At the meeting, the leaders of the Public Administration Center reported the results of the set of indicators for direction, administration and assessment of the quality of services provided to citizens and enterprises in the implementation of administrative procedures (AP) and public services in real time in Decision No. 766/QD-TTg of the Prime Minister (Set of indicators 766).
The Set of indicators 766 includes 05 indicator groups with a total of 100 points, of which the Publicity and Transparency indicator (18 points), Progress and resolution results indicator (20 points), Online service provision indicator (22 points), Records digitization indicator (22 points) and Satisfaction indicator (18 points).

According to the assessment, besides the positive results achieved, there are still some "bottlenecks" in AP reform, digital transformation, and e-Government building. The announcement of AP is not timely; updating and publicizing AP is not regular, not complete, not on time, etc. Providing online, interconnected, and full public services has not met the set goals. The digitization of new records only stops at the submission stage and has not yet been deployed at the stage of processing and returning electronic results. The rate of exploitation and reuse of information and digital data is low.
Binh Duong has basically implemented the connection and sharing of data between the National Population Database and the province's AP Resolution Information System. However, connecting, integrating and sharing data between the province's AP resolution information system and a number of information systems, national databases, specialized databases, fields of business registration, construction, land, criminal records, etc. have not been completed.
Provincial Police leader reports on the implementation of Project 06
On October 03 and 04, 2023, the Provincial Leaders' Working Group led by Secretary of the Provincial Party Committee Nguyen Van Loi worked with the Ministry of Information and Communications and the AP Control Agency, Government Office. Based on the opinions of Ministries and branches, Binh Duong Provincial Party Committee issued Official Dispatch No. 1556-CV/TU on focusing on implementing a number of key tasks on AP reform and digital transformation, which directs and assign specific tasks to quickly and completely resolve the "bottlenecks" that have been pointed out, striving to rank good in the province's administrative reform index and in the TOP 10 nationwide.
Specifically, by the end of November 2023, at least 80% of AP must be provided online public services. Digitizing the entire process, from input to returning results to create data and reuse data effectively; being determined to ensure that by the end of 2023, 100% of AP resolution results are digitized and 100% of input records with reuse value are digitized. Particularly for 25 essential public services under Project 06, 100% digitization must be immediately completed in handling AP at the One-stop-shop section so that people do not have to declare and provide again. Ensuring that 100% of the record components have digitized output results, are digitally signed and put into the personal digital data warehouse and Project 06 databases are used in receiving input records and reusing them to simplify record components
Ensuring the rate of resolving AP records on time is always above 98%; 100% of AP records are updated with processing progress information on the National Service Portal and recorded in the Set of Indicators 766, etc.

Speaking at the conclusion of the meeting, Mr. Vo Van Minh said that the meeting promptly identified shortcomings, limitations, and causes in implementing administrative reform, digital transformation, Project 06, building smart cities, etc. On that basis, all levels, branches, and localities, especially the steering groups and standing units of the Provincial Steering Committee, need to focus on monitoring and drastically implementing administrative reform, digital transformation, Project 06, and building smart cities. Focusing on implementing according to plan, evaluating the implementation process, focusing on removing "bottlenecks" and closely following reality to coordinate solutions to ensure the highest results. The Chairman of the PPC requested Party committees at all levels to strengthen their leadership and direction in implementation and promote the procurement of equipment to serve as planned, and requested departments, branches and localities to soon announce fully AP, minimize late records and improve the quality of online services, digitize records, etc.
