Economy continues to recover

Reporting at the conference, Chairman of the PPC Vo Van Minh said that in 2023, the world and domestic situation continue to face more difficulties and challenges than forecast, our country's important trading partners slow down, global trade and investment decline, food prices are high and gasoline prices often fluctuate, etc. which have had a strong impact on economic growth, investment, export and consumption.

It is estimated that by the end of 2023, out of 20 socio-economic and Party development targets according to the Resolution of the Provincial Party Committee, 17/20 targets will basically meet and exceed the yearly plan, 03/20 targets will not meet the plan. Economic growth rate is estimated to increase by 6% (in 2022 it increased by 8.01%); GRDP per capita is estimated at 177.1 million VND; economic structure of industry - service - agriculture - products taxes less subsidies on products with corresponding proportions of 66.17% - 23.83% - 2.62% - 7.38 (planned 67.0% - 23.09% - 2.49% - 7.42%); The index of industrial production (IIP) is estimated to increase only 6.5% over the previous year (planned to increase over 8.7%). Total retail sales of goods and service revenue are estimated at 305,119 billion VND, an increase of 14% compared to the previous year; maintaining an export surplus is estimated at 31.8 billion USD, down 7.3% compared to 2022; import turnover reached 23.1 billion USD, down 7%. Estimated budget revenue is 73,257 billion VND, reaching the estimate assigned by the Prime Minister, an increase of 10% compared to 2022; the disbursement rate of public investment capital reached 102.7% of the plan assigned by the Prime Minister. Attracting 75,767 billion VND of domestic registered business capital (down 2.8% over the same period) and 1 billion 348 million USD of foreign investment capital (equal to the same period), reaching the yearly plan. Total social development investment capital is estimated to be 164,300 billion VND, an increase of 11% compared to 2022.

Explaining the disbursement of public investment capital, Mr. Pham Trong Nhan - Director of the Department of Planning and Investment said that by November 13, 2023, the disbursement value of public investment capital in the province reached 12,517 billion VND, reaching 57.4% of the plan. This is the highest disbursement level in recent years (same period 2022 reached 44.4% of the plan) and is the first time the entire capital allocated by the Prime Minister has been disbursed in just over 10 months of implementation (early more than 3 months compared to plan), estimated disbursement for the whole year reached over 95% of the plan assigned by the province and equal to 170% of the plan assigned by the Prime Minister.

Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs reports on the labor situation in the province

Regarding the labor situation, Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs said that according to statistics, in the first 10 months of 2023, in the province there were nearly 127,700 workers whose jobs and income were affected due to difficulties in enterprises. In particular, focusing mainly on a number of industries such as: Wood processing (accounting for 18%), textile and garment (accounting for 16%), leather and footwear (accounting for 16%), the rest are other industries, etc. The affected labor group works at foreign-invested enterprises accounting for about 64%, domestic-invested enterprises 36%, etc. Through understanding the situation of enterprises and workers in the province, it shows that, from the third quarter of 2023, a number of enterprises have restored old orders and have new orders, so there is a need to recruit more new workers, with about 8,000 - 10,000 workers, etc.

Develop policies to support the relocation of enterprises

Reporting on the situation of developing policies to support enterprises relocating to industrial zones and clusters in the North, Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade said that, as the standing agency of the Steering Committee for implementing the Relocation Project, the Department of Industry and Trade is developing a draft Decision promulgating criteria to identify enterprises located outside industrial zones and clusters in the Southern area to convert their functions and relocate to Northern industrial zones and clusters of the province. Specifically, the expected criteria include: Criteria for ensuring fire prevention and fighting, environment, land, planning, construction, manufacturing industries, etc. These criteria are being completed under the direction of the Head of the Project Steering Committee; expected to be approved by the Project Steering Committee in December 2023 and submitted to the PPC for issuance of a Decision in April 2024.

 

Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade reports on the situation of developing policies to support the relocation of enterprises

According to Mr. Toan, when the criteria are issued, it will be determined the number of enterprises subject to relocation, the number of enterprises subject to conversion of function and the number of enterprises that do not relocate or converse function, number of affected workers needing support; will estimate the budget costs to be spent on implementing support policies as well as assessing the impact of relocation policies on enterprises and workers' daily lives, etc.

The Department of Industry and Trade has developed a draft of 04 groups of relocation support policies. Group 1 (supporting land and factory lease at new locations), for relocating enterprises, will be implemented through the selection of investors and preferential land lease policies for zones and industrial clusters to arrange enterprise relocation. Group 2 (institutional policies, laws), preferential policies for investors of industrial clusters; will apply preferential policies in the field of science and technology; support policies on industrial promotion; support in building technical demonstration models; build a pilot model on applying cleaner production in industry for industrial production establishments; apply advanced machinery and equipment, technology transfer, scientific and technical advances in industrial and handicraft production; loan interest rates for rural industrial establishments that pollute the environment and relocate to industrial zones and clusters; repair and upgrade the environmental pollution treatment system at the industrial clusters; prepare detailed industrial cluster planning; invest in construction of industrial cluster infrastructure; organize refresher courses, training, and education; support for workers during production stoppages and policies to pay unemployment benefits to workers who have to quit due to relocation; policies to support vocational training and job placement for workers affected by enterprise relocation; social housing policy for workers at new locations; new construction, renovation and repair of houses for living. Group 3 (new policy development), relocated enterprises are supported with post-investment loan interest rates from the state budget; support for fees and charges for carrying out administrative procedures (relocating enterprises are exempted from fees and charges for carrying out administrative procedures such as business registration, investment licenses, construction licenses, etc.); social housing policy; specific policies to support workers affected by enterprise relocation. Group 4, policies on changing the use purpose of premises, factories, and land.

