​PORTAL - On the morning of November 20, at the Administration Center of Binh Duong Province, Mr. Nguyen Hoang Thao - Permanent Deputy Secretary of the Provincial Party Committee chaired the standing committee meeting of the Steering Committee for Administrative Reform, Digital Transformation, Project 06, Provincial Smart City (Steering Committee).

Attending were Mr. Nguyen Loc Ha - a Member of the Provincial Standing Party Committee, Vice Chairman of the PPC, and leaders of departments and branches. The meeting was carried out online in districts, towns, and cities.

Implementing administrative procedure (AP) reform according to Set of indicators 766, in the 46th week (from November 13-20, 2023), departments and branches have made many efforts to implement the following tasks: Announcing and updating AP on time, online public services, input and output digitization and reuse of digitization results and Project 06 data have been implemented drastically by departments, branches, and localities. However, there are still bottlenecks that have not been completely resolved: Late documents from the system of the Ministry of Planning and Investment and the Ministry of Transport have not yet been resolved.

Overview of the meeting

Implementing the direction of the Steering Committee, in the past week, departments, committees, and branches have focused on overcoming bottlenecks in the fields of administrative reform, digital transformation, and Project 06. Accordingly, reviewing internal AP and internal processes between State administrative agencies serves as a basis for processization, electronicization, horizontal connection, vertical connection, full process, and quality according to the principle of people and enterprises being the center. The Department of Planning and Investment urgently preparing conditions to announce the implementation of the electronic-connected and full AP process in the investment sector in November 2023.

Localities focus on improving the rate of online public services and digitizing records and results of resolving AP. Strengthening propaganda about implementing online public services and non-cash payments, piloting several non-cash markets. Promoting the role of the Community Digital Technology Team to deploy a model to support the implementation of online public services at the grassroots (hamlets, quarters, residential areas, etc.).

Project 06, focuses on completing the tasks assigned by the Central Government, the signed pilot models, and the implementation of 53 essential public services by 2023. Continuing to update the Project 06 database to ensure "correct, sufficient, clean, live" and share and connect industry databases to simplify the implementation of AP for people and enterprises.

Regarding smart cities, assigning the Department of Science and Technology to advise on the Communication Plan and propagate the results of Binh Duong achieving TOP 1 ICF 2023 and the 2024-2025 Innovation Plan. The Smart City Office coordinates with the Intelligent Operation Center (IOC) and departments, and branches to review industry databases and advise PPC to promulgate a Plan to complete industry databases, focusing on areas such as land, urban, construction, housing, labor, health, education, etc. serving the direction and administration of provincial leaders and serving people and enterprises.

Leaders of departments and branches report the results of overcoming bottlenecks in administrative reform and digital transformation

The Department of Information and Communications, in coordination with VNPT, has urgently overcome bottlenecks related to technical factors, transmission lines, and software; continue to equip public service digital signatures and support free digital signatures for people, etc. Announcing the hotline number of the 24/7 Technical Support Team for departments, branches, and localities to contact in case of problems.

Concluding the meeting, Mr. Nguyen Hoang Thao requested that departments, branches, and localities with poor results continue to have plans to concentrate their forces and deploy more effective solutions. In particular, continuing to simplify AP, review, and eliminate overlapping procedures and documents. At the same time, continuing to reform the organizational structure, appropriate job positions and develop plans to promote decentralization, authorization, and assignment, taking the quality and efficiency of work as the goal, better serving the needs of people and enterprises. Developing plans to increase human resources for Steering Committees at all levels. Departments and branches focus on completing the review of internal AP, regularly checking and digitizing records, updating results, and attaching rewards to encourage individuals and organizations to do well. Assigning the Department of Information and Communications to continue to overcome technical bottlenecks, levels of districts, communes, wards, and towns to focus on effectively handling AP, limiting late documents, etc.
