Drastically clearing the site for key transport projects

​PORTAL - That was the direction of Provincial Party Secretary Nguyen Van Loi at a meeting with leaders of departments, committees, branches, districts, towns and cities on the implementation of key transport projects in the province that took place on morning of September 06 in Ben Cat town.​

​Deploy projects that encounter difficulties and problems

Reporting on the deployment status of key transport projects in the province, Mr. Nguyen Huu Tuan - Deputy Director of the Department of Transport said that Ring Road No.3 - Ho Chi Minh City (phase 1) includes 04 bidding packages, of which construction of Package No. 2 has begun (Binh Chuan intersection); Package No. 4 (Binh Goi Bridge), contractors have been selected and construction broke ground on August 26, 2023; Package No. 3 (from Binh Chuan intersection to Saigon River) is expected to deploy contractor selection in September 2023; Package No. 1 (Tan Van intersection) is expected to hold bidding and strive to break ground in September - October 2023. Localities have carried out site clearance with a total paid amount of 2,643.488 billion VND/total approved amount of 3,957.899 billion VND, reaching 66.79%.

 

Overview of the meeting

The project of Ho Chi Minh City's Ring Road No. 4 (phase 1) and Ho Chi Minh City - Chon Thanh Expressway are progressing as planned.

For the National Highway 13 upgrading and expansion project, section from Le Hong Phong to Tu Do, about 85.3% of the site has been handed over. The section from Tu Do to Ong Bo bridge has handed over about 21.8%. The section from Ong Bo bridge to Vinh Binh bridge has been handed over about 3.5%. Currently, the People's Committee of Thuan An City and Thu Dau Mot City is increasing human resources and speeding up site clearance to hand over the construction site.

DT.746 road upgrading and expansion project, section from Tan Thanh intersection to Hoi Nghia three-way intersection, currently, with the assigned site, the construction unit is implementing the construction of red gravel roadbed, retaining walls, crushed aggregate road surface, and drainage system along the road. For the section through Bac Tan Uyen district, site clearance payment was made with the amount of 273.861 billion VND, 182 documents/291.045 billion VND, 199 documents (reaching 94%). The section passing through Tan Uyen city has made payments of 261.2 billion VND with 238 documents (reaching 67%).

The Provincial Traffic Works Construction Investment Project Management Board has approved the survey and design task outline. It is expected that in early September 2023, the Board will submit to the Provincial Appraisal Council the plan and capital source for relocating the power system.

The Saigon River road project, section from Bay Tra canal to Ba Lua river, is about 2.2 kilometers long in Thu Dau Mot City. Currently, the City People's Committee has completed the proposal report and submitted it to the Department of Planning and Investment for appraisal. The section from Gia Long street to Vinh Phu 40 street is about 1.84 kilometers long, the section from Binh Nham canal to the border with An Son port is about 2.23 kilometers long. Thuan An City People's Committee is preparing and adjusting the report proposing investment policies with an appropriate scale according to the approved general city planning. The section from Ba Lua canal to An Son Port is about 3 kilometers long. The Provincial Traffic Works Construction Investment Project Management Board is preparing a report proposing project investment policies.

The National Highway 13 upgrading and expansion project still faces difficulties in construction because the electrical system has not been relocated

The Dong Nai river crossing bridge construction project (Bach Dang 2 bridge) has paid for site clearance of the road leading to Bach Dang 2 bridge (Binh Duong side) with the amount of 88 billion VND/224,718 billion VND (reaching 39%), Tan Uyen City continues to prepare compensation, support and resettlement plans, pay compensation and hand over construction sites in September 2023. The Dong Nai river crossing bridge construction project has been constructing bored pile foundations, bridge piers and abutments, river bank embankments, preparing soil embankment for the bridgehead road, the implementation volume is about 40% compared to the contract. Payment has been made in the amount of 17.4 billion VND/40.3 billion VND (reaching 43%). It is expected to continue handing over the site in September 2023; Dong Nai side has handed over the site.

For the An Tay River Port construction project, a notice of contractor selection has been posted according to regulations. However, until now the posting time has expired but no investor has submitted an application to register interest in implementing the project.

The Phuoc Kien five-way intersection project has had its investment policy approved. The  staking work for site clearance has been completed at 100%, the consulting unit is completing the valuation certificate, expected to submit to the Appraisal Council for approval in September 2023.

At the meeting, leader representatives of departments, committees, branches, districts, and towns presented the main difficulties and problems related to compensation for site clearance and relocation of the power grid during project implementation.

