Overview of the 12th (thematic) meeting – the 10th Provincial People's Council
At the Meeting, deputies voted to pass Resolutions in the field of public investment such as: Adjusting the Medium-term Public Investment Plan for the 2021 - 2025 period with local budget capital (3rd time); Adjusting the 2023 Public Investment Plan with local budget capital (2nd time); Adjusting investment policy for Thu Bien - Dat Cuoc Road Construction Project; Adjusting the investment policy of the North-South Road Construction Project.
Mr. Pham Trong Nhan - Director of the Department of Planning and Investment presents 04 Proposals in the field of public investment
Specifically, adjusting the Medium-term Public Investment Plan for the 2021 - 2025 period with local budget capital (3rd time) is 69,562 billion 100 million VND; adjusting the 2023 Public Investment Plan with local budget capital (2nd time) is 18,675 billion 439 million VND.
For the Thu Bien - Dat Cuoc Road Construction Project, adjusting the investment scale of Project 1 - Site clearance of Thu Bien - Dat Cuoc road with a site clearance scope of 74.5 meters. Particularly, curved sections are expanded according to design standards, deep excavations, high embankments, intersections, works on the road, ditches leading upstream and downstream of the culverts are carried out according to the scope of the project's occupancy. At the same time, adjusting the road to suit the terrain and topography on the road. Adjusted total project investment is 1,637 billion 227 million VND. In particular, stopping implementing Project 3 – Road construction with 8 lanes (phase 2).
Adjusting the investment scale of the North-South Road Construction Project 3 with the addition of a 351 meter long section, from N10 road, following the boundary of Binh Nguyen residential area and existing Dao Su Tich road then connecting to the East-West Main Road towards Viet Nam National University Ho Chi Minh City. The total length of the road (including the existing and additional sections) is about 1.73 kilometers, with the starting point intersecting the East-West Main Road and the ending point intersecting My Phuoc - Tan Van road. Total project investment: 1,085 billion 217 million VND.
Ms. Nguyen Thi Nhat Hang - Director of the Department of Education and Training presents the Proposal on extending the implementation time of Resolution No. 16/2022/NQ-HDND dated December 12, 2022 of the Provincial People's Council regulating tuition fees for public preschool education and general education in Binh Duong province for the 2022 - 2023 school year to the end of 2023 - 2024 school year
The meeting also voted to approve the following Resolutions: Amending and supplementing Resolution No. 39/NQ-HDND dated December 12, 2022 of Binh Duong provincial People's Council on state budget revenue estimates in the area; revenue, expenditure and local budget allocation in 2023; amending and supplementing Clause 1, Article 1 of Resolution No. 08/2023/NQ-HDND dated July 26, 2023 of the Provincial People's Council amending and supplementing a number of articles of the Regulations on decentralization of authority for public asset management; procurement of goods and services, repair of public assets of agencies, organizations and units; handling irrigation infrastructure assets under the management of Binh Duong province issued together with Resolution No. 14/2021/NQ-HDND dated December 10, 2021 of Binh Duong provincial People's Council; extending the implementation time of Resolution No. 16/2022/NQ-HDND dated December 12, 2022 of the Provincial People's Council "regulating tuition fees for public preschool education and general education in Binh Duong province for the 2022 - 2023 school year" to the end of 2023 - 2024 school year; promulgating the List of basic and essential public services using state budget in the field of Home Affairs in Binh Duong province.

Speaking at the end of the meeting, Mr. Nguyen Van Loc - Chairman of the Provincial People's Council emphasized that these are important contents, directly affecting social and security life, and are of interest to voters, especially the investment efficiency of works and projects from state budget capital and tuition fees, etc. Therefore, it is recommended that immediately after the meeting, the PPC urgently deploys and well implements the Resolutions just passed by the Provincial People's Council, especially focusing on directing and accelerating the progress of site clearance and construction to complete disbursement of public investment capital as planned.
To ensure the complete implementation of the Resolution on socio-economic development and ensuring national defense and security in 2023, it is recommended that all levels, branches, localities and units focus on concretizing and implementing well the Conclusion of the Provincial Party Executive Committee at the mid-tenure preliminary conference of the 11th Provincial Party Congress, 2020 - 2025 tenure and the first 9 months of 2023. In particular, focusing on reviewing and evaluating the implementation of socio-economic development plan targets in 2023, and having solutions and measures to direct and organize drastic and synchronous implementation to achieve the highest results.
