Implementing administrative procedure (AP) reform according to Set of indicators 766, by November 06, 2023, Binh Duong province reached 74.9 points, ranked 15/63, up 0.2 points and up one rank compared to the results on October 30, 2023. Completing the design of 100% electronic forms (Eform) on the AP Resolution Information System, synchronizing the National Service Portal expected to be completed November 15, 2023. The rate of dossiers issuing electronic and digitized results by November 06, 2023 reaches 50.29%; an increase of 1.59% compared to October 30, 2023. The rate of digitizing dossiers and results of resolving AP on November 06, 2023 reached 75.85%
Overview of the meeting
The overall satisfaction rate reached 98.33%. The satisfaction rate in handling complaints reached 95%. The satisfaction rate in resolving AP reached 92.16%. There are no complaints on overdue processing. Complaint processing results are publicly posted on the Provincial Electronic Information Portal and the National Service Portal.

Regarding digital transformation, in the past week, the Department of Information and Communications coordinated with the PPC Office and units to handle late dossiers on the Provincial Information System for handling administrative procedures (PISFHAP); for dossiers not under the Department's jurisdiction, they have coordinated with the Public Administration Center to handle. The PISFHAP completes the work of connecting the National Data Warehouse (new stream), adjusts the additional Digitization function. However, there are still some problems such as only allowing 1 document attached to the dossier to be digitized according to feedback from units. It has been deployed to connect 14 national and industry databases; notify departments, committees and branches about the content of connected national and industry databases so that departments, committees, branches and localities can exploit and share data.
The Intelligent Operation Center (IOC) has organized the connection of the provincial IOC's database with Becamex's IOC including 4 subsystems: Smart buildings, smart industrial parks, cameras and wastewater treatment for smart operations, etc.

Speaking at the meeting, Permanent Vice Chairman of the PPC Mai Hung Dung said that the tasks set out by the Steering Committee are following the province's direction. Over the past time, departments and branches have completed a large amount of work; however, to specify tasks, it is necessary to list and summarize specific works and tasks weekly. If data cannot be managed, it is difficult to perform digital transformation, so the first task is to fix transmission errors; rebuild internal processes, connect with departments and branches in resolving AP.

Concluding the meeting, Permanent Deputy Secretary of the Provincial Party Committee Nguyen Hoang Thao assessed that the results of implementing administrative procedure reform according to the province's Set of indicators 766 in the past week have not shown many positive changes; require more determination and effort, need to identify and clearly analyze bottlenecks and difficulties to overcome, and at the same time solve fundamental tasks. The Permanent Deputy Secretary of the Provincial Party Committee requested that in the coming time, each department, branch and unit must promote the role and responsibility of the leader in directing and operating; focus on building an interconnected electronic process between departments and branches in handling AP, serving as the province's foundation database; proactively coordinate to resolve problems. Each department and branch must set out specific plans and tasks each week. It is recommended to have a preliminary review and evaluation of the implementation process after each month. Having a plan to reserve human resources to serve the digital transformation process.
