Reporting to the Working Group, Deputy Secretary of the Provincial Party Committee and Chairman of the PPC Vo Van Minh said that in order to institutionalize the viewpoints, policies, and orientations for developing a socialist-oriented market economy, the Binh Duong Provincial Party Congress has thoroughly grasped and synchronously deployed solutions through its terms. Thereby, many positive results have been achieved, the province's economy has developed stably; growth rate remains at a fairly high level; increased scale and economic potential, improved growth quality bring huge changes to Binh Duong in the process of innovation and development. By the end of 2022, the province's Gross regional domestic product (GRDP) has increased 117 times, and per capita income has increased 30 times compared to 1997. The mechanism for allocating resources and distributing results is created on the basis of a fully and synchronously operating economy according to the objective rules of the market economy with diverse forms of ownership and diverse forms of production and business organization. Economic sectors are equal, cooperative, and competitive to develop together according to the law. Resource management, environmental protection, and response to climate change have seen many positive changes. The province has linked economic growth with ensuring sustainable development, progress and social justice, health care and education development. At the same time, proactively integrating internationally, building partnerships and cooperating with international organizations, expanding multilateral and bilateral relationships, organizing many important foreign affairs events, creating a favorable environment for investment cooperation, trade promotion and exchanges in many fields. At the meeting, Working Group members raised issues related to Binh Duong province's development such as development models, building green industrial parks, mechanisms, policies, etc. Representatives of departments and branches presented and clarified the content of delegates' concerns.

Providing further information to the Working Group, Provincial Party Secretary Nguyen Van Loi said that the province's overall development model is built, formed and continues to be completed throughout the development process based on three basic pillars which are "Government constructs – People accompany – Enterprises take action". Construction's tasks include orientation, determining goals, building plans, and forming specific local policies on the basis of responding and absorbing the Central government's policies. The government calls on the people to accompany, organize enterprises to take action, and mobilize resources to serve. The people accompany according to social assignment and according to the law; accompany from start to finish and share and enjoy every success or failure. Over the past 25 years, the province has built a core group of enterprises in implementing the province's socio-economic tasks. Besides doing business and seeking profits like thousands of other enterprises, this core group of enterprises plays the role of a "leading crane" guiding and creating a foundation for enterprises of other economic sectors to have conditions to implement their development orientations in Binh Duong.

The Secretary of the Provincial Party Committee proposed that the Central Government focus on reviewing and removing bottlenecks in the legal system to create a favorable environment to promote development, entrepreneurship, innovation, digital transformation, and digital economic development, ensuring healthy competition, equality, and transparency in the direction of promoting decentralization and authorization, clearly defining responsibilities between each level and each sector so that local authorities can proactively implement work within their authority. Continuing to implement policies to encourage socialization, create conditions to promote the provision of public services according to market mechanisms and promote socialization in the provision of public services, etc.; having preferential policies on land, taxes, fees, credit, etc. to attract all social resources, encourage organizations, individuals, and enterprises to invest. The Steering Committee summarizes and reports to the Politburo to consider balancing and supplementing the civil servant payroll for Binh Duong province in accordance with the criteria of population, socio-economic development speed, budget collection and payment, level of urbanization, etc. to create conditions for the province to best complete its assigned functions and tasks.

Speaking at the conclusion of the meeting, Mr. Tran Tuan Anh highly appreciated Binh Duong's achievements in economic development during the past time, being a bright spot of the whole country in terms of socialist-oriented economic development. In particular, Binh Duong focuses on industrial development associated with urban and service development; builds eco-industrial parks, smart cities, and innovation regions. Binh Duong has learned the model from Singapore but creatively applied it to Binh Duong accordingly. At the same time, there is active participation from State-owned enterprises, the leader is Becamex IDC Corp to build the Becamex ecosystem, innovative startups; innovate the growth model of the market economy. Binh Duong's great achievements have made significant contributions to perfecting the theory and practice of developing our country's socialist-oriented market economy over the past 40 years. Thereby, the Party will perfect its policy institutions and develop documents for the 14th National Party Congress.
