During the past time, the direction and management of implementing public investment plan have been paid attention to in a drastic, timely and effective manner. The entire political system is mobilized with the leadership of the Provincial Party Committee, the supervision of the Provincial People's Council, the drastic management of the PPC and the efforts of departments, committees, branches and localities in synchronously implementing proposed solutions.
As reported by the Department of Planning and Investment, the total State budget capital investment plan for 2023 in Binh Duong province assigned by the Prime Minister in Decision No. 1513/QD-TTg dated December 03, 2022 is 12,182 billion 893 million VND, of which central budget capital is 3,142 billion 500 million VND, local budget capital is 9,040 billion 393 million VND.
For Central government's budget capital, the PPC has allocated 3,142 billion 496 million VND, reaching 99.9% of the plan assigned by the Prime Minister. For local budget capital, the PPC allocated 18,675 billion 439 million VND in Decision No. 3679/QD-UBND dated December 28, 2022, an increase of 9,635 billion 046 million VND compared to the investment plan assigned by the Prime Minister.
The capital plan for 2023 is 21,817 billion 935 million VND, the disbursement value to date is 12,127 billion 404 million VND, reaching 55.6% of the plan, the estimated disbursement rate for the whole year is 92.4% of the plan, of which, the Central government's budget capital plan is 3,142 billion 496 million VND, the disbursement value to date is 2,834 billion 812 million VND, reaching 90.2% of the plan, the estimated disbursement rate for the whole year is 99.3% of the plan; the local budget capital plan is 18,675 billion 439 million VND, disbursement value to date is 9,292 billion 592 million VND, reaching 49.8% of the plan, the estimated disbursement rate for the whole year is 91.2% of the plan.
The total capital plan in 2023 of key works and projects is 14,482 billion 334 million VND, the disbursement value to date is 8,310 billion 501 million VND, reaching 57.4% of the plan, the estimated disbursement rate for the whole year is 91.2% of the plan.
The total capital plan for 2022, extending the implementation and disbursement time to 2023, is 520 billion 968 million VND, the disbursement value to date is 478 billion 555 million VND, reaching 91.9%, the estimated disbursement rate for the whole year is 99.7%.
Overview of the meeting
Compared to the same period in 2022, disbursement of capital plan in 2023 is higher in both absolute numbers (3.17 times) and relative numbers (same period reached 43.6%). This is also the highest disbursement value of public investment capital in 10 months so far.
The progress of key works and projects is paid attention to, urged and promoted; started construction on a number of sections of the Ho Chi Minh City's Ring Road No.3 project through Binh Duong province - an important national project, creating momentum and motivation for the implementation of projects in the province.
Some main problems affecting the disbursement of public investment capital that have persisted for many years have now basically been resolved. The PPC has issued and amended regulations on compensation, support and resettlement policies in the province; issued the policy of unifying capital sources to relocate technical infrastructure works to hand over construction sites for projects. Promoting the application of information technology in making, appraising, assigning capital plans and reporting on implementation status, basically promptly meets the requirements in direction and administration of the PPC.
At the meeting, delegates exchanged and discussed a number of difficult and problematic issues such as building compensation land prices; clearance, compensation, and resettlement support; handling people's petitions and complaints; adjusting to increase or decrease capital plans, etc.

Speaking at the meeting, Chairman of the PPC Vo Van Minh praised the efforts of departments, branches and localities in disbursement of public investment capital over the past time, especially those units and localities with large disbursement volume.
Identifying the promotion of disbursement of public investment capital as a key political task in the last 3 months of the year, the Chairman of the PPC proposed that departments, branches and localities need to focus on striving to achieve the targets assigned by the Provincial People's Council on public investment plan and disbursement of public investment capital; further strengthening the role and responsibility of heads of branches and localities in directing and removing difficulties and obstacles in disbursement of public investment capital, especially obstacles related to site clearance.

Departments and branches, according to their functions and tasks, prioritize and focus resources on public investment, shortening the time for appraisal and approval; strengthen coordination with investors and district-level People's Committees to promptly remove difficulties and obstacles; in case of exceeding authority, must promptly report and propose to the competent authority for consideration and settlement. At the same time, regularly inspecting, monitoring and taking strict measures to handle cases where project implementation time is prolonged due to poor capacity of the contractor or consulting unit.
