Binh Duong reviews support policies and criteria for relocating enterprises

​PORTAL - On the morning of October 25, at the Administration Center of Binh Duong province, Mr. Vo Van Minh - Chairman of the Provincial People's Committee (PPC) chaired the Steering Committee meeting of the Project "Investigating and evaluating the current state of operations and proposing policy mechanisms to support enterprises located outside industrial zones and clusters in the Southern region to convert functions and relocate to industrial zones and clusters in Binh Duong province" (referred to as Steering Committee).​

​​​As reported by the Department of Industry and Trade, the relocation plan and progress will include 04 segments. Specifically, from January 2022 to December 2023, carrying out the province's preparations to implement the Project. Organizing enterprise mobilization and propaganda information about the content of the Project; developing relocation criteria and policies to organize and implement the Project. From October 2023 - December 2023, notifying enterprises that need and voluntarily register to create a list for pilot implementation of function conversion and relocation to industrial zones and clusters as a basis for considering and organizing implementation according to the Project.

From January 2024 to December 2025, organizing a pilot relocation of about 10 to 20 voluntary enterprises into industrial zones and clusters in the Southern cities of the province. Completing the construction and promulgation of relocation criteria in the second quarter of 2024. Completing the draft relocation policy and submitting it to the Provincial People's Council for consideration and approval at the meeting at the end of 2024. Reviewing, evaluating, and learning from experience in pilot implementation of function conversion and relocation for voluntarily registered enterprises.

From January 2025 - December 2027, continuing to organize enterprise mobilization and propaganda information about the content of the Project. Implementing function conversion and relocation in Di An City, Thu Dau Mot City, Tan Uyen City, and Ben Cat Town.

From January 2028 - December 2030, continuing to organize enterprise mobilization and propaganda information about the content of the Project. Implementing measures to ensure performance of the Project as planned.

The Steering Committee has also considered and proposed relocation support policies for manufacturing enterprises located outside industrial zones and clusters in the Southern region to convert functions and relocate to industrial zones and clusters in Binh Duong province. At the same time, proposing criteria to identify enterprises outside industrial zones and clusters in the Southern region to convert functions and relocate to industrial zones and clusters. Accordingly, the criteria for grading to determine the relocation of enterprises have 04 levels: Compulsory relocation; subject to relocation; subject to conversion of function; Not subject to relocation or conversion of function.

Speaking at the conclusion of the meeting, Chairman of the PPC Vo Van Minh agreed with the development of support policies and criteria for evaluating the relocation level of enterprises. However, it is necessary to specifically review proposals for support policies in the direction of stabilizing employment for workers and enterprises' production. Considering land lease prices to encourage enterprises to relocate, and housing policies for workers when relocating; vocational training policies for workers; policy on exemption and reduction of fees and charges for administrative procedures when performing relocation; creating conditions for enterprises to inherit existing land funds in current locations to implement according to planning. The Department of Industry and Trade synthesizes comments to edit and supplement draft regulations; and submit it to the PPC for further consideration and approval at the next meeting.
