Speaking at the meeting, permanent Deputy Secretary of the Provincial Party Committee Nguyen Hoang Thao warmly welcomed the Governor of Artemisa province to visit and work in Binh Duong. At the same time, he said that in September 2022, the leader delegation of Binh Duong province had a business trip to Cuba. In April 2023, the People's Committee of Binh Duong province signed a Letter of Intent with Artemisa province on the occasion of the official visit of National Assembly Chairman Vuong Dinh Hue in Cuba. Thereby affirming that the friendly and cooperative relationship between the two countries Viet Nam - Cuba in general, and the two provinces of Binh Duong - Artemisa in particular, is getting better and better, always accompanying each other every step forward. He emphasized that, in the spirit of openness and gratitude, the issues raised by the Artemisa Delegation, Binh Duong province is ready to answer, and the two sides will continue to have many meetings and work to strengthen the cooperative relationship between the two localities.

Mr. Ricardo Concepcion Rodriguez expressed his emotion at the warm welcome of Binh Duong provincial leaders to the delegation. He said that the Party, State and people of Cuba attach great importance to, consolidate and preserve the special friendship and solidarity relationship between Viet Nam and Cuba. The delegation's visit and work aim to strengthen the friendly cooperative relationship between the two countries and at the same time strengthen the good cooperative relationship between the governments and people of Artemisa - Binh Duong provinces. Artemisa province wished to promote economic development cooperation with Binh Duong province as well as apply Binh Duong province's experience in Artemisa's socio-economic development.

At the meeting, the leaders of Binh Duong and Artemisa provinces briefly introduced the construction and development process of the two localities, the potential and strengths of each side and the opportunities for trade and investment cooperation in all fields of economics, culture, health, education, science and technology.
Sharing about the values of the province's development experience, Ms. Truong Thi Bich Hanh - Head of Propaganda and Training Commission of Provincial Party Committee said that, according to experts' assessments, Binh Duong's development process is a successful model in the renovation in Viet Nam. It is a breakthrough thinking, a strong desire to rise, the right decisions, in line with the motto "The central government goes first, the local creates, enterprises accompany, people participate", at the same time soon establish cooperative relations with foreign countries to learn from experience, appropriate development model, as a foundation for Binh Duong to make drastic changes, becoming an attractive place for people from all over the country, domestic and foreign investors to invest, work and live.

Expressing their impression of the socio-economic development process of Binh Duong province, leaders of Artemisa province wished to strengthen economic cooperation with Binh Duong province based on considering the advantages of resources, land and people to form specific cooperation projects, especially for agriculture, which is an important sector of Artemisa province, other fields such as construction materials, mining, science and technology, health, and education are also very interested.

At the meeting, leaders of the two sides recognized that the two localities have many similarities, rich potential, and wished to promote bilateral cooperation in many fields, aiming to establish cooperative relations between the two localities. This is also an opportunity for Binh Duong province to conduct trade promotion activities, call for investment expansion, transfer modern technology and cooperate in the fields of health, Cuba's famous biopharmaceutical industry.
Based on the Letter of Intent signed on April 21, 2023 and the friendship cooperation activities over the past time, at the meeting, the Binh Duong PPC and the Artemisa Provincial Government signed a Memorandum of Understanding on the establishment of partnership and twinning relationship.

The signing of cooperation and twinning aims to contribute to consolidating and developing the friendly relationship in many aspects between the People's Committee of Binh Duong province, the Socialist Republic of Viet Nam and the government of Artemisa province, the Republic of Cuba on the basis of appropriate to the scope of functions, tasks, and powers of the sides, in accordance with the laws of each country and international provisions to which Viet Nam and Cuba are members.
According to the signed content, the two sides will strengthen the friendly relationship and expand cooperation activities in the fields of economics, culture, health, education, science - technology, trade promotion and investment cooperation, improving the quality of human resources. The two sides jointly create favorable conditions for local enterprise delegations to explore and promote trade and investment promotion activities in accordance with the potential and strengths of each side within the legal framework of each country.
The two sides make efforts to build a sustainable relationship and join hands to contribute to the socio-economic development of the two localities.

Artemisa Province is one of Cuba's two new provinces, established on August 01, 2010 with the division of La Habana province. The capital and largest city of the province is Artemisa with an area of 4,004.27 km2 and a population of 502,392 people. The province is located on the main highway and main railway line between Habana and Pinar del Río. This is also the area where Thai Binh Viet Nam Company is investing and operating. Through researching some basic information about Artemisa province, although newly established, Artemisa province has made many contributions to Cuba and plays an important role in the country's industrial and agricultural activities. This is also the main agricultural product supply for Havana capital.
Artemisa province is a locality with a number of typical friendship projects and associations with Viet Nam, especially three projects in Bauta town (bordering to the west of Havana capital), including "Ben Tre House", "Viet Nam Friendship Primary School" (under construction with the support of Viet Nam Union of Friendship Organizations (VUFO) and "Vietnamese children" kindergarten.
