On Binh Duong province's side, attending were Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC; leader representatives of provincial departments, committees and branches.
According to Plan No. 4218/KH-UBND on coordinating the implementation of the Southeast Region Cooperation Agreement, there are a total of 12 regional coordination contents. By the end of the third quarter of 2023, 07/10 regional coordination contents have been implemented. The remaining 05/10 contents will continue to be implemented in the fourth quarter of 2023 and 2024.

Specifically, regarding coordination in implementing Ho Chi Minh City's Ring Road No.4 projects, Ho Chi Minh City Department of Transport has coordinated with relevant Departments of Transport to discuss and agree on the investment scale of phase 1, the scale of the parallel road, and the scope of site clearance; discuss the draft Coordination Plan and Regulations on coordination and implementation of Ho Chi Minh City's Ring Road No.4 construction projects; deploy the task of synthesizing the implementation results of component projects, etc. In addition, having organized the International Travel Expo Ho Chi Minh City with 30 programs and activities, attracting more than 25,000 visitors; deployed the Supply and Demand Connection Program between Ho Chi Minh City and provinces and cities in 2023; organized a conference to summarize the Project on Prevention and Combat of Illegal Sand Mining in Can Gio Sea, the area bordering Ho Chi Minh City with the provinces, 2019-2022 period, and continue to implement Project for the 2023-2026 period; organized an online conference with the Departments of Health of Tay Ninh, Ba Ria - Vung Tau, Dong Nai, Binh Duong, Binh Phuoc provinces to proactively grasp the support needs of each locality, etc.
Coordination contents on developing regional human resource training plan for digital transformation; organizing seminars and training courses to improve trade and investment promotion skills and support enterprises that are in the content preparation stage and will be deployed in the near future.

For coordination between Ho Chi Minh City and Binh Duong Province, there are a total of 10 bilateral coordination contents. By the end of the third quarter of 2023, 10 coordination contents have been implemented. Some key coordination contents being implemented are: Coordinating the implementation of component projects of Ho Chi Minh City's Ring Road No.3; researching investment to extend Urban Railway No. 1 to Binh Duong; implementing the project to improve the clearance height of Binh Trieu 1 bridge and Binh Phuoc 1 bridge on Saigon River; developing inter-provincial bus routes; coordinating the fields of Health, Tourism, etc. In the coming time, coordinating to comment on the pre-feasibility study report of the Song Than Intersection project, the project to upgrade and expand An Binh road and the bridge connecting the Song Than overpass; organizing OCOP Product and Local Specialty Exhibition Week of Binh Duong province in Ho Chi Minh City.
In the coming time, Ho Chi Minh City will coordinate with provinces in the region to implement Ho Chi Minh City's Ring Road No.4 projects. In particular, it is proposed that the Central Government provide capital support for Ring Road No.4 construction projects; unify common scale and technical standards; complete and promulgate the Coordination Plan and Regulations on coordination and implementation of Ho Chi Minh City's Ring Road No.4 construction projects, etc. At the same time, coordinating to speed up the implementation of Ho Chi Minh City's Ring Road No.3 component projects. Submitting to the Prime Minister to decide on investment policy for the Ho Chi Minh City - Moc Bai expressway construction project. Organizing and coordinating construction material sources for Rign Road and highway projects; strengthening waterway traffic connections. Coordinating research and proposing specific institutions, mechanisms and policies on coordination and development of regional connectivity. Developing a health development plan for the Southeast region, focusing on building a network of specialties in the prevention and control of dangerous diseases such as cardiovascular disease, stroke, and cancer, etc. Coordinating proposals to develop waterway tourism products on the river. Planning corridors along the Saigon and Dong Nai rivers, promoting the advantages of river landscape, socio-economic development, preserving cultural and historical space; and supplementing planning of waterway tourist routes along the river. Coordinating the organization of trade and tourism activities. Organizing OCOP Product and Local Specialty Exhibition Week in 2023, the program will take place from October 27 - October 29, 2023, at Le Thi Rieng Cultural Park, District 10, Ho Chi Minh City. Training regional human resources to serve digital transformation, etc.

Speaking at the conference, Chairman of Binh Duong PPC Vo Van Minh said that for the Ring Road No.3 project in Binh Duong province, the Binh Duong PPC has issued Official Dispatch No. 5113/UBND-KT dated October 06, 2023, requesting the Prime Minister to approve the policy of assigning the Binh Duong PPC to invest in the existing 15.3 kilometers section of My Phuoc - Tan Van road coinciding with Ho Chi Minh City's Ring Road No.3 in the form of public investment to exploit synchronously with Ring Road No.3 when put into operation (expected from 2026); approve the policy and budget support for Binh Duong province to invest in additional branches to complete the Tan Van intersection of component project 5 of the Project (additional investment to complete 08 expressway lanes and add 03/05 remaining branches) to promote investment efficiency of the Project.
Through comments from Binh Duong province, localities agreed to propose to the Prime Minister to consider and approve capital support and implement the contents proposed by the Binh Duong PPC mentioned above.
