On the Singaporean side, there were the attendance of Mr. Kho Ngee Seng Roy - Consul General of the Republic of Singapore in Ho Chi Minh City, as well as enterprises, investors, experts and a network of senior leaders from the Singapore enterprise community in Binh Duong province and Viet Nam.
Relationship reaches new heights
Speaking at the meeting, Chairman of the PPC – Mr. Vo Van Minh emphasized that throughout the 50 years of establishing diplomatic relations and especially since the two countries upgraded their relationship to a strategic partnership in 2013 on the basis of political trust, cultural similarity, geographical proximity, economic complementarity and shared strategic interests, Viet Nam - Singapore relations have developed very strongly and substantially; and achieved many great achievements.
Welcome cultural program
Over the past 27 years, Binh Duong and Singapore have made breakthroughs in cooperation and development. In 1996, Viet Nam - Singapore Industrial Park (VSIP) in Binh Duong was one of the first foreign industrial parks built in Viet Nam right after Viet Nam joined ASEAN (in 1995) and began the process of international economic integration. VSIP - the joint venture between Becamex IDC Corp and Sembcorp Group (Singapore) has become a solid and remarkably effective symbol of good economic cooperation between the two countries as the VSIP Group model continues to develop and grow stronger, both in quantity and quality across Viet Nam.
At the same time, Binh Duong is currently locality ranking second in Viet Nam in attracting foreign investment with more than 4,200 projects from 65 countries and territories, with a total investment capital of more than 40 billion USD. Among them, Singapore is the third largest investor in Binh Duong province with 290 projects and a total investment capital of nearly 5.5 billion USD. Of all the countries and territories investing in Binh Duong in 2023, Singapore is currently leading with a total investment capital of more than 450 million USD, accounting for 27.5% of total investment capital in Binh Duong. One of Singapore's major investment projects in 2023 in the province is the Crown Company Limited factory project, specializing in the production of aluminum cans in Phu Tan Industrial Park, with a total investment of 95 million USD.

Mr. Vo Van Minh affirmed that throughout the development process, Binh Duong appreciates the interest of foreign investors, including Singaporean investors, in the socio-economic development as well as the social responsibility activities of Singaporean enterprises in Binh Duong. These are important premises for the province and Singaporean partners to continue to develop economic cooperation programs, investment, education, science and technology, health, cultural and sports exchanges and smart city development in the coming time.
The "Meet Singapore 2023" event is an opportunity for Binh Duong province and Singapore partners to look back, evaluate the cooperation results achieved over the past time and propose directions to improve cooperation in the future. The event also contributes to strengthening the close relationship between Binh Duong province and Singapore partners in particular, thereby continuing to promote the strategic partnership between Viet Nam and Singapore in general. Binh Duong has been constantly innovating to create an open investment environment, creating the most favorable conditions for Singaporean investors to operate effectively; contributing to building the image of a friendly and dynamic Binh Duong, a attractive and reliable destination for investors.
Strengthen cooperation for green and sustainable development
It can be affirmed that Singapore's investment in Binh Duong is important and increasingly resonant. VSIP has become a model of concentrated industrial park development both domestically and internationally. The effectiveness and wide spread of the VSIP brand is also a vivid testament to a dynamic, innovative, integrated, and sustainable Binh Duong.
The activities of VSIPs show the two countries' strong cooperation and belief in development. VSIPs also show continuous innovation and progress. Specifically, while VSIP I focuses on developing light industry, VSIP III will be developed into a green, smart industrial park, with an on-site solar power plant, and a home to the world's first carbon-neutral factory by the Lego Group.

Speaking at the event, Ms. Nguyen Minh Hang - Deputy Minister of Foreign Affairs emphasized that Binh Duong was one of the leading localities maintaining positive growth momentum, with many potentials, strengths and opportunities that Singaporean enterprises can grasp in the current period. With a strategic location in the Southern Key Economic Region - one of the important growth poles of the country, Binh Duong is a very dynamically developing locality, leading the country in attracting foreign investment and promoting technology and innovation.

Ms. Nguyen Minh Hang suggested that in the coming time, Binh Duong and Singaporean partners continued to promote the development of the first Viet Nam - Singapore Innovation Center in Binh Duong to encourage research, innovation, and training of high-quality human resources for the whole Region; develop high-quality value chains, bringing Binh Duong and Vietnamese localities to increasingly participate at higher levels in the global value chain. At the same time, she hoped that the Consulate General, enterprise associations, and Singapore enterprises would continue to support and accompany Vietnamese localities, including Binh Duong province, in the process of rapid and sustainable development; especially promoting green transformation, reducing greenhouse emissions, digital transformation, promoting innovation, and developing new industries. The Ministry of Foreign Affairs committed to continue to support and accompany Binh Duong province as well as localities of Viet Nam in implementing foreign affairs and international integration to serve the development of localities, thereby contributing to deepening relations between localities of Viet Nam.

Mr. Kho Ngee Seng Roy - Consul General of Singapore in Ho Chi Minh City shared that he was very proud of the achievements that Binh Duong province had achieved as well as the success of VSIP, a testament to the effective cooperation between Viet Nam and Singapore. In the coming time, Singapore will continue to accompany Viet Nam in general and Binh Duong province in particular in the fields of innovation and digital transformation, especially developing renewable energy and developing green and sustainable industrial parks; and continue to join hands in addressing climate change.

At the event, Binh Duong PPC organized the granting of Investment Certificates to 04 projects of Singaporean enterprises in the province; announced CapitaLand Group's project at the gateway to Binh Duong New City with a total investment capital of up to 560 million USD; and introduced the Viet Nam - Singapore Innovation Center.

1/ New project of Becamex - VSIP Power Investment and Development Joint Stock Company, operating in the fields of: Producing and distributing electricity, gas, water, and air conditioning. Total investment capital: 4.2 million USD.
2/ Project of R-PAC Viet Nam Limited Branch, operating in the field of: Producing and processing main printed fabric labels, secondary printed fabric labels, barcode cards, smart cards, stickers, woven labels, leather labels, tags, hang tags, heat press labels, plastic bags, paper clips, boxes/paper cartons of all kinds. Total investment capital is 2.5 million USD.
3/ Project of Petersson Technologies Viet Nam Company Limited, operating in the field of: Manufacturing, processing, and maintaining mobile communication equipment and accessories, data communication equipment and accessories, communication transmission equipment, power supply products, etc. Total investment capital: 2 million USD.
4/ Capital increased project of Tetra Pak Binh Duong Joint Stock Company, operating in the field of: Producing aseptic packaging from paper, plastic, and aluminum to package liquid foods, producing straw products from plastic. Total investment capital after increasing is 173 million USD.