Focus on solutions

Discussing solutions to remove difficulties and obstacles in implementing key transport projects, Mr. Nguyen Huu Tuan - Deputy Director of the Department of Transport proposed that the Provincial Traffic Works Construction Investment Project Management Board urgently study the investment plan for the 15.3 kilometer section (from Binh Chuan intersection to Tan Van) under the Ring Road No.3 project. Tan Uyen City People's Committee accelerates site clearance to soon have a construction site for the bridgehead road and M1 abutment for the Bach Dang 2 bridge project. It is recommended that the Department of Planning and Investment consider and make a preliminary assessment of the capacity and experience of investors who submit registration documents to implement the An Tay River Port construction project; report and propose to the PPC according to regulations. For Phuoc Kien five-way intersection, Becamex IDC Corp is requested to coordinate with relevant departments and branches to urgently complete documents and legal procedures for the overpass item to soon begin construction to resolve traffic congestion and complete the project according to the Resolution of the Provincial Party Committee.

Regarding Ring Road No.3 and Ring Road No.4, Mr. Tran Hung Viet - Director of the Provincial Traffic Works Construction Investment Project Management Board said that the Ring Road No.3 Project is stuck at the Tan Van intersection related to the railway; site handover for implementation of package No. 3 is still low, and requested Thuan An and Di An City to soon direct and focus on applying prices to disburse site clearance funds as committed to the Government by December 31, 2023, to hand over 100% of the site to the construction unit. For Ring Road No.4, the implementation schedule compared to the province's plan is slow because the compensation plan has not been approved. It is requested that the Department of Transport determine the land clearance boundaries for the Board to announce to the people.

Regarding the An Tay River Port project, Mr. Trinh Hoang Tuan Anh - Deputy Director of the Department of Planning and Investment said that to increase the attractiveness and feasibility of the project, the Department has coordinated with Becamex IDC to review, research and advise on expanding the project scale to ensure resettlement area when implementing the project. For the Ring Road No.4 project, there are still difficulties in determining site clearance costs because currently there are only construction cost norms and no guidance on site clearance cost norms from the Central Government, the Department has reported to the PPC to establish an Appraisal Council to remove difficulties and obstacles. The Department also tries to balance capital sources for the DT.746 road upgrading and expansion project when this project increases its capital to 3,900 billion VND.

For projects in Thuan An city, Chairman of the City People's Committee Nguyen Thanh Tam said that Thuan An City aims to complete site clearance from Le Hong Phong street to Ong Bo bridge under the National Highway 13 upgrading and expansion project by the end of September 2023. However, the city's current difficulty is arranging resettlement for 36 households that are completely cleared. Mr. Tam also assessed that during the past time, the city's investment capital disbursement volume has been slow, causing difficulties in implementing key projects. Besides, the project also faces difficulties in relocating the power grid system. For Ring Road No.3, the city will carry out site clearance for the necessary section first, striving to hand over 100% of the construction site by the end of 2023; the city also faces difficulties in arranging resettlement for affected people.

Through opinions of departments, branches and localities, Provincial Party Secretary Nguyen Van Loi emphasized the meaning and importance of these projects; At the same time, he praised the efforts and try to overcome many difficulties to implement the project on schedule set by all levels, branches and localities. The Secretary of the Provincial Party Committee said that the biggest difficulty facing implemented transport infrastructure projects is compensation and site clearance due to people's complaints about land prices and assets on land. In addition, the relocation of electricity, water supply and drainage systems, and telecommunications of many key transport projects is still slow, so there is no construction site. The Secretary of the Provincial Party Committee requested all levels, branches, localities and relevant units to be highly focused, with many solutions to more drastically implement compensation and site clearance in projects of National Highway 13 upgrading and expansion, DT.746 Road, and Ring Road No.3.

In addition, all levels, branches and localities need to strengthen coordination, ensure early completion of legal procedures for projects and implementation of compensation and site clearance. In September 2023, the Department of Finance must submit to the PPC to amend Decision 09 on supporting the relocation of assets and crops on land in a more specific and clear direction for branches and localities to implement to ensure consistency and compliance with the law. For some localities facing difficulties in resettlement land funds, the Provincial Party Secretary requested early approval and acceleration of resettlement areas and the province will assign Becamex IDC to use available land funds in residential and resettlement areas to grant cases of complete clearance. In addition, localities conduct a review, if there are special cases of site clearance, branches and localities must submit to the leaders of the Provincial Party Committee and PPC appropriate policies and solutions to support people in resettlement with the view of having an equal and better life, not leaving people confused and worried. Regarding capital sources, it is recommended that the Department of Planning and Investment and the Department of Finance allocate enough capital and flexibly adjust capital in key projects, avoiding excess or shortage as currently, focus on prioritizing capital for site clearance compensation, especially the Bach Dang 2 bridge project and the DT.746 road upgrading and expansion project. Regarding bidding, selecting contractors must ensure compliance with legal regulations, but must choose contractors with professional and financial capacity to participate, must not let contractors with weak capacity do the construction, which will affect the schedule and quality of the works.
