Reporting to the Provincial leaders' delegation, the representative of Di An City Construction Investment Project Management Board said that the project of Ho Lang revolutionary relic and eco-tourism site is located in Tan Binh ward, Di An city with a total area of 32 hectares, a total investment of about 345 billion VND, implementation period from 2023-2027 from the provincial budget. Currently, the project has completed phase 1 including construction items: Main gate, side gate, military handover house, landscape lake, garage, lighting system, etc. Phase 2 investment items include: Square area; Traditional house; Monument; Operation house; recovering trenches, tunnels, registration and memorial house; parking lots, flower gardens and green trees, technical infrastructure systems.

Speaking at the survey, Provincial Party Secretary Nguyen Van Loi requested Di An City and the investor to research the project's work items to fully promote the cultural and historical values of the relic, however, it must ensure savings and high aesthetics of the project.. Building an eco-tourism site requires attention to works that serve the needs of cultural activities, entertainment, recreation, and sports activities for the people. Creating a lively landscape architectural space, in harmony with the surrounding area, meeting the needs of urban development, ensuring conditions for economic, political, cultural and social development in the new era.
Fix bottlenecks
As reported by the Di An City Party Committee, in the first 8 months of the year, although the economic situation still faced many difficulties, along with the great efforts and determination of the whole political system, together with the consensus of the people, enterprises, the city's socio-economic continued to be maintained and developed stably in the right direction. Total State budget revenue reached 38.44% of the estimate assigned by the PPC. The total new revenue received by the local budget and put into balance for implementation reached 46.54% of the estimate assigned by the province and the Resolution approved by the City People's Council. Total local budget expenditure reached 62.18% of the estimate assigned by the PPC, equal to 53.29% of the Resolution passed by the City People's Council. Regarding disbursement of public investment capital, reaching 48.13% of the adjusted capital plan approved by the City People's Council. Currently, the locality is focusing on reviewing the public investment portfolio, handling difficulties and obstacles, and speeding up the implementation progress of projects, especially key projects and projects requiring compensation capital, in which priority is given to approval and compensation payment for Ring Road No.3, To Vinh Dien Road. The city has agreed with neighboring localities to invest in connecting 21 existing points and 09 new open traffic roads and points, which have now been updated in the planning.

In addition to the achieved results, according to City Party Secretary Ho Quang Diep, the city's budget revenue situation is difficult to reach the assigned estimate due to difficulties in enterprises, the Government implements tax deferral and relaxation policies; the budget allocated for public investment, urban renovation and embellishment and environmental sanitation is not commensurate with the needs of a developed urban; there is no source to supplement estimates for units implementing regimes and policies approved by the Provincial People's Council and those receiving an increase in base salary as prescribed in Decree No. 24/2023/ND-CP of the Government but cannot use salary reform sources to spend. According to statistics, the estimated increase in demand for the above content is about 45 billion VND. Regarding compensation clearance, Mr. Ho Quang Diep said, there are regulations on conditions for imposing compensation prices for assets attached to land, there are no regulations on subjects, conditions, compensation and support levels to consider compensation and support in Decision No. 09/2023/QD-UBND, dated April 13, 2023 of the Binh Duong PPC, so the site clearance for works and projects facing many difficulties, etc.
Facing the above situation, Di An proposed the province to direct the Tax Department to have solutions to increase revenue, coordinate and share information, especially revenues from the foreign-invested sector and non-state tax revenues. In case the locality is out of balance, it is recommended that the province consider approving the policy of supplementing the budget balance so that the locality can complete the assigned tasks in 2023. Allocating capital for the local implementation of public investment, urban renovation and embellishment, environmental sanitation, Project 06, etc. from other revenue sources of the province. The province will create all conditions for Di An to free up resources and promote growth. The Provincial Party Secretary said that the issue of budget revenue is very important, so in the last 4 months of 2023, localities must propose solutions to increase revenue. Making more efforts and drastic measures in implementing compensation and clearance, especially the Ring Road No. 3 project. Regarding planning, it is necessary to focus on building Di An urban area into a livable place, a smart city, well solving the problem of land fund, planning and socialization to invest in technical and social infrastructure such as: transportation, education, health and green parks.

Regarding difficulties in procuring equipment for the Health and Education branches, the Provincial Party Secretary requested leaders of branches to quickly resolve them, ensuring fast principles, but must comply with regulations. In addition, there is a need to improve the quality of education and healthcare in a smart direction, pay attention to socialization in the cultural field, and develop projects that must ensure efficiency and serve the community. Regarding Project 06 and administrative reform, it must be implemented more synchronously and drastically, with the right focus and key point, taking the people as the center to serve.
