Talking about ICF's acceleration strategy suitable for Binh Duong, according to Mr. Peter, ICF's strategy uses measurement tools so each locality must know what it has done and achieved. When sharing experiences with Binh Duong in building a smart city, Dutch experts mentioned issues that need to determine Binh Duong's development goals such as infrastructure, human resources, etc. and the need to take advantage of what is already available. According to Mr. Peter, receiving the award is not a destination but the beginning of Binh Duong. The province is still taking steps and setting important goals.
According to Dr. Nguyen Viet Long on implementing the "Triple Helix" model in building Binh Duong smart city. Previously, when Binh Duong first began to develop industry, it did an incredibly good job of linking the government and enterprises. However, when the industry shifts to production based on modern technology, the province identifies another subject in the smart city construction model, which is universities and experts. This is the best model to move towards a knowledge-based, high-tech economy and Binh Duong determines this is the right path for the development trend.

Build an industry 4.0 ecosystem
From the perspective of enterprises investing in Binh Duong, Mr. Nguyen Trong Luat - CEO, Cicor Viet Nam shared: "Circo has been present in Binh Duong for 24 years. We have just built our fourth factory in Binh Duong with an area of 12,000 m2. Over the past time, we transferred technology from Switzerland to Viet Nam. Our customers are increasingly demanding products, so we are also forced to focus on improving and bringing modern technology to production in Viet Nam.
In the coming time, Circo Viet Nam will not only produce according to available designs from Switzerland, but we will research modern technologies into production right in Binh Duong. Circo specializes in manufacturing in the field of electricity and electronics, so we invest in smart production, we bring robots into production, and focus on recruiting talents by coordinating with Vietnamese-German University to train high quality human resources.
He said that Binh Duong has achieved many achievements in building a smart city, the government has many directions and creates conditions for enterprises to transfer modern technology into production. Their activities have received great support from the Binh Duong provincial government. The proof is that the process of building the fourth factory in Binh Duong is very convenient and quick in terms of investment procedures. "From construction to inauguration of the factory is very quick, especially the issuance of construction permit, even in Germany there is no such quick support. This is also a community-oriented goal for long-term development of high-quality human resources. The "Triple Helix" link requires consultations from three parties to share short-term and long-term future forecasts on human resources.
