Attending were Mr. Nguyen Hoang Thao – Permanent Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC); comrades in the Provincial Standing Party Committee, leader representatives of departments, branches and enterprises.
According to the draft, the Project focuses on 10 groups of subjects entitled to social housing policies include: People with meritorious services to the revolution, poor and near-poor households, low-income people, workers, officers, professional non-commissioned officers, civil servants, public employees, pupils - students, etc.
Regarding the mechanism of support and incentives for social housing construction investors, the Project proposed that project investors that do not use public investment capital or state capital outside public investment are exempted from land use fees and land rent according to regulations; are exempted from value added tax and corporate income tax as prescribed; get preferential loans from the Viet Nam Bank for Social Policies or credit institutions; are supported by the PPC in whole or in part with investment funds for the construction of technical infrastructure systems within the scope of social housing construction projects; are exempted from carrying out the basic design appraisal procedures, etc.

In the 2021-2030 period, the Project sets out an investment target of about 172,879 social housing units, the total land area is about 612.1 hectares, the construction floor area is estimated at 10,110,867 square meters, meeting for about 678,307 people with a total investment of about 92,661 billion VND, 2 times higher than the target assigned by the Government. In which, in the 2021-2025 period, it is expected to arrange about 158 hectares of investment land to complete about 42,256 social houses, with a construction floor area of 2,702,572 square meters, meeting for about 163,476 people, with a total invested about 24,668 billion VND. In the 2026-2030 period, it is expected to arrange about 454 hectares of investment land to complete about 130,623 social housing units, with a construction floor area of 7,408,295 square meters, meeting for about 514,831 people, with a total investment of about 67,993 billion VND.
To achieve the above target, the solution of land fund is the top priority of the Project. Of which, there are 34 areas managed by State-owned enterprises or the land fund managed by the Land Fund Development Center; 17 areas with available land fund of investors; 20% of the land fund available from investment projects to build commercial houses, urban areas planned for social housing development; land fund conversed functions in Thu Dau Mot, Thuan An, Di An, Tan Uyen cities and Ben Cat town for social housing development; land fund from the relocation of industrial parks and clusters; planning land fund near industrial clusters and industrial parks; 27 urban development areas on Ring road No.3, Ring road No.4, and Ho Chi Minh City - Chon Thanh expressway.
In addition, the Project also proposed solutions on planning - architecture; science and technology in social housing development; capital solutions.

At the meeting, the delegates focused on commenting on solutions to implement the Project, including prioritizing the land fund for social housing development; policies for investors to build social housing, etc.
Secretary of the Provincial Party Committee Nguyen Van Loi concludes at the meeting
Through the comments of the delegates, Secretary of the Provincial Party Committee Nguyen Van Loi basically agreed with the content of the Project; at the same time, requested the consulting unit to add comments to complete the Project. In order to effectively implement the Project, the Secretary asked State-owned enterprises to immediately participate in the Project implementation to join hands with the province in developing social housing. Assessing the Project feasibility, the Secretary emphasized that the province's point of view is to pay attention to the workers, low-income workers with cheap prices, suitable to the incomes of the subjects; expand more subjects, priority subjects; well apply central government and local policies in social housing development, especially in terms of capital; agree on the expansion of social housing construction areas as proposed by the Project; study to reduce related administrative procedures to create conditions for enterprises to access capital for project implementation. Priority should be given to selecting enterprises with extensive experience in social housing construction to participate in the development of social housing. The Secretary also noted that the design of the social housing model needs to ensure the criteria to well serve the people's essential lives such as amusement parks, entertainment areas, and surrounding green trees.
