tax has been refunded. Particularly for some cases where there are still problems, the Tax Department has reported to the competent authorities for advice to quickly resolve them in a timely manner, contributing to helping enterprises recover and develop production and business.

Currently, on-site import and export is suspended, forcing enterprises to buy raw materials from other factories, increasing the financial burden. Sewha Vina Company hoped the province to consider implementing on-site import and export.

Responding to this content, the representative of the Provincial Customs Department said that on-site import and export procedures are carried out in accordance with the provisions of Decree No. 08/2015/ND-CP dated January 21, 2015 of the Government. This is a common problem for enterprises across the country. Deputy Prime Minister Le Minh Khai has directed the Ministry of Finance to preside over and coordinate with relevant agencies to review and evaluate the implementation of regulations on on-site export and import goods specified in Clause 1, Article 35 of Decree No. 08/2015/ND-CP. On that basis, reporting to the Government's Standing Committee to consider and give opinions on the issuance of a Decree amending and supplementing a number of articles of Decree No. 08/2015/ND-CP. Binh Duong Customs will report opinions and recommendations of enterprises to superiors for consideration and remove obstacles in the spirit of creating favorable conditions for export and import activities of enterprises.

Ensuring electricity supply for production was also an issue raised by KIB Company at the conference. Leaders of the Department of Industry and Trade said that the Electricity branch is proactively and actively coordinating with localities to complete energization and put projects into operation as soon as possible to reduce the load on the existing power grid, ensuring the ability to supplying electricity to the load in Bau Bang area.

The Police Division of Fire Prevention, Fighting and Rescue of Binh Duong Provincial Police also informed enterprises about the application of standards and technical regulations on fire prevention and fighting. Mr. Vo Van Minh - Chairman of Binh Duong PPC further informed that regarding fire prevention and fighting problems, the province's policy is to guide and support enterprises in properly implementing fire prevention regulations, minimizing the fines, causing difficulties for enterprises.

Create the most favorable conditions for enterprises to invest

Provincial Party Secretary Nguyen Van Loi respectfully thanked foreign investors in general and Korean investors in particular for trusting in investing and accompanying the province's socio-economic development, contributing to the achievements of Binh Duong province during 26 years of construction and development.

The Secretary noted that branches and levels need to strengthen guidance, reminders, and support for enterprises to complete legal procedures and implement outstanding issues, instead of checking and sanctioning. At the same time, establishing an information processing team on the hotline to handle enterprise problems in the fastest and most timely manner. Regarding the recommendations at the dialogue, the PPC and departments, branches seriously receives and directs specific solutions. Institutional and policy issues beyond authority need to be synthesized and proposed to the Central Government to resolve.

Chairman of the PPC Vo Van Minh affirmed that the PPC will fully absorb and direct urgent research to find solutions to remove difficulties and obstacles of enterprises. In the coming time, the province will continue to focus on improving the investment environment, enhancing competitiveness and promoting support for the development of investment enterprises in the province in general; especially the Korean enterprise community in particular. The province will focus resources to invest in perfecting the socio-economic infrastructure system such as: Transportation, water supply, electricity, environmental treatment, etc., plan to expand industrial parks, creating clean land funds to attract investment. Implementing human resource training, building social housing, housing for workers, providing adequate and timely labor resources for enterprises investing in the province.

The Binh Duong provincial government commits to continue promoting administrative procedure reform to ensure openness, transparency, and simplicity; creating the most favorable conditions for enterprises to invest. Focusing on developing high-quality services to meet the production and business requirements of enterprises and the industrial and urban development needs of the province. In addition, the province will strengthen guidance at all levels and branches to focus on ensuring political security, social order and safety; creating conditions for enterprises to feel secure in investing, producing and working in Binh Duong, because the success of the enterprise is also the success of the province.
