According to the summary report, in the past tenure, the Viet Nam - Japan Friendship Association in Binh Duong province (referred to as the Association) has built and implemented activities well. In particular, participating in calling for investment attraction, exchanging learning experiences in high-tech engineering, educational management, economics, and many other fields at research institutes and universities of foreign localities signed with the province; and attending trade and investment promotion programs and seminars in Japan. At the same time, propagating and mobilizing members to participate in a series of events to celebrate the 50th founding anniversary of Viet Nam - Japan diplomatic relations (September 21, 1973 - September 21, 2023). In particular, supporting the establishment and maintenance of regular activities of Japanese Clubs, multilingual clubs, the Association of Japanese people living and working in Binh Duong, etc. contributing to creating an environment for exchanges and meetings, thereby propagating and promoting the country and people of Viet Nam in general and Binh Duong in particular.
In addition, the Association has mobilized donations to award scholarships to excellent students in difficult circumstances in the province; mobilized to give houses and Tet gifts to families in difficult circumstances; supported preventing, combating, and overcoming the consequences of the COVID-19 pandemic, etc. with an amount of nearly 700 million VND.
Continuing to promote the achievements achieved in the past tenure, the Congress has set out directions and tasks for the second tenure (2023 - 2028).
The Congress agreed to elect an Executive Committee of 15 members. Mr. Nguyen Ai Dung was re-elected as Chairman of the 2nd Viet Nam - Japan Friendship Association in Binh Duong province, 2023 - 2028 tenure.

On this occasion, the Viet Nam Union of Friendship Organizations awarded Certificates of Merit to the Viet Nam - Japan Friendship Association in Binh Duong province and 02 individuals for their many positive contributions to people-to-people foreign affairs for the 2018-2023 tenure.

Speaking at the conference, Mr. Nguyen Van Loc highly appreciated the Association's efforts, solidarity, and responsibility over the past 5 years and agreed with the direction and key tasks that the Association has identified for the 2023 – 2028 tenure. He congratulated the Congress on electing outstanding personnel to join the Association's Executive Committee for the new tenure. To promote foreign affairs activities of the Party, the State, and the province in the coming time, he suggested that the Association continue to innovate its content and operating methods, focusing on building an increasingly developed and effective Association. Propagating to members and people of all walks of life about the Party and the State's foreign policy in relations with Japan. At the same time, strengthened foreign information, taking advantage of the contributions of the Vietnamese community studying, working, and living in Japan; Japanese alumni, and the Japanese enterprise community in the province for the Association's activities.
