Binh Duong: Thoroughly grasp and deploy key tasks of online public services and digitizing administrative procedures

​PORTAL - On the afternoon of November 08, at the Administration Center of Binh Duong Province, the Provincial People's Committee (PPC) held a conference to thoroughly grasp a number of key work contents and tasks at the end of 2023 on implementing online public services, digitizing and announcing, publicizing, reviewing and evaluating administrative procedures (AP), updating online public services on the National Public Service Portal. Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC attended and directed the conference.

​Over the past time, the Provincial Party Committee and PPC have given many drastic directions in implementing online public services, digitizing and announcing, publicizing, reviewing, evaluating AP, updating online public services on the National Public Service Portal. AP are announced and publicized in a timely manner; Online public services are reviewed and deployed fully and partially at a high rate; the digitization rate of records and results of resolving AP is increasing.

Thereby, it has contributed to building an electronic database on AP to be able to connect and share not only in Binh Duong province but also with the National Public Service Portal and information systems for resolving AP of ministries, Central government's branches and other provinces and cities across the country, helping save thousands of billions of VND each year in AP compliance costs; creating convenience for people and enterprises in carrying out AP anywhere in the country. In addition, the National Population Database has been actively implemented by agencies and localities, contributing to improving the rate of exploitation, reuse of information, and digitization rate of the province.

Overview of the conference

However, in the implementation process, there are still some shortcomings and limitations such as the current digitalization rate is still low; the technological infrastructure has not responded promptly; lack of information technology human resources; the digitalization of records and results of resolving AP has not yet been implemented before 2023; there is no synchronization or unity in connection and data sharing between specialized software, etc.

Speaking to grasp thoroughly at the conference, Chairman of the PPC Vo Van Minh requested that from now until the end of the year, departments and branches: Foreign Affairs, Health, Education and Training, Industry and Trade, Transport, Information and Communications, Natural Resources and Environment, Provincial Inspectorate, Provincial Industrial Zones Authority urgently review, advise and submit to the Chairman of the PPC to announce internal AP before November 20, 2023.

Departments and branches promote the implementation of internal AP under the PPC's management. Priority is given to focusing on the fields of investment, construction, environment, and land; boldly proposing and recommending plans to simplify administrative procedures and unnecessary regulations.

All levels and branches proactively equip and rent equipment and technical infrastructure to meet the digital transformation, performance of online public services and digitalization; proactively coordinate with the PPC Office and the Department of Information and Communications to promptly remove difficulties and obstacles during the implementation process. Focusing on propagating the benefits of performing online public services at home; benefits of electronic records and documents for people and enterprises to agree and support.

At the same time, regularly checking and reminding affiliated departments and units to receive and resolve AP on time; deploy digitalization of records and results in resolving AP on schedule and as required. Timely rewarding and encouraging civil servants and public employees who perform well and taking measures to handle civil servants and public employees who do not complete their assigned tasks.

In addition, thoroughly grasping officials, party members, civil servants, public employees, and workers in exemplary agencies and organizations, taking the lead in knowing and using the results of digital transformation.

The Chairman of the PPC requested the Department of Information and Communications to ensure that the Information system for resolving AP in the province is operated regularly, continuously and stably. The System's functional subsystems must be regularly updated, stable, and meet prescribed standards. Functions related to digitizing records and results of resolving AP must be complete, ensuring quick, convenient and safe operation of the System. The PPC Office organizes guidance and training for agencies and localities on the implementation of digitizing records and results of resolving AP in the province. Supplementing and perfecting the functions of the Provincial Information System for resolving AP to ensure that the reception, resolution, return of results and digitization are complete, timely, quick and do not interrupt the process of resolving AP of agencies and localities. Integrating digital content in inspection, control and reform of AP and implementing periodic and thematic one-stop-shop mechanisms.

At the conference, delegates listened to thoroughly grasp and implement the following contents: Announcing, publicizing, reviewing and evaluating AP, updating online public services on the National Public Service Portal; digitization of records, results of resolving AP; related documents implementing online public services and online payments; guiding the implementation of Plan No. 200/KH-BCD dated November 03, 2023 of the Steering Committee for Administrative Reform, Digital Transformation, Project 06 and Smart City of Binh Duong province. At the same time, answering questions, problems and difficulties in the process of implementing tasks on AP reform associated with digital transformation.
