​PORTAL - On the afternoon of August 01, at Binh Duong Convention and Exhibition Center, the Provincial People's Committee (PPC) held a press conference to inform about the socio-economic, defense - security situation in the first 6 months of 2023.

​Attending the press conference were Mr. Nguyen Loc Ha - Member of Provincial Standing Party Committee, Vice Chairman of the PPC; Mr. Vo Anh Tuan - Chief of the PPC Office; Mr. Le Tuan Anh - Director of the Department of Information and Communications and representatives of reporters from central, domestic and foreign press agencies.

Support workers to access jobs

Informing with press agencies, Vo Anh Tuan - Chief of the PPC Office said that the socio-economic situation from the beginning of the year until now has taken place in difficult conditions, with more challenges than advantages and opportunities. The PPC has forecasted and assessed the situation from the last months of 2022, so it has focused on directing and working with departments, branches and localities to thoroughly grasp the task of removing difficulties and problems related to land, investment and business procedures, reforming administrative procedures, supporting production and business, promoting the export of goods. Coordinating with localities in the Southern Key Economic Region in researching and implementing transport projects connecting and linking the region; signing cooperation agreements between Ho Chi Minh City and the Southeast provinces; cooperating in socio-economic development between Binh Duong province and Tay Ninh province; accelerating the implementation and disbursement of public investment capital. Gross regional domestic product (GRDP) in the first 6 months of 2023 increased by 3.76%.

Overview of the press conference

However, unfavorable and unpredictable developments of the world economic - political situation continue to greatly affect production and business activities and growth drivers such as industrial production, investment, consumption, and export of the province, so GRDP growth is lower than the same period last year.

Production and export of a number of key industries such as textiles, electronics, furniture, etc. have slowed down from the last months of 2022 until now due to the shrinking market and increasing competition in the international market. Enterprises have not recovered in time after the Covid-19 pandemic and continued to face many new difficulties, without orders. Workers are affected by employment.

o remove difficulties for production and business activities of enterprises, Mr. Vo Anh Tuan said, from now until the end of the year, the PPC will focus on directing and have specific solutions in each month, each quarter, especially the last months of the year to strive to fulfill the set targets as high as possible. In particular, the province will continue to organize contact and work directly with each association, enterprise, and each project to promptly remove difficulties and problems.

Responding to reporters' questions about solutions to support workers in the current difficult situation, Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs said that in order to contribute to stabilizing the situation of labor relations, supporting enterprises and workers, the Department of Labor, War Invalids and Social Affairs has coordinated to deploy solutions to connect labor supply and demand, regulating labor from enterprises without enough jobs to enterprises lacking workers. The Employment Service Center collects recruitment information of enterprises wishing to recruit in the area, promptly connects information, supports workers to access job positions, introduces workers to enterprises to apply on the same day.

Currently, in the province, there are about 200 enterprises that need to recruit with about 3,000 workers, mainly trained skilled workers. Recruitment information is regularly posted on the website of the Provincial Employment Service Center. Forecasting recruitment demand from now to the end of the year, Binh Duong province needs about 20,000 to 22,000 workers, in which skilled workers, unskilled workers will account for about 70%, the rest will be qualified workers. Demand for unskilled laborers in the last 6 months of the year will be mainly to supplement lost resources and a few to serve production expansion. In addition, some small and medium-sized enterprises that always have a need to recruit less than 50 workers will not widely inform but only recruit information at the enterprise.

Binh Duong deploys many solutions to support workers in the current difficult period

In addition, the Department directed the Provincial Employment Service Center to strengthen the organization of receiving and processing unemployment benefit applications for workers quickly, correctly and in a timely manner. In the past 6 months, more than 29,600 workers have decided to receive Unemployment Insurance with the amount of unemployment benefit payment of 717,490 billion VND. With an average unemployment insurance benefit of nearly 4 million VND/month, this is a financial source that contributes to stabilizing the lives of unemployed workers who are looking for new jobs.

Currently, the Ministry of Labor, War Invalids and Social Affairs is coordinating with Ministries and branches to advise and submit to the Government to promulgate support policies for affected workers during the current difficult period.

Propose tuition support for disadvantaged groups

At the press conference, a reporter from Lao Dong Newspaper asked the leaders of the Department of Education and Training about the policy of tuition support for disadvantaged children. Especially in the current context, a large part of the workers' family is under a lot of pressure when work and income decrease.

Responding to this issue, Ms. Truong Hai Thanh - Deputy Director of the Department of Education and Training said that, preparing for the new school year 2023-2024, the province's entire Education and Training branch has a total of 548,000 students at all levels from preschool to high school. It is expected that the whole branch will put on 19 new construction and repair works to meet the learning needs in the new school year. The Department of Education and Training is advising on the development of tuition fees for the school year 2023-2024 and subsequent years in accordance with the Central Government's regulations (Decree amending and supplementing Decree No. 81/2021/ND-CP of the Government) in the spirit of continuing to support and share financial difficulties with people, contributing to reducing the impact on society and learners due to the increase in tuition fees.

The Department will continue to consult agencies and units to advise the PPC to submit to the Provincial People's Council to issue a Resolution on tuition fees, including a proposal for a group of subjects entitled to the tuition support policy (the tuition fee difference between the prescribed tuition fee and the actual tuition fee that students have to pay is provided by the State budget to ensure regular expenditures for educational institutions) suitable to the people's affordability and the local budget's balance.

At the press conference, reporters of press agencies also asked questions related to the issuance of social housing certificates for people; solutions to remove difficulties for the real estate market; construction schedule of Dinh Hoa Social Housing Project (Thu Dau Mot City), National Highway 13 upgrade and expansion project, Ring Road No.3 construction project; procurement of medical supplies at public health facilities; security and order situation in the area, implementation schedule of Project 06, etc. Leader representatives of the Departments of Construction, Natural Resources and Environment, Health, Provincial Police answered each issue in detail.
