Overview of the meeting
The meeting considered and approved the Report on Binh Duong province's socio-economic development, defense and security for the first 9 months of 2023. Accordingly, the situation in the first 9 months of 2023 took place in difficult conditions, with more challenges than advantages and opportunities. The PPC has early forecast and assessed the situation from the last months of 2022 to focus on directing and leading to remove difficulties and obstacles. As a result, out of 35 main targets according to the 2023 Socio-Economic Development Plan, up to now, 19 targets have achieved over 50% of the plan and exceeded the yearly plan.
The PPC's report shows that the province's socio-economy gradually recovered positively month by month and quarter by quarter. Gross regional domestic product (GRDP) in the first quarter increased by 1.71%, in the second quarter increased by 5.73%, and in the third quarter increased by 7.0% over the same period. 9-month GRDP is estimated to increase by 4.9% over the same period in 2022 (same period increased by 7.2%); in which industry - construction increased by 4.2%; services increased by 6.9%; agriculture, forestry and fisheries increased by 3.3%; product taxes less subsidies on production increased by 5.8%.
Total social development investment capital is estimated at 109,924 billion VND, an increase of 11.4% over the same period. The situation of business registration and foreign investment attraction remains stable.
The disbursement rate of public investment capital is equivalent to the same period, but the disbursed capital is 5,500 billion VND higher. Key projects, Bac Tan Uyen - Phu Giao - Bau Bang road, Ring Road No.3, Ring Road No.4, Ho Chi Minh City - Chon Thanh Expressway are urgently completing investment procedures.
Leaders of departments, branches and mass organizations speak at the meeting
Along with focusing on economic recovery and development, the province has mobilized many resources to well implement policies for target groups. The quality of education at all levels has been improved; the Education branch and localities have carefully prepared conditions for the opening of the new school year.
However, unfavorable and unpredictable developments in the world economic and political situation continue to greatly affect production and business activities and growth drivers. Two indicators of export and import turnover decreased sharply over the same period (export turnover decreased by 13.2% and import turnover decreased by 14.8%). Enterprises face many difficulties and workers' jobs are affected.
It is forecast that the remaining 3 months of 2023 are still difficult and challenging. The PPC will focus on directing and having specific solutions to strive to complete the set targets as high as possible.

Speaking at the conclusion of the meeting, the PPC Chairman Vo Van Minh acknowledged and appreciated the efforts of departments, branches and localities in implementing tasks and plans in the first 9 months of 2023.
At the same time, he noted that from now until the end of the year, it is necessary to focus on implementing the proposed key tasks, including paying attention to coordination and implementation, avoiding the situation of pushing responsibilities. Focusing on promoting disbursement of public investment capital, removing difficulties and obstacles for enterprises regarding land, investment licensing procedures, real estate projects, social housing, production and business, trade and services. Budget revenue meets set targets; ensuring balance of capital spent on public investment.
Branches need to pay more attention to digital transformation, administrative reform, and the Security Surveillance Camera Project. Ensuring security and order in the area. The Department of Justice reviews and advises the PPC to improve the province's legal document system.
Besides, continuing to perform social security well, especially care for the lives of workers in difficult circumstances, etc.
The PPC Chairman emphasized the need to continue decentralizing and authorizing power to the grassroots; strengthen responsibility and coordination between departments, branches and localities to succesfully complete the set targets and tasks in 2023.
Regarding other proposals' contents at the Meeting, the PPC Chairman basically agreed and assigned departments and branches to continue to supplement and complete the contents.
The meeting considered and commented on a number of other important contents: Draft Decision on authorizing water resources licensing for a number of cases under the authority of the PPC; Investment policy for Security and Traffic Safety Surveillance Camera Project; approving the sustainable forest management plan to protect Kien An landscape, An Lap commune, Dau Tieng district until 2030; compensation and resettlement support plans and estimates; adjusting public investment in 2023 (2nd time) and adjusting the Medium-term Public Investment Plan for the 2021-2025 period (3rd time) and expected Public Investment Plan in 2024; Activity plan of the Youth Volunteer Group participating in community digital transformation in Binh Duong province, etc.
