Increase 14 places in implementing administrative procedure reform
Implementing administrative procedure (AP) reform according to Set of indicators 766, in 47th week (from November 20-27, 2023), Binh Duong province achieved 77.9 points, ranked 11/63, an increase of 10.9 points and an increase of 14 places compared to the results of 46th week. Accordingly, the rate of records with electronic and digitized results issued in 47th week reached 56 .49%, an increase of 2.75% compared to 46th week.
The rate of digitized AP records and AP resolution results reached 44.77%, an increase of 2.33% compared to 46th week. The rate of exploitation and reuse of information and digitized data in 47th week reached 58,863 records, an increase of 4,852 records compared to 46th week. During the week, there were 92,502 online payment transactions (37.97%); increased by 5,393 transactions and increased by 0.63% compared to 47th week, etc. In 47th week, Binh Duong received 36 new complaints on the Government's complaint system. Cumulatively, to date, the province has received 2,857 complaints. The PPC has issued 09 Decisions approving the plan to simplify 17 AP under the management of the following branches: Health, Finance, Science and Technology, Construction, Industry and Trade, Home Affairs, Culture, Sports and Tourism, Information and Communications, Justice.

Departments and branches have coordinated with the Department of Information and Communications and the PPC Office to complete updating 84% of online public services to the National Public Service Portal. After appraisal by the National Public Service Portal, the province will conduct a trial run of the process and submit it for official approval. Estimated completion date is December 20, 2023.
In addition to the positive results, at the meeting, departments, branches and localities analyzed bottlenecks and made recommendations to improve the rate of online public services and digitize AP records.
According to Mr. Doan Hong Tuoi - Chairman of Tan Uyen City People's Committee, the province needs to soon have a solution to unify the way to calculate days, records are late because the National Public Service Portal calculates regular days instead of working days, while Binh Duong calculates working days. On the other hand, relevant units need to overcome technical and network bottlenecks so as not to affect the units' progress in resolving AP.
Similar to Tan Uyen City, Thuan An City has a very high rate of receiving records. Last week, the city received 223,800 records, thus it is proposed that the province overcome technical bottlenecks. The city is focusing on supporting digital signatures for people, it is proposed that VNPT coordinate support and waive fees for people.
Binh Duong focuses on improving the rate of online public services and digitizing records
Information at the meeting, Mr. Truong Cong Huy - Director of Public Administration Center said that the Set of indicators 766, in the process of upgrading to the new version, has not yet completed a number of contents related to the index of public transparency and online public services, the central level can only handle the provincial level, not the district and commune levels, so they hope to receive sharing from the grassroots. The error in the calculation formula is due to the Central government. The problem of late record deadlines due to the National Public Service Portal calculating regular days instead of working days has not been recorded and resolved. The review shows that each branch will have different regulations on how to calculate days, so the PPC Office has asked the departments and branches to review the branch regulations according to the legal basis, to make appropriate adjustments. If any AP is incorrect, it will be proposed to the ministries and branches. The PPC Office will act as the focal point, after which the province will propose a solution. It is recommended that agencies and units soon review to coordinate adjustments to avoid late records.
Deploy 100% essential public services of Project 06
For digital transformation, the Provincial AP Resolution Information System has configured 1,311 eForms (100% of eForms are automatically filled in for online public services that generate records). Continuing to review and adjust 504 eForms (total 1,815 eForms) to suit and optimize users. Having coordinated to issue 25,409 digital signatures, the Department of Information and Communications recommends that officials, party members, civil servants and public employees be exemplary, responsible, and take the lead in electronic identification and authentication and use of online public services, public digital signatures, non-cash payments, etc. to be able to guide people around to set up and use digital transformation services in daily life.
As for Project 06, the Provincial Police said that 25 essential public services of Project 06 have been implemented 100%. Of these, 11 public services of the Police branch during the week received 28,080/29,216 online records, the online rate reached 96.11% (up 7.27% compared to 46th week).
