Reporting on the situation of production and business, construction investment, export and import at the meeting, Chairman of the PPC Vo Van Minh said that by October 15, 2023, domestic business registration in the province reached 71,443 billion VND (down 1.5% over the same period), including 5,399 enterprises newly registered (40,845 billion VND), 1,353 enterprises adjusted to increase capital (39,869 billion VND); 85 enterprises reducing capital (4,921 billion VND) and 541 enterprises dissolved (4,350 billion VND). Accumulated up to now, the whole province has 64,631 domestic enterprises with a total registered capital of 702,000 billion VND. Foreign investment attracted 1.3 billion USD (down 54% over the same period), including 101 new projects (533 million USD), 31 projects adjusted to increase capital (151 million USD), 112 enterprises contributed capital (772 million USD), and 10 projects reduced capital (148 million USD). Accumulated to date, the whole province has 4,185 foreign-invested projects with a total registered capital of 40.2 billion USD.

Industrial production still achieved good growth over the same period. Enterprises have proactively changed models, sought markets, and boldly transformed digitally, but they still face many difficulties due to a sharp decrease in orders. The index of industrial production (IIP) in 9 months is estimated to increase by 4.0% (same period increased by 8.6%); of which, the mining industry decreased by 1.1%; processing industry increased by 4.2%; production and distribution of electricity, gas and water decreased by 0.9%; water supply and wastewater and garbage treatment increased by 5.6%.

Binh Duong province is urgently organizing the final workshop on Binh Duong Provincial Planning for the 2021-2030 period, with a vision to 2050, expected to be submitted to the Government for approval in December 2023; researching urban development planning along the Saigon River, along key routes; resolving difficulties for enterprises and real estate projects.
The province has organized the commencement of 02 bidding packages under the component project 5 of Ring Road No.3; regularly checks progress, urges and removes difficulties in key traffic projects such as: National Highway 13, Bac Tan Uyen - Phu Giao - Bau Bang road; continues to coordinate with relevant localities and units to research and propose implementation of investment procedures for Ring Road No.3, Ring Road No.4, and Ho Chi Minh City - Chon Thanh Expressway; builds a list of priority transport projects using public investment capital for the 2021 - 2025 period and after 2025; researches investment to upgrade, renovates and builds new locations connected to Thu Duc city; agrees on traffic connection locations between Tan Uyen city, Di An city and localities of Dong Nai province.

Export and import activities face many difficulties, especially the province's key export industries (wood, textiles, leather and footwear). Specifically, export turnover is estimated to reach 23 billion USD, down 13.2% over the same period in 2022 (same period increased 11.9%); Import turnover is estimated at 16.1 billion USD, down 14.8% (same period down 1.6%).
As of October 15, 2023, the disbursement value of the province's 2023 public investment plan is 11,117.1 billion VND, reaching 51.0% of the plan assigned by the province and 91.3% of the plan assigned by the Prime Minister. Compared to the same period in 2022, disbursement of public investment capital in 2023 is higher in both rate and disbursement value (last year reached 3,692.4 billion VND, equivalent to 32.7% of the plan).
Reporting difficulties and obstacles, Chairman of the PPC Vo Van Minh said that currently Binh Duong is facing difficulties and obstacles in implementing investment and construction projects due to legal procedures related to land; investment and construction procedures; fire prevention and fighting; credit policy; tax, fee and charge policies; customs procedures; administrative procedures and payroll, etc. The Chairman of the PPC proposed that the Ministry of Construction, relevant Ministries and branches consider and remove difficulties for the province.
At the meeting, leaders of Dong Nai and Tien Giang provinces also reported difficulties in domestic revenue, tax collection from export and import; public investment, etc.

In response to the recommendations of localities, Minister of Construction Nguyen Thanh Nghi requested Ministries and branches to study carefully to have specific written responses; synthesize local recommendations to report to the Prime Minister. Regarding contents related to the fields of the Ministry of Construction, especially the planning of Dong Nai and fire prevention and fighting of Binh Duong, Minister Nguyen Thanh Nghi noted and affirmed that the Ministry fully supports proposals and recommendations to amend and supplement regulations to remove difficulties for localities and enterprises. For other issues, the Ministry will summarize and provide written responses to create favorable conditions for localities to develop further in the future.