According to Mr. Toan, in addition to the above policies, the land policy is considered a breakthrough policy to support and create motivation to promote the implementation of the Relocation Project to ensure on schedule.

To serve the conversion of functions of industrial zones and clusters in the South, relocation of production facilities in residential areas and serve the industrial development process of the province, developing a number of industrial clusters specializing in wood, mechanics, ceramics, textiles, garments, footwear, high-tech agricultural product processing, supporting industries, etc. to serve the sustainable development and preserve the province's traditional industries, the Department of Industry and Trade has expected: 02 net-zero carbon industrial clusters in Tam Lap 2 - Tam Lap 5, Phu Giao district; 09 wood industry clusters (Thanh An 1, Thanh An 2, An Lap 2, Dinh Hiep 2, Dinh Hiep 3, Dau Tieng; An Binh 3, An Binh 4, An Binh 6, Tan Long 1, Phu Giao); 02 industrial clusters supporting the wood industry (An 3 - Dau Tieng; An Binh 5 - Phu Giao); 02 ceramic industrial clusters serving relocation (Bo La 3, Bo La 4 - Phu Giao); 02 industrial clusters supporting textile, footwear, and handbag industries (Tan Dinh 2 and Tan Dinh 3- Bac Tan Uyen); 02 industrial clusters processing farm products, agricultural products (Long Tan - Dau Tieng; An Binh 2 - Phu Giao); 25 multi-industry industrial clusters serving relocation and being environmentally friendly.

Regarding the direction and tasks for 2024, Chairman of the PPC Vo Van Minh emphasized that in the coming time, the international and regional situation will still have many complicated and unpredictable developments, etc. Party committees, authorities, agencies and units at all levels continue to firmly grasp the situation, be flexible, innovative, creative, proactive, promptly adapt, and act more positively and effectively; continue to remove policy bottlenecks, clear resources, and effectively handle problems; improve the effectiveness of implementing new policies and performing public duties of officials and civil servants. Attracting selective foreign investment associated with connections with domestic enterprises to promote growth; budget revenue reaches the set plan, saving maximum expenses; actively directing the disbursement of public investment capital associated with accelerating the implementation of key transportation projects connecting the region; renovating and embellishing old urban areas and developing new urban areas in accordance with the province's integrated planning, creating a spacious, clean and beautiful urban appearance, a place of gratitude and worth living. At the same time, paying attention to comprehensive development of the fields of culture - society, education, and health on par with economic development, ensuring social security; consolidating and perfecting the streamlined apparatus, operating effectively and efficiently, reducing the size of the workforce, and improving the quality of officials; continuing to promote the prevention of corruption and negativity, ensuring political security, social order and safety, and avoiding being passive or surprised; doing the good job of propaganda and creating consensus in society; continuing to promote digital transformation, reforming, reviewing administrative procedures and building smart cities, etc.

The Secretary also pointed out the shortcomings and limitations that need to be overcome in 2024 for the economy to continue to develop further. The Secretary emphasized that in 2024, the forecast is still extremely difficult, the PPC's viewpoint must be to make a breakthrough and accelerate more strongly, in which attention should be paid to creating an open investment environment, smooth infrastructure, and smart management to serve breakthrough and development.

Striving to achieve economic growth of 9 - 10%; budget revenue to reach 71,600 billion VND; allocating 22,000 billion VND budget for development investment, digital transformation, training and attracting human resources, study promotion, and talent promotion. Focusing on attracting and training high quality human resources. Directing the drastic implementation of public investment, allocating enough capital to carry out compensation, site clearance and construction for key projects, ensuring compliance with regulations, efficiency, quality and proposed progress. Arranging 1,000 billion VND in conjunction with districts and cities to proactively prioritize budgets and socialization to invest in urban beautification projects, transport infrastructure, parks, green trees, entertainment and sports places for people. Continuing to remove difficulties for the real estate market.

Urgently developing the industrial - science and technology complex in Bau Bang district and investing in industrial clusters of about 1,500 hectares to pilot the relocation of a number of enterprises from Southern localities to Northern industrial zones and clusters; supporting enterprises with digital transformation and 4.0 technology transformation; maintaining the development of high-tech agriculture, urban agriculture, smart agriculture, and modern, highly efficient commodity production. Promoting the development of social housing and worker housing, effectively deploying the social housing project for the 2023 - 2030 period. Deploying the Information Technology Park, piloting the Private 5G network model to serve applications in smart factories, developing industry 4.0 and developing policies to attract investors in high technology, semiconductor chip technology, electronic circuits, attracting and training human resources in this field. Focusing on investing in schools that meet the criteria of 2 sessions/day to improve the quality of education, aiming to build smart schools and happy schools. Mobilizing well socialized resources to invest in the fields of education and health in depth, improving the qualifications and skills of teachers, nurses and doctors, equipping and renovating the existing public school system and medical examination and treatment facilities to be modern and meet prescribed standards. Promoting digital transformation activities, building e-Government and smart cities; continuing to reform administrative procedures; developing science and technology, promoting values honored by the ICF to continue implementing specific work to build a smart city, better serving the needs of people and enterprises. Organizing people to celebrate Lunar New Year 2024 joyfully, safely and economically, etc.
